}rEXPy Subject: EMERGENCY REPAIRS TO THE NORTH MAIN STREET BRIDGE

On May 17, 1991 , a portion of a cantilever concrete bracket supporting
the sidewalk beam on the North Main Street Bridge broke off . Walker
Construction Company was retained, on an emergency procurement basis ,
to install a temporary support in place of the broken bracket . An
engineering inspection was made of the bridge as well as a study of
the original 1912 construction drawings . There was no visible evidence
of any steel reinforcing in the broken portion of the concrete
bracket .
In order to analyze the safety of the bridge and determine if there
were other areas where reinforcing steel was not installed, it was
felt necessary to X-Ray the remaining concrete brackets .
On July 2 , 1991 (MEPC C-12931 ) , the City Council authorized the City
Manager to execute City Secretary Contract No . 18547 with Longview
Inspection, Inc. , for a fee not to exceed $31 , 550 for Radiographic
(X-Ray) services in order to determine necessary repairs to the North
Main Street Bridge.
X-Ray tests included in Stage 1 of City Secretary Contract No. 18547,
consisting of twelve tests of the most suspected structural concrete
brackets , were performed on Monday night , July 8th and Tuesday night ,
July 9th. The results of the tests were very positive. Staff feels the
Bridge is safe for both vehicular and pedestrian traffic and no
additional X-Ray testing is needed. Thus , after completion of Stage 1 ,
at a cost of $2 , 912 , further X-Ray testing was discontinued .
Construction plans for repair of the one broken concrete bracket are
now being prepared and bids are scheduled to be received on August
8th. This remedial work will be done later this summer .
