The following information is provided in response to this request. 1. What services may be provided? These professionals will be engaged as needed for consultant services for training and Private Industry Council development. The kinds of services which may be required include: Development of written Procurement Procedures specific to JTPA and conforming to Federal Regulations Establishment of administrative guidelines Contract review and rewrite of agreements to conform to Federal and State guidelines Develop special JTPA plan as required by the State/Federal levels Rewrite JTPA contract boilerplates in specialized areas such as On-The-Job Training On-site training for staff in Employment and Training Department Development of marketing materials Audit resolutions Private Industry Council Development and Training, (annual strategic planning retreat) Planning for work force reductions and plant closings under JTPA Title III 2. Who are these firms? Where are they located? These firms are considered to be among the best JTPA consultants in the nation. North Cost Administrative Consultants, Inc. Represented by Strader Taylor Ransas' City, Missouri JTPA consultant in audit preparation and resolution, request for proposals and procurement, contract management, staff training, monitoring, and planning for the past 22 years. National Alliance of Business (NAB) Washington, D.C./Regional Office, Dallas, Texas Specialize in research, program design, information dissemination, customized training packages, development of marketing materials, on-site technical assistance, and serve as facilitator for staff and PIC training. NAB has been in this business and offered these services for the past 20 years. Neece-Benson Associates, Inc. Indianapolis, Indiana Specializes in procurement, federal regulation compliance reviews, and audits. This firm has been in business for the past 5 years, but the owners have worked in employment & training for more than 15 years. 3. What was the selection process used to identify these firms for our vendor list? To access the services of those professionals who have been credited with expertise in various areas of Federal programs and specializing in JTPA, the Working Connection issued requests for quotes, (RFQ) . These RFQ's for professional services were issued to firms with a proven track record and direct hands-on experience and appropriate qualifications. These firms/organizations are known nationally. Services have been engaged from these professionals by the National Governors Association, U.S. Conference of Mayors, National Association of Counties, United States Department of Labor, National Association of Private Industry Councils, Texas Department of Commerce (governs JTPA at state level) , Texas Association of Private Industry Councils, and numerous JTPA service delivery areas and private ' dustry o un -ils within the State of Texas and nationwide. In September of 1990, the City Council authorized the City Manager to place these consultants on an approved vendor list. During the last program year, which ended on June 30, 1991, two of the four consultants were used by the department. The law firm of Chamberlain and Later and the NAB were utilized. Total funds expended for both were $21,872.00 for services rendered. The item before you recommends renewal of this list for a second year. While no estimate of the amount of expenditures which might be incurred per firm is available, Council approval limits the total cost to $50,000. A additional information, please let me know.
