AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE
CITY OF FORT WORTH, BY AMENDING SECTION 10-2(a) OF
ARTICLE I, CHAPTER 10, `COURTS" ENTITLED "MUNICIPAL
COURTS ADVISORY COMMITTEE OF THE COUNCIL, OTHER
RELATIONSHIPS PROHIBITED, TO CHANGE THE MUNICIPAL
COURT ADVISORY COMMITTEE TO AN AD HOC ADVISORY COURT
COMMITTEE, PROVIDING THAT THIS ORDINANCE SHALL BE
CUMULATIVE OF ALL ORDINANCES, PROVIDING A SAVINGS
CLAUSE, PROVIDING A SEVERABILITY CLAUSE, AND NAMING AN
EFFECTIVE DATE.
BE IT ORDAINED BYTHE CITY OF COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That Section 10-2(a), `Municipal Courts Advisory Committee of the Council, other
relationships prohibited, of Article I of Chapter 10, `Courts" of the Code of the City of Fort
Worth (1986), as amended, is hereby amended to change the mumcipal court advisory committee
to an ad hoc advisory court committee to read as follows:
Sec. 10-2. Ad Hoc Municipal Courts Advisory Committee of the Council, other
relationships prohibited"
(a) An ad hoc municipal court advisory committee shall be established to
meet as needed to act as the liaison between the municipal court judges
and the city council and make recommendations to the city council in all
matters regarding municipal court. The ad hoc advisory committee shall
consist of members of the city council appointed in accordance with the
City Council Rules of Procedure.
Except as expressly amended, all provisions of Section 10-2 shall remain ui full force and
effect.
SECTION 2.
That this ordinance shall be cumulative of all provisions of ordinances and of the Code of
the Crty of Fort Worth, Texas (1986), as amended, except where the provisions of this ordinance
are in direct conflict with the provisions of such ordinances and Code, in which event such
conflicting provisions of such ordinances and Code are hereby repealed.
SECTION 3.
It is hereby declared to be the intention of the City Council that the sections, paragraphs,
sentences, clauses and phrases of this ordinance are severable, and, if any phrase, clause,
sentence, paragraph or section of this ordinance shall be declared void, ineffective or
unconstitutional by the valid judgment or final decree of a court of competent jurisdiction, such
ineffectiveness or unconstitutionality shall not affect any of the remaining phrases, clauses,
sentences, paragraphs and sections of this ordinance, since the same would have been enacted by
the City Council without the incorporation herein of any such void, ineffective or
unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 4.
This ordinance shall take effect upon adoption.

the Municipal Court Advisory Committee to an Ad Hoc Advisory Municipal Court Committee
RECOMMENDATION
It is recommended that the City Council adopt the attached ordinance amending Section 10-2 of Chapter
10 Courts, of the City Code to change the municipal court advisory committee to an ad hoc advisory
municipal court committee
DISCUSSION
In 1985 an ordinance was adopted (Ordinance No 9509) creating five municipal courts of record and
establishing a municipal court advisory committee consisting of four City Council members. The advisory
committee is a liaison between the municipal court judges and the City Council and makes
recommendations to the City Council in all matters regarding municipal court.
On August 16 2005 the City Council amended the City Council Rules of Procedure (Resolution No 3242
08-2005) to establish four standing City Council Committees. the Legislative and Intergovernmental Affairs,
the Central City Revitalization and Economic Development, the Infrastructure and Transportation and the
Environment, Neighborhoods and Community Services, with the membership and chairs of the standing
committees appointed by the Mayor The Rules provide that the Council may as the need arises,
authorize the appointment of ad hoc council committees.
In order to provide consistency between the City Council Rules of Procedure and the City Code it is
necessary to amend Section 10-2 of Chapter 10 to change the municipal court advisory committee to an ad
hoc committee appointed in accordance with the City Council Rules of Procedure The ad hoc advisory
court committee shall meet as needed to address municipal court matters.
