AN ORDINANCE INCREASING APPROPRIATIONS IN THE CRIME CONTROL
AND PREVENTION DISTRICT FUND IN THE AMOUNT OF $4 497,500 AND
DECREASING THE RESERVED UNDESIGNATED FUND BALANCE BY THE
SAME AMOUNT FOR THE PURPOSE OF FUNDING THE PURCHASE OF
MOBILE DATA COMPUTERS AND RELATED EQUIPMENT IN THE POLICE
DEPARTMENT MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2004-
2005 in the Budget of the City Manager there shall also be increased appropriations in the Crime
Control and Prevention District Fund in the amount of $4 497,500 and decreasing the reserved,
undesignated fund balance by the same amount, for the purpose of funding the purchase of mobile
data computers and related equipment for the Police Department.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 16061 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

Approve Mid-Year Amendment to FY2004-2005 Crime Control and Prevention District Budget for
Mobile Data Computers and Adopt Appropriation Ordinance
RECOMMENDATION
It is recommended that the City Council:
1 Approve amid-year amendment of $5,200 000 to the FY2004-2005 Crime Control and Prevention District
budget to fund the purchase of mobile data computers and related equipment; and
2. Adopt the attached supplemental appropriation ordinance increasing appropriations by $4 497 500 in the
CCPD Fund and decreasing the reserved undesignated fund balance by the same amount.
DISCUSSION
On May 17 2005 by M&C G-14804 the City Council authorized the City Manager to submit to the Crime
Control and Prevention District (CCPD) Board of Directors an amendment to the FY2004-2005 budget of up
to $5.2 million to fund the purchase of new mobile data computers Funds of $702 500 are already included
in the FY2005 budget and were intended to pay the first bi-annual payment on the new equipment through
equipment notes Staff is recommending that a cash payment be made for the equipment with scheduled
repayment over a period of up to five years requiring an appropriation of $4 497 500 from fund balance and
the use of the $702,500 for capital expenditures instead of lease payments Cash payment is recommended
because it will avoid the cost of executing athird-party financing arrangement and is completely refundable
to fund balance within the current district authorization and with the FY2005 and FY2006 budgets as
approved Finally it will avoid unnecessary delays in the equipment procurement that is important to the
implementation of software that is scheduled this summer
The CCPD Board .held a public hearing on May 19 2005 and unanimously approved this action
Negotiations are on-going with the vendor for the equipment with a contract expected to be presented to the
City Council on June 7 2005 This phase includes the MDCs, installation equipment, and magnetic stripe
readers. The automated vehicle locater devices have been postponed until the next phase to allow time to
address technical issues Approval of the funds this week will allow staff to proceed with the procurement of
necessary installation equipment to include the in-car mounts to speed the delivery timeline Any .funds that
are unnecessary for this purpose based on final contract prices will be returned to CCPD fund balance
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations and adoption of
the attached supplemental appropriation ordinance funds will be available in the current operating budget,
as appropriated of the Crime Control and Prevention District Fund The fund balance will be $23 192 622
after the appropriation
