AN ORDINANCE AMENDING THE ELECTRICAL CODE OF THE
CITY OF FORT WORTH, ORDINANCE NO. 6245, AS AMENDED,
BY ADOPTING THE 1975 NATIONAL ELECTRICAL CODE; BY
AMENDING THE 1975 NATIONAL ELECTRICAL CODE, BY ADOPT-
ING AND INCORPORATING EXHIBIT B, AS AMENDED, OF ORDI-
NANCE NO. 6245, AS AMENDED, BY FURTHER AMENDING SUCH
EXHIBIT B BY AMENDING CERTAIN INSPECTION FEES SPECI-
FIED IN TABLE 307-A THEREOF; BY AMENDING CHAPTER 9
THEREOF TO PROVIDE FOR MASTER SIGN ELECTRICIAN AND
JOURNEYMAN SIGN ELECTRICIAN EXAMINATIONS, BY AMEND-
ING CHAPTER 10 THEREOF TO PROVIDE FOR THE LICENSING
OF MASTER SIGN ELECTRICIANS AND JOURNEYMAN SIGN ELEC-
TRICIANS AND TO REDUCE THE AGE REQUIREMENTS FOR MASTER
ELECTRICIAN AND JOURNEYMAN ELECTRICIAN, AMENDING SEC-
TION 1007 THEREOF BY AMENDING LICENSING FEES, BY ADD-
ING SECTION 1605 TO CHAPTER 16 THEREOF TO PRESCRIBE
BOX INSTALLATION, BY AMENDING SECTION 1701 THEREOF TO
PRESCRIBE CERTAIN REFERENCE TABLES, BY AMENDING SEC-
TION 2005 THEREOF CONCERNING TEMPERATURE SENSING
BREAKERS; MAKING THIS ORDINANCE CUMULATIVE OF OTHER
ORDINANCES AND PROVISIONS OF THE CITY CODE; PROVIDING
FOR REPEAL; PROVIDING A SEVERABILITY CLAUSE; PROVIDING
A PENALTY; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION 1.
That the Electrical Code of the City of Fort Worth, Ordi-
nance No. 6245, as amended, is hereby revised and further
amended to conform to the 1975 National Electrical Code, as
amended hereby, and the same, as amended, is hereby adopted as
the Electrical Code of the City of Fort Worth from the effec-
tive date hereof. Such 1975 National Electrical Code is ex-
pressly incorporated herein by reference as if same were set
out verbatim. Three (3) copies of the said 1975 National
Electrical Code, marked Exhibit A, have been filed in the of-
fice of the City Secretary for permanent record and inspectirn .
SECTION 2.
That the 1975 National Electrical Code (Exhibit A) be,
and the same is hereby amended by that Exhibit B, as amended,
of Ordinance No. 6245, as amended, which Exhibit B, as herein-
after amended, is hereby expressly adopted and incorporated
herein by reference as if set out verbatim, and same has here-
tofore been filed in the office of the City Secretary for per-
manent record and inspection.
SECTION 3.
That Table 307A, Inspection Fee Schedule, of Chapter 3 of
such Exhibit B, as amended, of Ordinance No. 6245, as amended,
be, and the same is hereby amended to read as follows:

SECTION 4.
That Section 903 of Chapter 9 of such Exhibit B, as amended,
of Ordinance No. 6245, as amended, be, and the same is hereby
amended to read as follows:
"SECTION 903. Each applicant for the Master
Electrician's examination and each applicant for the
Master Sign Electrician's examination shall pay an
examination fee of ten dollars ($10.00) to the Sec-
retary of the Board; and each applicant for the Jour-
neyman Electrician's examination and each applicant
for the Journeyman Sign Electrician's examination
shall pay an examination fee of two dollars ($2.00)
to the Secretary of the Board."

SECTION 5.
That Section 907 of Chapter 9 of such Exhibit B, as
amended, of Ordinance No. 6245, as amended, be, and the same
is hereby amended to read as follows:
"SECTION 907. (a) GENERAL. At least seventy-
five percent (75%) of the total number of questions
in each half of the Master Electrician's examination
and of the Journeyman Electrician's examination shall
be based upon the National Electrical Code, the Na-
tional Electrical Safety Code, and this Code. Not
more than twenty-five percent (25%) may be based up-
on additional electrical questions.
"(b) FIRST TWO HOURS. The first two hours of
the four-hour Master Electrician's examination period
and the first two hours of the four-hour Journeyman
Electrician's examination period shall each be devoted
to questions on this Code, the National Electrical
Code, the National Electrical Safety Code, and other
electrical questions of a nature designed to test the
applicant's technical competence and his general over-
all knowledge of and familiarity with this Code, the
National Electrical Code, and National Electrical Safe-
ty Code. During the first two-hour section of such
four-hour examination periods, the applicant shall not
be permitted to use any codes, books, tables, or any
other aids whatsoever.
"(c) SECOND TWO HOURS. The second two hours of
such four-hour examination periods shall each be de-
voted to problems to determine the applicant's ability
to use this Code, the National Electrical Code, the
National Electrical Safety Code, their associated ta-
bles, and other technical information which, in the
opinion of the Board, is necessary for technical com-
petence. During the second two-hour section of such
four-hour examination period, the applicant will be
permitted to use the National Electrical Code or any
other books or tables. "
SECTION 6.
That Section 910 of Chapter 9 of such Exhibit B, as amended,
of Ordinance No. 6245, as amended, be, and the same is hereby
amended to read as follows:
"SECTION 910. (a) FIRST TWO HOURS. The first
two hours of the Master Sign Electrician's four-hour
examination period and the first two hours of the
Journeyman Sign Electrician's four-hour examination
period shall each be devoted to questions based upon
Article 600 of the National Electrical Code and all

provisions of the Sign Code to determine the appli-
cant's general over-all knowledge of and familiarity
with such codes. During the first two-hour section
of such four-hour examination periods, the applicant
shall not be permitted to use any codes, books, ta-
bles or any other aids whatsoever.
" (b) SECOND TWO HOURS. The second two hours of
such four-hour examination periods shall each be de-
voted to problems and/or sketches to determine the
applicant's ability to use Article 600 of the National
Electrical Code and the Sign Code, their associated
tables and other technical information which, in the
opinion of the Board, is necessary for technical com-
petence. During the second two-hour section of such
four-hour examination period, the applicant will be
permitted to use this Code, the Sign Code and any
other books and tables."
SECTION 7.
That Section 911 of Chapter 9 of such Exhibit B, as amended,
of ordinance No. 6245, as amended, be, and the same is hereby
amended to read as follows:
"SECTION 911. The Master Sign Electrician's
examination shall be based upon the Sign Code and
Article 600 of the National Electrical Code and all
respective amendments thereto, together with any ad-
ditional technical problems which, in the opinion of
the Board, will test the applicant's competence. "
SECTION 8.
That Section 912 of Chapter 9 of such Exhibit B, as amended,
of Ordinance No. 6245, as amended, be, and the same is hereby
amended to read as follows:
"SECTION 912. The Journeyman Sign Electrician's
examination shall be based upon the Sign Code and
Article 600 of the National Electrical Code and all
respective amendments thereto, and technical infor-
mation generally, but shall not be as extensive or
difficult as the Master Sign Electrician's examina-
tion, and the problems to be solved therein shall be
those of the same type and nature as would be likely
to be encountered and would ordinarily be solved by
sign electricians working under the supervision of
a Master Sign Electrician. "
SECTION 9.
That Chapter 9 of such Exhibit B, as amended, of ordi-
nance No. 6245, as amended, be, and the same is hereby amended

by the addition of Section 913, Section 914 and Section 915,
such sections reading as follows:
"SECTION 913. Each section of each examination
shall be of equal value in determining the final grade.
A minimum grade of seventy percent (70%) shall be re-
quired as a passing grade.
"The Electrical Board shall grade all examina-
tion papers and shall certify to the chief electrical
inspector the name of each applicant passing the ex-
amination and the grade of license for which he has
qualified. Upon such certification and the payment of
the fee herein prescribed and filing of a bond in cases
where a bond is required, the applicant shall be issued
a license at the grade for which be has been certified,
which license shall be signed by the Chief Electrical
Inspector.
"SECTION 914. The Electrical Board shall notify
an applicant of his grade within ten (10) days after
the date of the examination.
"SECTION 915. No applicant for an electrician's
license who fails to pass his first examination shall
be examined again prior to the expiration of two (2)
calendar months from the date of said first examina-
tion. No applicant who fails to pass his second exam-
ination shall be examined again prior to the expira-
tion of twelve (12) calendar months from the date of
his last such examination."
SECTION 10.
That Paragraph (4) of Section 1001 of Chapter 10 of such
Exhibit B, as amended, or Ordinance No. 6245, as amended, be,
and the same is hereby amended to read as follows:
" (4) Comply with all other licensing requirements
herein. There shall be four (4) grades of licenses
and one (1) grade of temporary working permit. "
SECTION 11.
That Paragraph (6) of Subsection (a) of Section 1004 of
Chapter 10 of such Exhibit B, as amended, of Ordinance No. 6245,
as amended, be, and the same is hereby amended to read as fol-
lows:
" (6) Shall be a minimum of twenty-two (22) years
of age. "

SECTION 12.
That Paragraph (3) of Subsection (b) of Section 1004 of
Chapter 10 of such Exhibit B, as amended, of ordinance No.
6245, as amended, be, and the same is hereby amended to read
as follows:
" (3) Shall be a minimum of eighteen (18) years of age. "
SECTION 13.
That Section 1004 of Chapter 10 of such Exhibit B, as
amended, of ordinance No. 6245, as amended, be, and the same
is hereby amended by the addition of Subsection (c) , Subsec-
tion (d) and Subsection (e) , such subsections reading as fol-
lows:
(c) Master Sign Electrician License
"(1) Shall be a minimum of twenty-two (22) years
of age.
" (2) Shall have had at least three (3) years of
experience in the installation and/or manufac-
ture of electrical signs, exclusive of experience
devoted to nonelectrical components, such as en-
closures; or in lieu of such experience, shall
have graduated after majoring in electrical en-
gineering from an accredited college or uni-
versity and shall have had at least one (1) year
of practical electrical sign experience; or, in
lieu of either of the above requirements, shall
have had either two (2) years' college credit in
an accredited college or university or be a gradu-
ate of a recognized electrical trade school and
shall have had at least eighteen (18) months of
practical electrical sign experience.
"(d) Journeyman Sign Electrician License
"Shall have at least one (1) year of experience
in the installation of electrical sign or out-
line lighting equipment, exclusive of experience
devoted to nonelectrical components, such as en-
closures.
" (e) Dual Qualification, Dual Licensing
"Neither this section nor this chapter shall be
construed to prohibit:

"(1) The licensing of a Master Electrician as
a Master Sign Electrician, provided such Master
Electrician has duly qualified as a Master Sign
Electrician;
"(2) The licensing of a Master Sign Electrician
as a Master Electrician, provided such Master
Sign Electrician has duly qualified as a Master
Electrician;
" (3) The licensing of a Journeyman Electrician
as a Journeyman Sign Electrician, provided such
Journeyman Electrician has duly qualified as a
Journeyman Sign Electrician;
"(4) The licensing of a Journeyman Sign Electri-
cian as a Journeyman Electrician, provided such
Journeyman Sign Electrician has duly qualified
as a Journeyman Electrician; and
"(5) Any other licensing combination, provided
that the licensing prerequisites for the issu-
ance of each such license are duly met."
SECTION 14.
That Section 1006 of Chapter 10 of such Exhibit B, as
amended, of Ordinance No. 6245, as amended, be, and the same
is hereby amended to read as follows:
"SECTION 1006. Only the following licensees shall
be permitted to do the electrical work specified below:
"(a) A Master Electrician may contract for and engage
in the business of installing, repairing or replacing
electrical wiring or equipment of any nature on or in
buildings or structures other than signs. The Master
Electrician may install, repair or replace the primary
wiring on signs and may employ and supervise Journey-
man Electricians, Temporary Working Permit holders,
helpers and apprentice electricians.
"(b) A Journeyman Electrician shall be able to perform
any type of electrical work under the supervision of
a Master Electrician, or to perform any type of sign
work as outlined by the ordinances of the City and
under the supervision of a Master Sign Electrician,
but in no case shall a Journeyman Electrician contract
for or engage in the business of electrical work of
any nature, nor shall he perform electrical work of
any nature, except under the supervision of either a
Master Electrician or a Master Sign Electrician. A
Journeyman Electrician shall be able to lay out work
for and to supervise helper or apprentice electricians,
but he shall not be able to employ same.

"(c) A Master Sign Electrician shall be able to
contract for and engage in the business of manu-
facturing electrical signs, luminous gas or elec-
tric discharge signs and luminous gas or electric
discharge outline lighting from the secondary wir-
ing power source or transformer in the sign and to
employ and supervise Journeyman Sign Electricians
in the performance of such work on such signs and/
or outline lighting.
"(d) A Journeyman Sign Electrician shall be able
to perform any type of sign and/or outline lighting
work of a Master Sign Electrician, provided that
such work must be performed under the supervision
of a licensed Master Sign Electrician.
"(e) A Temporary Working Permit holder may perform
work in the capacity of a Journeyman Electrician,
so long as the Temporary working Permit is valid.
"(f) A helper or apprentice electrician may perform
electrical work only when the work is laid out for
him and supervised by a Master Electrician, a Master
Sign Electrician, a Journeyman Electrician, a Jour-
neyman Sign Electrician or a holder of a Temporary
working Permit
"The supervising Master Electrician, Master
Sign Electrician, Journeyman Electrician, Journey-
man Sign Electrician or holder of a Temporary Work-
ing Permit shall be on the job site."
SECTION 15.
That Section 1007 of Chapter 10 of such Exhibit B, as
amended, of Ordinance No. 6245, as amended, be, and the same
is hereby amended to read as follows:
"SECTION 1007. The following shall be required
licensing fees:
"(a) The first annual fee shall be paid in advance:
"Master Electrician License $100.00
"Master Sign Electrician License 100.00
"Journeyman Electrician License 10.00
"Journeyman Sign Electrician License 10.00
"(b) The annual renewal fee shall be payable in full on
the first day of January of each year:

"Master Electrician License $ 25.00
"Master Sign Electrician License 25.00
"Journeyman Electrician License 5.00
"Journeyman Sign Electrician License 5.00"
SECTION 16.
That Subsection (d) , Subsection (e) and Subsection (f) of
Section 1014 of Chapter 10 of such Exhibit B, as amended, of
Ordinance No. 6245, as amended, be, and the same are hereby
amended to read as follows:
" (d) Journeyman Electricians, Journeyman Sign Elec-
tricians or holders of Temporary Working Permits who
are not the holders of valid Master Electrician Li-
censes or valid Master Sign Electrician Licenses shall
carry their Journeyman Electrician licenses or Jour-
neyman Sign Electrician licenses or Temporary Working
Permits on their persons at all times while perform-
ing electrical work, and they shall produce and pre-
sent such licenses or permits immediately upon re-
quest by any Electrical Inspector.
"(e) Each holder of a license of any grade or of a
Temporary Working Permit shall furnish the Chief Elec-
trical Inspector with a written notice of his perma-
nent address, and each holder of a Master Electrician
license or Master Sign Electrician license shall fur-
nish the Chief Electrical Inspector with a written no-
tice of the address and telephone number of his regu-
larly established place of business and, if actively
engaged in the electrical contracting business or elec-
trical sign contracting business, a list of Journeyman
Electricians or Journeyman Sign Electricians and other
electrical workers employed by him.
"(f) Each licensed Master Electrician and Master Sign
Electrician shall have either a name or number regis-
tered with the Chief Electrical Inspector and which
shall be permanently affixed to each side of each
truck or vehicle which either electrican operates in
connection with the installation, alteration or repair
of electrical wiring, equipment or signs within the
City in letters or numerals of at least three (3)
inches in heighth. Such name or number shall be the
same for all of the trucks so operated by any one li-
censed Master Electrician or any one licensed Master
Sign Electrician and shall be affixed to each side of
each operated truck or vehicle in such a manner as to
be clearly visible to any Electrical Inspector of nor-
mal vision and standing upright a distance away of
fifty (50) feet. "

SECTION 17'
That chapter 16 of such Exhibit B, as amended, of ordi-
nance No. 6245, as amended, be, and the same is hereby amended
by the addition thereto of Section 1605, such section reading
as follows:
"SEozzmn 1605' A box shall be installed at
each conductor splice, connection point, outlet,
switch point, junction point or pull point with the
connection of metal-clad cable, mineral-insulated
metal sheath cable, aluminum sheath cable, nonmetal-
lic sheath cable or other cables at the connection
point between any such cable system and the raceway
system and at each outlet and switch point for con-
cealed knob and tube wiring. "

That Section 1701 of Chapter 17 of such Exhibit B, as
amended, of ordinance No. 6245, as amended, be, and the same
is hereby amended to read as follows:

in this code, they shall be used in accordance with
Table 310-16 and Table 310-18 of the 1975 edition of
the National Electrical Code. Note No. (3) of the
notes to Tables 3I0-I6 through 3I0-19 shall not apply. "

amended, of Ordinance No. 6245, as amended, be, and the same
is hereby amended to read as follows:

switches shall be mounted near the floor, in the re-
turn air, in all ventilating and air conditioning
ducts and in the air stream in the attic fan and
forced draft ioataIlatinoo' Such switch shall be
so designed to open the power circuit to the blower
when the actuating air reaches a temperature of
194» F. (or 900 C-) and remain in the open-circuit
position until manually reset.
"Gas-fired heating units: Such cot-out switch
shall be connected in the circuit that feeds
the unit.
"Electrical Such cut-out switch
shall be connected in the circuit ahead of the
control transformer.

"(2) Commercial cafe and restaurant range

SECTION 20.
This ordinance shall be and is hereby declared to be
cumulative of the provisions of the Code of the City of Fort
Worth, as amended, and other ordinances providing for and
regulating minimum standards for electrical equipment and for
the installation and alteration or repair of any electrical
equipment and shall repeal the provisions of such Code and of
every prior ordinance in conflict herewith but only insofar
as such provisions of such Code and of such prior ordinances
shall be in direct conflict herewith.
SECTION 21.
That it is hereby declared to be the intention of the
City Council that the sections, paragraphs, sentences, clauses
and phrases of this ordinance are severable, and if any phrase,
clause, sentence, paragraph or section of this ordinance shall
be declared void, ineffective or unconstitutional by a valid
judgment or final decree of a court of competent jurisdiction,
such voidness, ineffectiveness or unconstitutionality shall
not affect any of the remaining phrases, clauses, sentences,
paragraphs and sections of this ordinance, since the same
would have been enacted by the City Council without the in-
corporation herein of any such void, ineffective or unconsti-
tutional phrase, clause, sentence, paragraph or section.
SECTION 22.
That any person, firm, association of persons, company
or corporation or their agents, servants or employees who vio-
late, disobey, omit, neglect or refuse to comply with any pro-
vision of this ordinance shall be deemed guilty of a misde-

meanor, and each such person, firm, association of persons,
company or corporation or their agents, servants or employ-
ees shall be deemed guilty of a separate offense for each
day or portion thereof during which any violation of any of
the provisions of this ordinance is committed, continued or
permitted, and each such violation shall be punishable by a
fine not to exceed Two Hundred Dollars ($200.00) .
SECTION 23.
That this ordinance shall become effective and be in
full force and effect from and after its passage and publi-
cation as required by law, and it is so ordained.

The Electrical Board of the City of Fort Worth has reviewed the 1975 National
• Electrical Code and has recommended the adoption of the code as amended. The
code has had major editing and, as a result, many of the provisions existing
in the code are clearer in content.
There are four major changes to the NEC that affect both residential and com-
mercial construction. The residential changes are:
1. A Ground Fault Interruptor (G.F.I.) is required on outside
receptacles.
2. A Ground Fault Interruptor (G.FI.) is required on bathroom
circuits.
3. The overcurrent protection on heating units has been revised.
The G.F.I. is a device similar to circuit breakers that can be placed in the
panel. This device varies in cost from $25.00 upward, and is used to protect
the owner from electrocution in using equipment in a damp location. The de-
vice gives almost instant interruption of the circuit when that circuit is
shorted out, thus protecting the homeowner with no more than a minor shock.
By properly designing the bathroom and outside receptacles on one circuit,
only onq such interruptor need be used.
The overcurrent protection requirement for electrical heating equipment has
been revised. This change permits the overcurrent protection to be placed
in the panel rather than having to place a panel in the heating closet.
This change will reduce the overcurrent protection costs by approximately
$40. The savings on the cost of electrical construction is approximately
$15 per unit on structures with electrical heating.
The G.F.I. is required for swimming pools that have lights cast into the pool
walls. This is an urgently needed change because of the extreme wet location.
The major change in commercial work is the permitted use of a lightweight,
metallic, rigid conduit. There is a slight savings of approximately $.O1 per
foot with the use of this conduit. This will offset the cost of panel ground-
ing requirements required by the new code.
The fees are proposed to be increased to meet the cost of operation of the
Electrical Inspection Section of the Building Inspection Division. As report-
ed in I.R. 42390, dated October 11, 1974, the income for this function needed
to be increased by 107 percent. The proposed fee schedule is expected to
accomplish this objective.

The Mechanical Code fees have been approved by Council Action with the
adoption of Ordinance No. 7083 (10-21-74) . The plumbing fees are presently
under study along with the review of the 1973 Uniform Plumbing Code and a
new fee° schedule will be forth coming along with new amendments to the
Plumbing Code.

The proposed local amendments are licensing requirements. The amendments
clarify the areas of responsibility based upon the tests given for licenses.
The amendments require testing for sign electrical work and testing for
building electrical work. To perform this type of work a person must qualify
and pass that particular examination as the two exams are different. However,
a person may be qualified to do both and upon passing the exams of both may
do sign and building work.
Recommendation
It is recommended that the City Council adopt the Electrical Ordinance as
amended by further amending the inspection fees, by providing the licensing
and examination of Master Sign Electrician and Journeyman Sign Electricians,
amending the licensing fees and amending the technical provisions thereof.
