HomeMy WebLinkAboutOrdinance 7414 d ORDINANCE N0. 7414 AN ORDINANCE CREATING IN THE POLICE DEPARTMENT ONE (1) ADDITIONAL POSITION IN THE CLASSIFICATION OF POLICE DEPUTY CHIEF AND DELETING ONE (1) POSITION OF POLICE CAPTAIN; PROVIDING A SEVERABILITY CLAUSE; AND NAMING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: 1. That one (1) additional position in the classification of Police Deputy Chief is hereby created in the Police Department, and that one (1) position in the classification of Police Captain be deleted in the Police Department. 2. That if any section, part of a section or provision of any section of this ordinance shall be held to be void, ineffective or unconstitutional by a court of competent jurisdiction, the holding of such section, part of a section or provision of any section to be void, ineffective or un- constitutional for any cause whatsoever shall in no way affect the validity of the remaining sections and provisions of the ordinance, which shall remain in full force and effect. 3. That this ordinace shall become effective and be in full force and effect from and after the date of its passage as provided by law, and it is so ordained. Addition of a Police Deputy PAGE NUMBER Chief Position and Deletion of a 30/76 G-3150 Captain Position 1of 1 8/ The recent Police Department Comprehensive Management Survey by the Arthur Young Company has recommended extensive reorganization of the department. The recommended new structure includes one additional Deputy Chief position to assist in the overall management of the department, the cost to be partially offset by the deletion of one Captain position. Existing staffing and the structure of the police organization does not permit maximum utilization of manpower resources. The administration and general super- vision of police operations will be made more efficient and responsive to the needs of the citizens with this proposed staffing change. A major reorganization and the impact of changes recommended by the consultant's report will place a substantially increased workload on-lehis department in the next three years. The Deputy Chiefs will be instrumental in directing all efforts to implement these changes aimed at providing better police service for the public. It is likely that in some three or four years we may be in a posi- tion to again effectively operate the department with four Deputy Chiefs. The addition of the Deputy Chief position is endorsed by the Chief of Police and his staff. In order to implement this proposal, under the provisions of Article 1269m of the Revised Civil Statutes of Texas, as amended, it will be necessary for the City Council to approve, by ordinance, one additional position of Police Deputy Chief and delete one Police Captain position. Financing For the remainder of the 1975-76 fiscal year, the additional cost will be $160. This can be financed with existing salary savings. For the 1976-77 Budget, the additional cost will be $2,147 ($1,926 Salary Expense, $221 Retirement Contribution). This can be financed from the $150,000 set aside for implementation of the Arthur Young Study. Recommendation It is recommended that the ordinance creating an additional Police Deputy Chief position and deleting a Police Captain position be adopted.
