HomeMy WebLinkAboutOrdinance 16558-08-2005Ordinance No ~(o~~ ~~"-a-OQS AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $8 000 SUBJECT TO RECEIPT OF THE 2005 URBAN AND COMMUNITY FORESTRY GRANT FOR PUBLIC OUTREACH FROM THE U S FOREST SERVICE AND THE TEXAS FORESTRY SERVICE AND AN IN-KIND MATCH OF 456 VOLUNTEER HOURS VALUED AT $8 000 FOR THE PURPOSE OF FUNDING THE EXPANSION OF THE NEIGHBORHOOD TREES PLANTING PROGRAM; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2004-2005 and in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $8 000 subject to receipt of the 2005 Urban and Community Forestry Grant for Public Outreach from the U S Forestry Service and the Texas Forestry Service and an in-kind match of 456 volunteer hours valued at $8 000 for the purpose of funding the expansion of the Neighborhood Trees Planting program SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 16061 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect upon adoption APPROVED AS TO FORM AND LEGALITY Assistant City At rney ADOPTED AND EFFECTIVE. uvS ~~0, ~O~ City of Fort Worth, Texas Mayor and Council Communication COUNCIL ACTION Approved on 8/30/2005 Ordinance No. 16558-08-2005 DATE Tuesday August 30 2005 LOG NAME 80NEIGHBORTREES REFERENCE NO *G-14901 SUBJECT Authorization to Accept a Texas Forest Service Grant, Waive Indirect Grant Costs and Adopt Appropriation Ordinance to Expand the Neighborhood Tree Planting Program RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to accept if awarded a grant in the amount of $8 000 00 from the Texas Forest Service Urban and Community Forestry Grant for Public Outreach for the purpose of expanding the Neighborhood Tree Planting Program 2. Waive collection of any indirect costs, as part of the City of Fort Worths $8 000 00 in-kind match to this grant; and 3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by $8 000 00 in the Grants Fund from available funds and an in-kind match of 456 volunteer hours valued at $8 000 00 DISCUSSION The Parks and Community Services Department (PACSD) is preparing a grant application fora 2005 Urban Forestry Grant for Public Outreach which is a program jointly administered by the Texas Forest Service and the U S Forest Service The purpose of this grant program is to provide initial funding to support new initiatives or to expand existing programs related to urban forestry PACSD proposed the expansion of its Neighborhood Tree Planting Program by establishing spot-in-pot tree growing system Currently Parks and Community Services provide an average of 780 container grown trees annually for citizens to plant in their parkways. The successful and well established program distributes trees on a neighborhood basis through the efforts of neighborhood liaisons and volunteers. The program has a two year waiting list.
