SECTION VI The present crowded and congested condition of the traffic on the streets, highways anc? portions of streets and highways hereinbefore mentioned, and the constantly in- creasing vehicul:Lr and pedestrian traffic in the City of Fort ', orth creates a den-erous condition and menace to life .and property, thereby making it imperatively necessary to adopt and enforce the regulaticne herein prescribed, and this ordinance is and is hereby declared to be an emergency measure necessary in the ordinary course of the city' s affairs, and a measure necessary for the immediate preser- vation of the -oublie -Peace, health and safety of the citizens of the City of Fort '..orth, and shall be in force and effect from and after its arse and five day' s publi- cation ubli- cation as required by law.
