HomeMy WebLinkAboutOrdinance 16462-06-2005 v ~ r Ordinance No t~~a ~~ ao~ AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $200 000 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING THE WEATHERIZATION ASSISTANCE PROGRAM IN THE HOUSING DEPARTMENT MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2004- 2005 an`d in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $200 000 from available funds for the purpose of funding the Weatherization Assistance Program in the Housing Department. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 16061 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect upon adoption APPROVED AS TO FORM AND LEGALITY Assistant City Attorney ADOPTED AND EFFECTIVE. ~ (~ ~ O J City of Fort Worth, Texas Mayor and Council Communication COUNCIL ACTION Approved on 6/7/2005 Ord #16462-06-2005 DATE Tuesday June 07 2005 LOG NAME. 05WAP REFERENCE NO ~G-14822 SUBJECT Authorization to Receive Program Income from the Weatherization Assistance Program and Adopt Appropriation Ordinance RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to receive program income from operating the Weatherization Assistance Program, 2. Accept revenues of approximately $51 200 00 over the next 94 months for financial participation by landlords for weatherization program services rendered on multifamily dwellings and 3 Adopt the appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $120 928.28 DISCUSSION The City of Fort Worth has operated a Weatherization Assistance Program on a grant basis funded by the Texas Department of Housing and Community since 1982. The program serves low-income. residents, primarily the elderly and persons with disabilities iri Tarrant County by weatherizing their homes. Weatherization measures include attic insulation, weather-stripping caulking window and door repair storm windows and other minor repairs. In addition to providing assistance to owner-occupants the Texas Department of Housing and Community Affairs encourages grantees to assist rental units as well In that regard property owners are required to contribute at least 25% of the total cost. This amount is provided to the owner/landlord in the form of a loan The funds are advanced to cover weatherization repairs and repaid to the City over a ten year term The current amount received year-to-date from rental property owners is $69 728.28 Anticipated revenue is $51,200 over the next 94 months. All program income will be expended for weatherization program activities. The Housing Department is operating the current Weatherization Assistance Program under the Department of Energy Grant funds and the Low Income Housing Energy Assistance Program Grant funds.
