AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE SPECIAL TRUST FUND LAW ENFORCEMENT OFFICER STANDARDS AND
EDUCATION (LEOSE) FUNDS IN THE AMOUNT OF $98,598 51 FROM THE TEXAS
COMPTROLLER OF PUBLIC ACOUNTS FOR THE PURPOSE OF FUNDING
CONTINUING EDUCATION. AND TRAINING FOR THE POLICE DEPARTMENT MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2004-2005 in the
Budget of the City Manager there shall also be increased estimated receipts and appropriations in the
Special Trust Fund, Law Enforcement Officer Standards and Education (LEOSE) funds in the amount of
$98 598 51 from the Texas Comptroller of Public Accounts for the purpose of funding continuing education
and training for the Police Department.
SECTION 2
That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void
for any reason by a court of competent jurisdiction such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 16061 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect upon adoption

Adoption of Appropriation Ordinance for the Special Trust Fund and Authorization to Accept the
Annual Allocation Payment for the Law Enforcement Officer Standards and Education Program
RECOMMENDATION
It is recommended that the City Council
1 Accept the annual allocation payment from the Law Enforcement Officer Standards and Education
program (LEOSE) in the amount of $98 598 51 and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriation by
$98 598 51 from available funds in the Special Trust Fund LEOSE.
DISCUSSION
Section 1701 157 of the Texas Occupations Code directs the Comptroller of Public Accounts to make an
annual allocation from the LEOSE account to qualified law enforcement agencies for expenses related to
the continuing education of persons licensed under Chapter 1701 of the Texas Occupations Code Funds
totaling 20% are allocated equally among the qualified agencies The remaining 80% is allocated on the
basis of the number of eligible enforcement positions each agency has as of January 1 of the preceding
year
All funds received must be used to ensure the continuing education of persons licensed under Chapter
1701 of the Texas Occupations Code or to provide necessary training as determined by the agency head
to full time fully paid law enforcement support personnel in the agency LEOSE funding constitutes the
majority of funds available to the Police Department for continuing education

available in the current operating budget, as appropriated of the Special Trust Fund
