AN ORDINANCE AMENDING CHAPTER 20 OF THE CODE OF THE
CITY OF FORT WORTH (1964) , AS AMENDED, HOUSING, BY
ADDING THERETO ARTICLE IV; ESTABLISHING AND REGULATING
A DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT;
PROVIDING FOR A DIRECTOR THEREOF TO BE APPOINTED BY
THE CITY MANAGER AND FIXING THE FUNCTIONS AND DUTIES
OF' THAT DEPARTMENT AND ITS DIRECTOR; AND NAMING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That Chapter 20 of the Code of the City of Fort Worth
(1964) , as amended, is hereby amended by adding thereto
Article IV, and after being so amended, same shall read and
be as follows:
"ARTICLE IV.
DEPARTMENT OF HOUSING AND
COMMUNITY DEVELOPMENT
"Sec. 20-43. Department Established.
"There is hereby established a Department of
Housing and Community Development, which department
shall be under the supervision of the Director of
the Department of Housing and Community Development,
who shall be subject to appointment and removal by
the City Manager. The salary of the Director of
the Department of Housing and Community Development.
shall be in accordance with the compensation plan
of the City. The Director shall devote his entire
time to the work of his department and shall be
responsible to the City Manager for the efficient
administration thereof. The Director shall be
authorized to appoint, employ and remove such
officers, assistants, employees and personnel as
he may deem necessary for the efficient adminis-
tration of the affairs of the department and pre-
scribe and fix their duties, scope of authority and
qualifications. All officers and employees of the
Department of Housing and Community Development
shall be governed by the same personnel rules and
classification and compensation plan as is estab-
lished for all other employees of the City.
"Sec. 20-44. General Powers of the Department.
"The Department of Housing and Community
Development shall have supervision of matters
pertaining to enforcing minimum standards for
existing buildings and low and moderate income
housing in the City, "
"Sec. 20-45. Reports.
"The Director of this department shall make or
cause to be made to the City Manager and to the City
Council an annual report and may at any time, either
on his own or upon request of the City Council or
City Manager, make special reports concerning the
housing standards and community development of the
City, with his observations and recommendations
thereon, together with all statistics concerning
the department.

"Sec. 20-46. Fees.
"All fees collected by the department shall be
paid over to the City Treasurer and deposited in the
General Fund. "
SECTION 2.
That this ordinance shall be in full force and effect from
and after the date of its passage, and it is so ordained.

On September 1, 1976, I.R. 2749 was forwarded to the City Council des-
cribing need for formalizing departmental status of the Department of
Housing and Community Development. The Informal Report was prompted
by correspondence from the Community Development Council on August 16,
1976 asking that the Housing and Community Development Department be
maintained at the level at which it has been functioning since September
1974.
Since there was no opposition by City Council members to the I.R. , the
City Attorney was requested to prepare an ordinance establishing this
Department. The ordinance is attached for City Council review.
Recommendation
It is recommended that the City Council adopt the attached ordinance
establishing the Department of Housing and Community Development.
