AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $100 000 FROM AVAILABLE FUNDS FOR
THE PURPOSE OF FUNDING OUTREACH HOMEOWNERSHIP TRAINING AND
COUNSELING AND RELATED SERVICES IN THE IMPLEMENTATION OF THE FORT
WORTH HOUSING AUTHORITY'S SECTION 8 HOUSING CHOICE VOUCHER
HOMEOWNERSHIP PROGRAM MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2004-2005 and
in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $100 000 from available funds for the purpose of funding outreach,
homeownership training and counseling and related services in the implementation of the Fort Worth
Housing Authority's Section 8 Housing Choice Voucher Homeownership Program
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 16582 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

Worth Housing Authority for the Implementation of the Section 8 Housing Choice Voucher
Homeownership Program
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to ratify acceptance of amended grant agreement from the Fort Worth
Housing Authority (FWHA) in the amount of $100 000 to provide counseling/homeownership training and
related services to eligible participants in FWHA s Section 8 Housing Choice Voucher Homeownership
Program and
2 Adopt the attached ordinance authorizing an increase in the estimated receipts and appropriations in
the Grants Fund in the amount of $100 000 from available funds
DISCUSSION
The Fort Worth Housing Authority (FWHA) is required to implement Section 555 of the Quality Housing and
Responsibility Act to create a viable homeownership option for Section 8 recipients which is the Housing
Choice Voucher Homeownership Program (HCVHP) Under this program Section 8 recipients can become
homeowners by using their vouchers to pay mortgage and related housing payments. A mandatory
element of HCVHP is for program participants to receive housing counseling and homeownership training
On March 23 2004 (M&C C-19997) City Secretary Contract 29963 the City Council authorized execution of
a contract with the FWHA for the City of Fort Worth Housing Department, which is a certified housing
counseling agency to provide outreach homeownership training and counseling and related services in the
implementation of the FWHA s Section 8 HCVHP The same M8~C also authorized the City Manager to
amend extend or renew this contract, in accordance with City policies and regulations upon mutual
agreement with the FWHA. On May 10 2005 (City Secretary Contract 31783) the contract was amended to
provide for the grant year from May 11 2005 to May 10 2006 for the amount of $100 000
It is anticipated that this collaboration will be on a continuing basis until it is terminated in accordance with
the agreement. To date the Housing Department has developed the program design developed and
published the HCVHP flyer and brochure conducted several outreach and orientation sessions with
potential Section 8 homebuyers and encouraged lender participation The department has provided
homeownership training and one-on-one counseling to 100 clients and submitted quarterly and other
reports to FWHA. Six clients have become successful homeowners and five more are expected to close on
the purchase of homes soon The remaining customers are receiving on going counseling

FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance funds will be available in the current operating budget, as appropriated in
the Grants Fund The Housing Department is responsible for the collection and deposit of these funds.
