An Ordinance creating an examining Board of Supervisors
of Plumbers, designating the members thereof and scribing
their powers and duties and term of office, providing for the
d
licensing of plumbers and those engaged in plumbing work
within the City of Fort Wort, for the giving of in$emtity
bonds, the manner and way in which plumbing work shall be done,
the kind and class of material to be used in such work, the
Inspection of plumbing work and, the. scale of fee for such.
inspection, the powers and duties of the inspector of
plumbing, and compelling buildings under certain conditions ` to
be connected with public sewers, and prescribing penalties for
the violation of my of the provisions of Seetl2r4S4 to 58
inclusive of this act and repealing Ordinance leo. 55 passed by
the Board of Commissioners Dec. 10th, 1907, and all ordinances
and parts of ordinances in conflict with this act.
BE IT ORDAINED BY THE BOARD OF COILLISSIONERS OF THE
CITY OF FORT WORTH:
Section 1. That there is hereby created a Board 9Z for
the examination of plumbers within the City of Fort orth to
be known &a the Examining and Supervising Board of Plumbers.
Said hoard shall consist of the City Physician, City Engineer,
City Plumber, a i--aster Plumber of not less than ten years
activt and continuous experience and a Journeyman Plumber of
not less than five yearn active and continuous experience;the
first three above are to hold their positions
during .their continuance in their respective offices, and the
last two above mentioned shall be elected by the ,,card of
Commissioners of the City of Fort ..orth witl;in five days
after this ordinance takes effect and continue until the
first Tuesday after the first onday in April 1911 and until
their successors are elected, nud thereafter their term of
office shall extend for a period of two years. If any
vacancies shall occur in said .Board they shall be filled by
the Board of Commissioners for the unexpired term.

Section 2. Upon the written request of any person, firm or
corporation who desires to stand the plumbers' examination
hereinafter provided for each of which application shall be
accompanied by an examination fee of #3.00 for each applicat-
ion for master plumber's license, and $2.00 for each applica-
tion for journeyman plumber's Lidense.. S aid hoard shall
provide such examination fpr the applicants for plumbing
license as in its judgment will best teat their fitness to
follow said trade and businses, and no applicant shall be
given a license until he shall successfully pass such
examination; no person shall pursue the business or$' occupation
of a plumber until he shall have a plumber's license.
Bach license issued shall be given for a period of
one year, but may be renewed without charge upon wriAten
application to the ioard.
Section 3. Said hoard shall keep in a well bound book the
names and planes of business of all persons, to whom
plumber's license has been issued.
Section 4. -,uah p&reon to whom a Kaster Plumber's license
has been issued shall before engaging in the business of

Worth In the sure of 41500.UU/with a responsible surety Com-
pany, authorized to cb business in Texas, as surety, c dndition-
ed to protect said City against all loss or damage occasioned

by the negligence of the prikikpal therein in failing to
properly execute and protect all work done by him or his
smploy. 3 or under his direction or supervision, and from
all loss or gage occasioned by or eri sing in any aarner
fro-. my such work done by said rz laciijE l or his euployees or
under his direction or supervisloia, &4iali is not caused by
the negligenoe of said City or its agent or employees;
conditioned further that the principal therein will keep and
observe all ordinances at any time enacted by said City
relating An any way,to plumbing or plumbing work. Said bond
shall be approved by the hoard of Commis ioners of said
City before it becomes effective, and may be sued on by
said City, in any court of competent jurisdiction. Said bonds
shall run for a period of one year and be renewed at
their expiration* and no plumbing work shall be done by and
no permit shall be issued to any master plumber when he has
not such a bond in full force and effect.
No inspections shall be made on, nor permits issued for
plumbing work until all inspection fees and permit- fees have
been paid.
Section 5. The City Plumber shall act as the City
3nepector of plumbing and do and perform all the ' duties of
such City Inspector of Plumbing or have same done and it
shall be his duty to issue all permits for plubming work or
have same issued to inspect. and
p passe upon all plumbing or
have sane done and to furnish the Secretary of Wafer :Yorks
with a detailed statiment of the fees due upon each ,job of
plumbing inspected, together with the name of the plumber
doing sante, to inspect any plumbing of any character a2ready In
use or being constructed which he may have reason to believe
is imperfect or out of repair or have saiie done and by
written order to the owner or agent in charge of any
building or premises where any such imperfect plumbing may
be located or to the=" plumber in charge of such construction
of same, stop the construction or use of same until same
shall have beers properly constructed or repaired. and he
shall have the power to enter any house or prestisee in
said City at any time between the hours of 9 a. -, and 5 p.m.
to inspect any such plumbing; no owner or agent in charge of
any building or premises nor plumber in charge of the
pluming, in said City, who shall receive written notice from
the City Inspector of plumbing t-at the plumbing is being
improperly constructed or is out of repair, shall continue
the construction of such plumbing or use the s.une in any
way until the eaene shall have been constructed or repaired
so as to canform to this Ordinance.
Said inspector of plumbing shall also investigate all
alleged violations of the tplubbing ordinances reported to
him and file complaints against all whom he may have reason

to believe are guilty of any such violation, and p erfQ=
such other services as may be reouired of him by the
Loard of Commissioners.
Section 6. No person shall do any plumbing of any character
or repair any plumbing work or :asks =y extensions to
plumbing or change the location of any plumbing fixture
except as hereinafter prescribed, in said City, until he Les
received a permit to do sa:ue from the City Inspector of
Plumbing describing the character of the plumbing work or
repairing proposed to be done together with the exact
location of acme, the number and location of street opening e
if any and the number, name and character of plumbing
fixtures to be repaired or put in, provided that Bio such
application need be made and no permit issued for repairs
or leaks in pipes, ttaps or cocks, opening up waste or supply
pipes, traps or drains, or replacing any broken fixture or
%adAe pipes.
Section 7. The following inspection fees shall be col-
lected for plumbing work, extensions, or repairs, to-wit: For
inspection of any one :. ingle fixture issued under any one

fixture roughed in. The terwYfixture'( used in this ordinance
shall include the following: 'nater clovets, catch b.pins, sand
traps, slop sinks, bath tubs, sitz tubs, kitchen sinks, urinals,
wash trays, wash basins, pantry sinks, drinking f_,unt, ins, shdk.,-
ers, boilers, water heaters, hopper closets, floor drains, where
not connected to catch basinu, be- era, each a_ction of
sectional fixtures, each other part of pluiabing -rhich is
connected to water or newer pipe.
Section 8. The ispector of plumbing shall give the owner
or aLent in charge of any building or pdihuises or master,
or contracting plumber or piumber in enarge of any work,
written notice of any defects in said plumbing or changlls or
repairs necessary, and such owner, agent or master plumber or
contracting plumber or plumber in charge shall within five
day eine`'`')3uch notice make the necessary changes or

Section 9. No plumbing work or drains shall be covered
or concealed until it has been inspected and accepted by
the City Inspector of Plumbing or under his direction.
Section 10. The aaater Plumber in charge of the work
shall be responsible for the construction and completion
according to the ordinance and regulations governing plum] -
ing and drainage work in the City of Fort Worth of all the
interior dra.inas and supply pipes within the buildings and
their proper connections to the main house drain leading to
public server and connection to sewer.
Section 11. Application for inspection must be :wade to
the Inspector of Plumbing when work is ready for inspection at
least four hours before such inspection is desired.
Section 12. All 14umbing work shall be inspected by the
City Inspector of Plumbing or under his direction as
follows:
1. `'hen the main house drains are laid and before they
are covered the sewer pipes shal.L be examined and inspected
as often as necessury to see that they conform with tiz
requireLents of this ordinance.
2. When the soil, waste and vent pipes within the
building are in place connected to the traps when such traps
are below floor level and before being covered or concealed,
they shall be filled with water to top of stack above the
roof, if leaks are indicated they shall be corrected by the
roaster plumber, contracting plumber ar plumber in crargc of the
work by removing all defective material and replacing same with
sound material, and new water tests shall be applied, until
the work is found to be tight and to conform with the
requirements of this Ordinance.
3. When the work is fully completed and ready for the
occupancy there shall be notice of the completion of same
given to the Inspector of Plumbing immediately after the
completion of the woo the inspeebor may if he thinks neces-
sary subject the work to a smoke or peppermint test. ','iben

the work has been properly itspected, tested and approved by
the Inspector he shall issue a certificate of aeceptumm to
me ater plumber, and no crater shall be turned on by the City
or plumi,ing fixture used until the waster plumber or owner
has obtained this certificate from the Inspector of plumbing.
Section 13. All extensions to work in buildings shall be
done, tested and inspected aa required for neer pork by the
terms of this ordinance.
Section 14. Yhen soil or waste pipes are placed in build.
Ings for future use or where there are no sewer connections
to be had, the necessary ventilation and drain# pipes shall
be put in and the work tested and inepeated as if for
limnediate use, all openings not in use must be closed, calbod
or soldered.
Section 15. Plumbing work may be teated in seotions,there
shall be another test made after the various lines have
been connected together as provleled in Section 1,z of tuts
o rdinanc:e.
Sections tested in this manner shall carry a presure to
equal the amount of pressure same will carry waen systbm is
filled with vater.0 or sufficient to show system water tight.
Section 16. A house or building as such to me are used
in Utz ordinance shall include any structure enclosed by
walls and covered with a roof.
Section 17. Each residence, building, business hoarse, Una-
ment and each apartment of every flat or apartmaeat house
shall be supplied with a separate water closet and Watem of
plumbing.
Section la. to permit for a bz�,se,nent drain shall be
granted until the owner of building has executed and signed
a written agreement releasing the City of Fort Worth from
any ds+mage that may result from baeemei.t being flooded by the
stoppage of sewers, which agreement shall be filed with the
Inspector of Plumbing.
Section 19. No rain water or down spout pipes, range
boiler pipe, or other pipe used to convey water or other
substance of like character except the pipes necessary to

plumbing systems shall be connected to any sanitary sewer.
Waction 20. All drains, caste, vent and revent pipes shall
be of extra heavy cast iron pipe, or extra, light lead pipe
and said heavy cast iron pipe shall extend at least three

stack; all cleanouts "shall be brought to ground or floor level

Section 21. Fittings for drain and waste pipes shall be
extra heavy cast iron, end openings and cl"Zdi of directions
for fixtures shall be made with TIE 1/b - 1/8 or 1/16 inch
bends. Sanitary T's yand crosses or j bends will be allowed
only where it is impossible to use the aforesaid denigrated
fittini s.
Section 22. Waste pipes for a fixture shall not be less
than the following sizes and for additional fixtures increased
in size as follows3j

Section 25. .Each building, house or outhouse must be
provided with at least one foup.._ inch waste and vent stank,

Section 26. Where revent pipes ere connected into main
stack it shall be at a ,point at least one foot above
highest fixture sad between revents one foot.
Section 27. No continuous revent shall be placed more
than twelve inches from the trap it eeryes, and the center
of outlet between wasteF and vert shall not be set below
the water seal of the trap.
Section 28. All closets revented in the rough must have
revent as liose to floor line ,,as possible and in nocass
shall a waste enter above the revent opeOing.
Section 99. Except ae otherwise p»ovided in this ordinan-
ce each and every fixture must be revented and have water
seal trap placed as close to fixture as practicable.
Section 30. Stacks, vents. and revent pipes on outside of
wells of buildings and hoWm a shall extend straight through
roof and the openings = in roof shall be flashed.
Section 31. All drains from three feet outside of build-
ings to main sewer must be of vitrified clay pipe with
bells, or extra heavy cast iron pipe laid to a uniform

grrde. Joints of clay pipe stall have bell holes provided
on hemp caskets put in and joints viell cemented wifer. two
parts of well screened sand and one part of loct Portland
cement, and cast iron pipe stall be c&lked with molten lead

Section 33. All sewer, soil and4 waste pipe drains shall

O-eetion 34. All buildi;,Ls, situated upon any lot, tract or
parcel of land, within the 1L4itu of the City of Fort 'i'orth,
the outside line of °.rhioh "such lot, tract or parcel of land,
or any part thereof abuts upon an alley or street in or
throu& which a public setter extends or is wit;nin a distance
or radius of 100 feet of such public sewer, shall be con-
nected with such public sewer.
Section 35. x-very wLter closet shall De supplied with
water from a tank of not legs than four gallons capacity,
and no flush for :vase shall be less than one and one
quarter inches in diaraster.
Section 36. Water closets shall be of glazed earthenware
or enameled iron all exposed, provided that the tank and
seat may be of Hood.
Section 37. All closet openings except tall hoppers which
may be caulked must have lead ends and same turned over
on floor, or brass floor flanges. €woe in bottom of closet
bowl shall be filled with an approved compound, and the closet
securely fastened to floor.
vection 38. Kitchen sinks shall have at least four by
eight inch drum traps with trap screw of not less than fSus
inches or grease traps no4; less then ton" x 10" provided that
sinks in any hotel resturant or other public cooking or
manufacturing establishment, must have grease traps of proper
size.
Section 39. Floor and cellar drains may discharge into a

catch basin which must have a water seal at Lest 'ten inches
deep; if in base,nent they shall be provided with back water
valve and gate' valve. Catch basins must be not less than
240 x 24" X 240 in size, made water tight and constructed of
brick or concrete and plastered inside with at least one
irch of cern mt.
Section 40. Catch b sins shall be considered fixtures and
must be installed accordingly. Bell traps, connected to catch
basins, are not classed as fixtures and cast iron or the
may be used for connections to same.
Section 41. Livery stables, barns, garages and carriage
repositories shall drRin into sand traps. S,-nd traps are to be
considered fixtures and same nust be -lade of b=i.ck or
concrete with iron cover and made ester tight and have a
water seal of at least ten inches in depth. All such tragi
shall be made according to plans on file in Plumbing
Inspectors; Ofrice.
Seeticn 42. Bar and a&bjfountain trays may be connected
with a catch basin placed to floor close to bar or fountain,
or each tray may be connected in the same manner us kitchen
sinks. A two inch waste , ipe to catch basin for bar and
fountain will suffice with one and one half inch revent
pipe. Catch basin for bar and fountains may be shade as

diameter and trap must be so cons'ructed as to provide a
water seal of at-4least two and one half inches in deA.

Section 57. Steam boiler blow off, pump exhausts, and
bleeds from engine heaters and tanks shall empty int cast
iron, brick or concrete blow off tank, and vent pipe si<ull be
carried through roof, from said tdah to carry off vteam and
vapor, the tank to have water seal trap and drain pipe to
discharge into a catch basin.
