AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE PARK IMPROVEMENTS FUND IN THE AMOUNT OF $75,000 FROM AVAILABLE
FUNDS FOR THE PURPOSE OF FUNDING TRAIL IMPROVEMENTS TO THE TRINITY
PARK LOOPED TRAIL, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2004-2005 in the
Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Park
Improvements Fund in the amount of $75,000 from available funds for the purpose funding Trail
Improvements to the Trinity Park Looped Trail.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No 16061 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall.take effect upon adoption.

Authorize Accept a Donation from Streams and Valleys Inc for Trinity Park Looped Trail
Improvements and Adopt Appropriation Ordinance
RECOMMENDATION
It is recommended that the City Council authorize.
1 The City Manager to accept a donation of $75 000 from Streams and Valleys, Inc. for Trail
Improvements to the Trinity Park Looped Trail
2. Adopt the attached appropriation ordinance increasing by $75 000 estimated receipts and
appropriations in the Park Improvements Fund from available funds.
DISCUSSION
On March 1 2005 (M&C C-20550) the City Council authorized the City Manager to enter into an interlocal
agreement with the Tarrant Regional Water District (TRWD) in order to construct a looped trail through
Trinity Park. The agreement allocated $20 000 from the 2004 Capital Improvement Program and $10 000
from Parks and Community Services Department's (PACSD) proceeds from Mayfest funds. The work
included the construction of a three mile looped trail completed by TRWD forces. The City's contribution
funded the purchase of three prefabricated bridges that were also installed by TRWD forces.
The looped trail provided additional access to vendors at Mayfest and also helped ease congestion during
the four-day event. The outer perimeter of the looped trail adjacent to University Drive provided regular trail
users a bypass around the Mayfest area In the past, the main stem of the trail had to be closed during the
event due to security reasons.
Streams and Valleys Inc. has raised $75 000 to fund additional lighting along the unlit portions of the trail to
provide greater security and safety for users of this portion of the trail system. This looped trail has become
very popular because of its location in the heart of Trinity Park, with accessibility to nearby neighborhoods,
thus justifying the addition of lighting in order to extend the hours of use
PACSD will utilize the Transportation and Public Works Department (TPW) for installation TPW is currently
installing security lighting at several park sites at a great cost savings to the PACSD The work is
scheduled on an overtime basis so as not to interfere with TPW's normal work schedule. The goal is to
complete this project by October before the end of Daylight Savings Time.
As feasible any remaining funds will be used for signage benches and other minor trail improvements as
recommended by Streams and Valleys, Inc. The cost for lights is estimated to be $65 000
In order to limit the impact on the General Fund the PACSD will continue to seek funds from Streams and
Valleys, Inc. as it has in the past to provide ongoing repair and maintenance of the Trinity Trail system
