HomeMy WebLinkAboutOrdinance 16671-10-2005Ordinance No 1(D~~ 1 ~ ~ ~oLU~.J AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE WATER STATE REVOLVING LOAN FUND IN THE AMOUNT OF $64 520 000 FROM THE SALE OF CITY OF FORT WORTH TEXAS WATER AND SEWER SYSTEM SUBORDINANT LIEN REVENUE BONDS SERIES 20056 FOR THE PURPOSE OF FUNDING A CONTRACT WITH OSCAR RENDA CONTRACTING INC FOR THE EAGLE MOUNTAIN WATER TREATMENT PLANT PHASE III EXPANSION MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2005-2006 and in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Water State Revolving Loan Fund in the amount of $64 520 000 from the sale of City of Fort Worth Texas Water and Sewer System Subordinant Lien Revenue Bonds, Series 20058 for the purpose of funding a contract with Oscar Renda Contracting Inc. for the Eagle Mountain Water Treatment Plant Phase fll Expansion SECTION 2 That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void for any reason by a court of competent jurisdiction such decision opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 16582 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption. Authorize the City Manager to execute a contract with Oscar Renda Contracting Inc. in the amount of $43 714 900 00 for the Eagle Mountain Water Treatment Plant Phase III Expansion DISCUSSION The existing Eagle Mountain Water Treatment Plant (EMWTP) is presently rated at approximately 70 million gallons per day (MGD) The original plant was constructed in 1992 and expanded in 2001 On March 13 2002 (M&C C-19013) the City Council authorized a Water Distribution System Master Ptan This master plan provided cost estimates and implementation schedules for major water capital improvement projects through the year 2025 The Water Master plan recommended that the rated capacity of the EMWTP be expanded by a minimum of 35 MGD by the summer of 2007 in order to meet the projected water demands of retail and wholesale customers. On August 24 2004 (M&C C-20235) the City Council authorized an engineering agreement with Camp Dresser & McKee for the design of a 35 MGD expansion of the EMWTP and high service pump station As part of this agreement, the Engineer prepared plans and contract documents. The project was advertised for bid in the Commercial Recorder on July 14 and July 21 2005 On August 18 2005 the following bids were received BIDDER Oscar Renda Contracting Archer Western Contractors Fru-Con Construction BASE BID $43 714 900 00 $45 112,000 00 $54 427 000 00 CONTRACT TIME 690 Calendar Days Under this construction contract, Oscar Renda Contracting Inc. will construct new screening ozonation flocculation sedimentation filtration facilities and a new high service pump station Logname 60EMWTP PH3 Page 1 of 2 This project is the first of four construction contracts consisting of the Eagle Mountain Water Treatment Plant Phase III Expansion Eagle Mountain Raw Water Pump Station Improvements, Eagle Mountain Raw Water Intake Improvements and Eagle Mountain Raw Water Transmission Main In addition to the contract cost, $55 000 00 is required by water engineering for project management. This project is located in COUNCIL DISTRICT 7 Oscar Renda Contracting Inc. is in compliance with the City's M1WBE Ordinance by committing to 19% M/WBE participation.
