AN ORDINANCE PROVIDING FOR TER S MISSION TO THE RESIDENT

ZMW, PROPOSITIONS FOR THE ISSUANCE OF NEGOTIART COUPON
BONDS OF SAID CITY IN TSE AGGREGATE SUM OF TERSE HUNDRED
FIFTY THOUSAND ($350,'000.00) DOLLARS, FOR THE PURPOSE OF
ESTABLISHING, EQJIPPING AND D EROVING A MUNICIPAL AIRPORT
AND LANDING FIELD FOR ALROPLAMS AND OTHER AERIAL MACHINES
AND AC CUIRDO THE I4ECESSARY LANDS AND PROPERTY THEREFOR,,
AND CONSTRUCTING, BUIIDING AND EWIPPING A NEW CENTRAL
POLICE STATION AIM JAIL AND ACVIRIM THE NECESSARY LANDS

TION AS MAY BE DSTMINED BY THE CITY COUNCIL, MATURING
FROM FIVE (5) M FORTY (40) YEARS FROM THE DATE THEREOF,

EXPRESSED IN COUPON NOTES ATTACH® TO THE BONDS; CALLING
AN EJECTION FOR ME PURPOSE 75 BE HELD IN THE CITY OF FORT
WORTH, =XAS, ON TUESDAY, THE 21ST DAY OF JULY, A. D. 1931.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH:
SECTION I.
That an election be held in the City of Fort Worth, Texas,
on Tuesday, the 21st day of duly, A. D. 1931, at the polling places
hereinafter mentioned, between the hours as provided by the General
Laws of the State of Texas, at which election the following proposi-
tions for the issuance of bonds for the City of Fort Worth shall be
submitted to the resident qualified tax paying voters of said City
therein:
I.
Shall the City of Fort Worth, through its City Council,
issue its negotiable coupon bonds, running from five (5) to forty
(40) years, in the principal sum of One Hundred Thousand ($1,-
000.00) Dollars, for the purpose of establishing, equipping, extend-
ing and improving a municipal airport and landing field for aero-
planes and other aerial machines and acquiring the necessary lands
and property therefor, the first of said bonds being payable at
the expiration of five (5) years from the date thereof, and serially
thereafter as may be detemnined by the said City Council, so that
the last maturing bonds shall become payable within forty (40) ,years
from the date thereof, bearing interest at a rate not to exceed five
(5%) per cent per annum from the date thereof, payable semi-annually,
and levy a sufficient tax to pay the interest on said bonds and create
a sinking fund sufficient to redeem said bonds at the maturity there-
of?
II•
Shall the City of Fart Worth, through its City Council, issue
its negotiable coupon bonds, running from five (5) to forty (40)
years, in the principal sum of Two Hundred Fifty Thousand ($250,000.00)
Dollars, for the purpose of constructing, bailding and equipping a now
central police station and jail and acquiring the necessary ]ands and
property therefor, the first of said bonds being payable at the expira-
tion of five (5) years from the date thereof, and serially thereafter
as may be detezzined by the said City Council, so that the last matur-
ing bonds shall become payable within fbrty (40) years fran the date
thereof, bearing interest at a rate not to exceed five (5%) per cent
per annum from the date thereof, payable semi-annually and levy a suf-
ficient tax to pay the interest on said bonds and create a sinking
fund sufficient to redeem said bonds at the me.turity thereof?
SECTION II.
That the polling places and presiding officers of said elec-
tion shall be respectively as follow:

SECTION III.
That said election shall be held under the provisions of
the Charter of the City of Fort Worth, Texas, the Constitution and
Laws of said State, insofar as sane may be applicable and resident
qualified property tax paying voters in said City shall be allowed
to vote upon said propositions.
SECTION IV.
Each proposition for the issuance of said bonds shall be
separately stated so that the voters shall pass upon each one
separately and apart from the others.
All voters who favor the proposition to Issue airport bonds
shall have written or printed upon their ballots, the words:
"For the issuance of airport bonds",
and those opposed shall have written or printed upon their ballots,
the words:
"Against the issuance of airport bonds".
111 voters who favor the proposition to issue ,Me police
station and jail bonds shall helve written or printed upon their
ballots, the wards:
"For the issuance of police station and jail bonds",
and those opposed shall have written or printed upon their ballots,
the words:
"Against the issuance of police station and jail bonds".
SECTION T.
The way and manner of holding this special election, the
notice to be given therefor, the polling places, the personnel of
the officers who are to told the same, and all details in. 00nnection
with the holding of the election shall be determined and arranged
by the City Council and proper notice of such matters shall be given
in a proclamation by the Mayor.
SECTION We
That the Secretary Treasurer is hereby ordered and directed
to prepare ballots and stamp same "Official Ballot", on which ballots
shall be printed the propositions as have been set forth hereinbeforre.
SIM70N VII.
That all of said bonds shall be in such denomination as may
be determined by the City Council and shall mature serially, beginning
at the ezpiration of five years and mature in the regular order in
which they are numbered; making the last bonds mature within forty
(40) years frcm the date thereof, unless the City Council, in the ex-
ercise of its discretion shall otherwise provide for such maturity
and said bonds shall be so]d at not less than par, and shall bear
interest at a rate not to exceed five (5%) per cent per annum, pay-
able semi-asmually.
SECTION vIII.
That the Secretary-Treasurer shall furnish said ballots to
the election officials, together with any other forms or blanks in
accordance with the Charter of the City of Fort Worth and the Laws
of the State of Texas, insofar as same are applicable.
SECTION IE.
A copy of this ordinance, signed by the Mayor of the City of
Fort Worth, Texas, and attested by the City Secretary-Treasurer, shall
serve as a proper notice of said election.
SECTION S.
The Secretary-Treasurer is hereby authorized and directed to
cause said notice of the election to be posted up at each election
precinct at least thirty clays before the date of said election*
SECTION no
The Secretary-Treasurer is further authorized and directed to
cause said notice of the election to be published in some thily
newspaper of general circulation once each week for four weeks prior
to the date of said election.
SECTION XII•
The holding or adjudication of any section, portion, or part
hereof, to be invalid shell not affect the validity of any section,
portion or part of this ordinance, but all such other sections, por-
tions and parts bersof shall be and remain valid.
SECTION XIII.
This Ordinanoe shall take effect and be in full force and
effect from abd after the date of its passage, and it is so ordained.

At a regular meeting of the City Council: of the City of
Fort Worth, held in the Council Chamber at the City Hall in said
City on Wednesday, the 17th day of June, A. D. 1931, at which meet-
ing were present William Bryce, Mayor, Willard Burton, A. L. Thomas,
Van Zandt Jarvis, S. T. Renfro, Dr. W. R. Thompson and John B.
Davis, City Councilman, constituting a quorum and majority of said
Board and I. L. Van Zandt, Jr., City Secretary-Treasurer, was in
attendance at said meeting and the following proceedings, among
other thing, were had and done:
Councilman Burton, seconded by Councilman Thomas, roared
the adoption of the following Resolution:
REXLUTION
THAT WPSRW, moneys are needed for establishing, equipp-
ing and improving a municipal airport and landing field for aero-
planes and other aerial machines and for constructing, building and
equipping a new central police station and jail so as to make said
improvements adequate to the growing needs of the expanding popula-
tion of said City; and,
WHIREAS, the City Council of said City deem it necessary
and expedient under the poorer and authority vested in said City
Council by the Charter of the City of Fort Worth and the Laws of
the State of Texas, to leans bonds of said City for the purposes
as hereinafter specified and set out; and,
SAS, before said bonds can be issued or boded debt
created, authority therefor must first be submitted to the resident
qualified tax paying voters of said City; NOW, THUMFORE,
HE IT RESOLVED BY THE CITY OOUNCIL OF TEEE CITY OF FORT WORTH:
That there be submitted at an election to be held in the
City of Fort Worth, Texas, on Tuesday, the 21st day of Jhl.y, A. D.
1931, to the resident qualified tax paying voters of said City, the
following propositions for the issuance of bonds of the government
of the City of Fort Worth, Texas, to-wit:

City Council, so that the last maturing bonds shall booms payable
within forty (40) years from the date thereof, bearing interest at
a rate not to exceed five (5%) per cent per annum from the date
thereof, payable semi-annually and levy a sufficient tax to pay the
interest on said bonds and create a sinking fund sufficient to re-
deem said bods at the maturity thereof?
And the M&yor, William Bryce, presiding at said meeting,
having put the motion to adopt said Resolution to the City Council,
then and thereupon Councilman Burton, Thome, Jarvis, Renfro, Thow-
eon, Davis and Mayor Bryce, voted "aye" thereon and none voted "no",
whereupon said Resolution was declared to be unanimously passed and
adopted.
Immediately following the adoption of said Resolution,
Councilman Burton, seconded by Councilman Thos, moved the adoption
of the following Ordinance:
