AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE CRIME CONTROL AND PREVENTION DISTRICT
FUND IN THE AMOUNT OF $381 427 FOR THE PURPOSE OF FUNDING
VARIOUS PROGRAMS IN THE POLICE DEPARTMENT MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT
HEREWITH AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH
TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2004-
2005 in the Budget of the City Manager there shall also be increased estimated receipts and
appropriations in the Crime Control and Prevention District Fund in the amount of $381 427 for the
purpose of funding various programs in the Police Department.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 16061 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption

SUBJECT
Adopt Appropriation Ordinance Increasing Estimated Receipts in the Crime Control and Prevention
District Fund for Equipment for the Police Department
RECOMMENDATION
It is recommended that the City Council adopt the attached supplemental appropriation ordinance
increasing estimated receipts and appropriations in the Crime Control and Prevention District Fund by
$381 427 from available funds
DISCUSSION
On August 9 2005 (M&C G-14884) the City Council authorized the City Manager to submit to the Crime
Control and Prevention District (CCPD) Board of Directors an amendment of the FY2005 CCPD budget for
$381 427 for the following equipment:
1 Intelligence Unit Camera System ($43,296) The Intel Unit is scheduled to receive a surveillance van
from federal grant dollars. In order to enhance the functionality the police department recommends the
purchase of cameras to be operated by the Gang Unit, Crime Response Teams, SWAT and others to
provide a video feed of surveillance operations back to the van
2. Sky Watch Classic Crime Deterrence Surveillance ($67 800) These funds would provide two Sky
Watch systems for officers to conduct crime prevention surveillance at events with large crowds such as
Mayfest and at parking lots experiencing significant auto thefts or burglaries of motor vehicles.
3 Canines ($29 031) The police department currently has two drug dogs assigned to the CRT and
recommend that it be increased to four drug dogs in order to assign one to each division and ensure
availability In addition the K 9 unit has an animal that is nearing retirement and requires replacement.
4 Firearms Equipment ($30 000)
a. Ammunition Standards Collection ($10 000) Update collection of ammunition for comparison purposes.
b Stereomicroscope with Boom ($5 000) Allow the identification of gunpowder soot, foreign material
bullet holes of entry and exit, and ricochets on clothing
c. Bench Top Fume Hood/Light/Filter ($5 000) Allow the restoration of serial numbers on guns without
endangering personnel with fumes.
d Miscellaneous Materials ($10 000) Testing supplies to include ordnance gelatin lead plate/rope for tool
mark testing cotton boxes for test firing etc.
5 Chemistry Equipment ($211 300)
a. FT-IR Unit ($90 000) Current unit is 15 years old and has exceeded its life expectancy and is necessary
for controlled substance analysis.
b Evidence Containment Cart ($700) Enhances chain of custody and security
c. GC-MS ($120 000) The current units are fully utilized to produce controlled substance analysis within 72

hours per General Orders.
d Two Low-Powered Microscopes ($600) The unit has added two additional chemists in recent years
without providing this equipment.
The CCPD Board of Directors met and held a public hearing on August 25 2005 They voted unanimously
to approve the amendment.
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations and the adoption of the
supplemental appropriation ordinance funds will be available as appropriated of the Crime Control and
Prevention District Fund
