HomeMy WebLinkAboutOrdinance 3923 ORDINANCE NO. 92 AN ORDINANCE PROVIDING FOR THE CREATION OF AN AVIATION BOARD FOR THE CITY OF FORT WORTH; DE- FINING THEIR DUTIES; AND REPEALING ALL ORDINANCES, OR PARTS OF ORDINANCES, IN CONFLICT THEREWITH. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: Section 1. There is hereby created a Board to be known as the Aviation Board of the City of Fort Worth. The Aviation Board shall consist of five members to be appointed by the City Council and the members of the present Aviation Advisory Board created by Ordinance No. 3156 shall constitute the members of the Aviation Board now being created. Members of the Board shall be appointed and removed in accordance with the provisions of Section 3, Chapter 19, of the City Charter relating to the Public Recreation Board. Section 2. ki The jurisdiction of the Aviation Board shall extend to a full and complete surveillance over every phase of the airports owned and under the management and control of the City of Fort Worth/_They will coordinate all of the activities of the City in a program for the development, redevelop- ment and expansion of the City's airports on the basis of a master plan. It shall be the responsibility of the Aviation Director to cooperate with them and keep them fully informed as to all matters pertaining to the City's airports. They axle empowered to institute and conduct all investigations deemed necessary to acquaint them with all of the affairs and ramifications of the airports, and the various city departments having jurisdiction shall accord full cooperation in connection therewith. Excepting only those matters coming exclusively under the jurisdiction of the Air Terminal Corporation under its lease from the City of Amon Carter Field, every inquiry or propo- sal, whether oral or in writing, by any person, partnership, association of persons or corporations desiring or interested in securing a lease, privilege or right to establish a commercial enterprise or industry or to make a con- nection of any nature with any of the said air fields of the City shall be promptly referred to the Secretary of the Aviation Board for examination and its recommendations. The Aviation Board shall constantly acquaint themselves as to all facts regarding the airports With a vein of improving the operating efficiency, expanding the properties, adding to their facilities and increasing their revenues to the end that the public may enjoy to the fullest extent the beneficial uses of the airports. Section 3. The Aviation Board shall elect a Chairman, Vice-Chairman and Secretary and make provision for the holding of regular and special meetings. At least two regular meetings shall be held each month. It shall be the duty of the Aviation Director to attend these meetings in order to provide information required by the Board. Three members shall constitute a quorum, and a majority of all members of the Board shall be necessary for any official action. The Minutes of each meeting shall be accurately recorded and a copy of same promptly furnished to the City Manager. Section 4. The Aviation Board shall make recommendations to the City Manager and the City Council as frequently as they feel the best interests of the City re- quire. Section 5. With the aid and advice of the Aviation Director, the Aviation Board shall annually prepare and submit to the City Manager the budget covering the operation of Meacham Field as well as any work, supervision or operation re- quired at the Greater Fort Worth International Airport (Amon Carter Field). The City Manager shall carefully consider same and submit his recommendations to the City Council after making such changes and additions as to him may ap- pear appropriate. Section 6. Whenever the Aviation Board finds that it is essential in connection with the improvement, development and redevelopment of the airports for the City of Fort Worth to issue bonds or other securities to provide the necessary revenues for such projects, it is the intent that a comprehensive investiga- tion shall be made to determine whether or not the proposed projects are financially and economically feasible, and the said Board shall make its W. recommendations and requests to the City Manager and City Council with respect to any aid, assistance or funds needed to provide the required information as to such feasibility. Section 7. All ordinances, or parts of ordinances, in conflict with the provisions of this ordinance are hereby repealed insofar as said provisions conflict with the provisions of this ordinance.
