AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $44 470 SUBJECT TO RECEIPT OF THE
GRANT FROM THE FEDERAL EMERGENCY MANAGEMENT AGENCY DEPARTMENT
OF HOMELAND SECURITY FOR THE PURPOSE OF FUNDING THE FIRE
PREVENTION AND SAFETY GRANT PROGRAM MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2005-2006 and
in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $44 470 subject to receipt of the grant from the Federal Emergency
Management Agency Department of Homeland Security for the purpose of funding the Fire Prevention and
Safety Grant program.
SECTION 2.
That should any portion section or part of a section of this ordinance be declared invalid inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 16582 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the submission of a grant application in the amount of $44 470 00 by the City Manager on
October 7 2005 for cone-year grant from the Department of Homeland Security/Federal Emergency
Management Agency's FY 2005 Fire Prevention and Safety Grant Program
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $44 470 00 subject to receipt of the grant.
DISCUSSION
Each year the Department of Homeland Security/Federal Emergency Management Agency distributes
almost $32.5 million in grant money to fire departments across the country through its Fire Prevention and
Safety Grant Program The grant provides funds for public fire safety initiatives, with the goal being to
reduce the number of civilian fire casualties, especially amongst high-risk groups such as children and the
elderly The Fire Department was awarded money out of this grant program during both of the last two
years. The funds were used to buy smoke alarms and Learn Not to Burn educational materials in 2004 and
more smoke alarms earlier this year One of the highlights of this year's grant program is that there is no
matching fund requirement.
During this grant cycle the Fire Department is again asking for grant funds to purchase smoke alarms and
batteries for the numerous smoke alarm drives held throughout the year These drives target high-risk areas
of the community and have been shown to be extremely effective in preventing civilian fire casualties and
property loss. Over the last several years, there have been no casualties in a house provided with a smoke
alarm from a drive, and fire containment to the room of origin in those houses is above 99% The
Department is requesting $3 000 to purchase smoke alarms and batteries.
The balance of the grant funding request is for $41 470 to replace the Department's old and outdated fire
safety house. The fire safety house is part of the Department's Learn Not to Burn Program which consists
of Department personnel visiting elementary and middle schools in order to teach children about fire safety
The fire safety house is used to provide hands-on activities that reinforce the lessons taught in the
classroom. Unfortunately the 18-year-old-house which was actually constructed by Department
firefighters is unable to handle the workload required of it. The house is difficult to transport, unsafe to
move during wet weather time consuming and labor intensive to set up unusable during hot or cold
weather because it is not climate controlled and lacking recent innovations that increase realism and
provide children a better opportunity to try out their newly learned fire safety skills. The Department would

like to purchase a new house that will be cheaper to operate and maintain and also be fitted with an
optional severe weather educational package that could be used to give children an opportunity to practice
the correct responses to tornados, hail lightning etc.
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon award and receipt of the grant, approval of the above
recommendations and adoption of the attached appropriation ordinance funds will be available in the
current operating budget, as appropriated of the Grants Fund
