AN ORDINANCE MAKING CERTAIN FINDINGS; PROVIDING
THAT EVERY QUALIFIED ELECTOR OF THE CITY SHALL
BE ELIGIBLE TO VOTE FOR A CANDIDATE FOR MAYOR,
PLACE NO. 1 OF THE CITY COUNCIL OF THE CITY OF
FORT WORTH; PROVIDING FOR THE CREATION AND BOUND-
ARIES OF EIGHT (8) SINGLE-MEMBER DISTRICTS FOR
PLACES NOS. 2, 3, 4, 5, 6, 7, 8 AND 9 OF THE CITY
COUNCIL OF THE CITY OF FORT WORTH; PROVIDING THAT
ONLY THE QUALIFIED ELECTORS RESIDING WITHIN DIS-
TRICTS NOS. 2, 3, 4, 5, 6, 7, 8 AND 9 SHALL BE
ELIGIBLE TO VOTE FOR A CANDIDATE FOR MEMBER OF
COUNCIL, PLACES NOS. 2, 3, 4, 5, 6, 7, 8 AND 9,
RESPECTIVELY; PROVIDING FOR THE RESIDENCY OF
CANDIDATES TO THE CITY COUNCIL OF THE CITY OF
FORT WORTH; PROVIDING FOR SEVERABILITY AND NAM-
ING AN EFFECTIVE DATE.
WHEREAS, pursuant to ordinance and election order and
following proper notice, a special election was held in the
City of Fort Worth, Texas, on Tuesday, April 8, 1975, for
the purpose of submitting to the qualified voters of said
City, for adoption or rejection, certain proposed amendments
to the Charter of the City of Fort Worth; and
WHEREAS, Amendment No. III was proposed in Section 1
of such ordinance, Ordinance No. 7125, as follows:
"III.
"Shall Section 3, Chapter IV, Method of Nom-
inating and Electing Members of the City Council,
of the Charter of the City of Fort Worth be amended
so that same shall hereafter read and be as follows:
"'Section 3. With the exception of
Place No. 1 to be held by the Mayor as pro-
vided for in Section 2 of Chapter III of
this Charter, the City Council shall provide
by ordinance for eight (8) single member
districts so that with the exception of the
Mayor, one member of the City Council shall
be elected from each of such defined dis-
tricts by the voters residing therein, and
each candidate therefrom shall be a quali-
fied elector of the City and shall have re-
sided in the district from which he seeks
election for a period of at least six months
next preceding the election.

" ' The City Council shall, as often as
census data is available, determine as
nearly as practicable the population of
the respective districts and shall, by
ordinance, revise the boundaries of any
or all of said districts to maintain a
substantial equality of population in each.
Within sixty (60) days after passage of
this amendment, the City Council shall, by
ordinance, designate the original district
limits. '?"
and
WHEREAS, during the deliberations of the regularly sched-
uled and duly constituted meeting of the Fort Worth City Coun-
cil of Monday, April 14, 1975, the City Secretary advised the
City Council that the official count of the ballots cast in
the Charter Amendment Election held on April 8, 1975, was com-
pleted on April 9, 1975, presented a tabulation of the returns
of the election (as reported by the presiding officers of each
voting precinct who, upon their oath, stated that the returns
from their respective boxes were true and correct) and read
the tabulation of returns in part as follows:
"Amendment No. III
"Shall Section 3, Chapter IV, Method of Nominat-
ing and Electing Members of the City Council, of
the Charter of the City of Fort Worth be amended
so that hereafter the City Council shall provide
by ordinance for eight (8) single member districts
so that with the exception of the Mayor, the mem-
bers of the City Council shall be elected from
defined districts?
"Yes 13,336
"No 13,171"
and
WHEREAS, during such meeting of April 14, 1975, follow-
ing motion and second, the City Council, by unanimous af-
firmative vote, found to be correct and adopted as returns
of the election the aforesaid tabulation of returns of the
Charter Amendment Election held on April 8, 1975, and said

City Council made Amendment No. III, inter alia, which re-
ceived a majority of votes cast, a part of the Charter of
the City of Fort Worth; and
WHEREAS, in compliance with said provision of the
Charter, a study of the population to establish substantial
equality of population among such districts has been made,
various plans setting forth district boundaries have been
prepared and offered for public examination and response and
numerous public hearings have been held, both by the Charter
Review and Revision Committee and the City Council, to exam-
ine alternative districting plans;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF FORT WORTH:
SECTION 1.
In any City Council election, every qualified elector
of the City shall be eligible to vote for a candidate for
Mayor of the City of Fort Worth, Place No. 1 of the City
Council.
SECTION 2.
For the purpose of determining the qualifications as
to candidacy, election or appointment of a member to Place
No. 2 of the City Council of the City of Fort Worth, District
No. 2 shall be, and the same is hereby established, and shall
comprise all of that portion of the City located within the
following described boundary:
District No. 2
BEGINNING in Watauga-Smithfield Road {County Road
No. 4022 at the intersection of its centerline with
the centerline of Beach Street (County Road No.
2053) ;

SECTION 10.
Only qualified electors residing within the boundary
of District No. 2 shall be eligible to vote for a candidate
for Member of Council, Place No. 2. Only qualified electors
residing within the boundary of District No. 3 shall be
eligible to vote for a candidate for Member of Council,
Place No. 3. Only qualified electors residing within the
boundary of District No. 4 shall be eligible to vote for
a candidate for Member of Council, Place No. 4. Only qual-
ified electors residing within the boundary of District No.
5 shall be eligible to vote for a candidate for Member of
Council, Place No. 5. Only qualified electors residing
within the boundary of District No. 6 shall be eligible
to vote for a candidate for Member of Council, Place No.
6. Only qualified electors residing within the boundary
of District No. 7 shall be eligible to vote for a candidate
for Member of Council, Place No. 7. Only qualified elec-
tors residing within the boundary of District No. 8 shall
be eligible to vote for a candidate for Member of Council,
Place No. B. Only qualified electors residing within the
boundary of District No. 9 shall be eligible to vote for
a candidate for Member of Council, Place No. 9.
No qualified elector of the City shall be eligible
to vote for a candidate for Member of the City Council of
the City of Fort Worth other than for Place No. 1 thereof,
from other than the district of residency of such elector.

SECTION 11.
Each and every candidate for Member of the City
Council of the City of Fort Worth shall be a qualified
elector of the City. In addition, each candidate for
Member of Council, Places Nos. 2, 3, 4, 5, 6, 7, 8 and
9 shall be a resident of and shall have resided in the
district from which election is sought for a period of
at least six (6) months next preceding the date of the
City Council election.
SECTION 12.
It is hereby declared to be the intention of the
City Council that the sections, paragraphs, sentences,
clauses and phrases of this ordinance are severable, and
if any phrase, clause, sentence, paragraph or section of
this ordinance shall be declared void, ineffective or
unconstitutional by the valid judgment or final decree
of a court of competent jurisdiction, such voidness, in-
effectiveness or unconstitutionality shall not affect any
of the remaining phrases, clauses, sentences, paragraphs
and sections of this ordinance, since the same would
have been enacted by the City Council without the incor-
poration herein of any such void, ineffective or uncon-
stitutional phrase, clause, sentence, paragraph or section.
SECTION 13.
This ordinance shall be in full force and effect
from and after the date of its passage and it is so
ordained.
