SUBJECT: Authorize Execution of Change Order No. 2 to City Secretary Contract No. 42116 with
Schneider Electric Buildings Americas, Inc.,for Lake Worth Dam Security Improvements in
the Amount of$302,011.00 for a Total Contract in the Amount of$2,743,022.00 and a
Total Project in the Amount of$4,749,946.45 (COUNCIL DISTRICT 7)
RECOMMENDATION:
It is recommended that the City Council authorize the execution of Change Order No. 2 to City Secretary Contract No.
42116 with Schneider Electric Buildings Americas, Inc., for Lake Worth Dam Security Improvements in the amount of
$302,011.00 for a total contract amount of$2,743,022.00.
DISCUSSION:
On April 12, 2011, (M&C C-24865)the City Council awarded City Secretary Contract No. 42116 in the amount of
$2,197,095.00 to Schneider Electric Buildings Americas, Inc. (Schneider Electric), for the installation of alert
notification and security improvements at the Rolling Hills and Westside Water Treatment Plants. On July 10, 2012,
(M&C C-25707) the City Council authorized the approval of Change Order No. 1 in the amount of$243,916.00 for alert
notification improvements at the Village Creek Wastewater Treatment Plant. Total amended contract amount was
then $2,441,011.00.
The original bid package in 2011 included a bid item for Lake Worth Dam Security Improvements. Due to budget
constraints at that time, the Lake Worth Dam Security Improvements were not included in the original award of
contract. Since then, the funding has been identified and the Staff would like to award that part of the original bid
package at this time. Proposed Change Order No. 2 provides for the installation of additional cameras, video analytic
software and the integration of all cameras into our monitoring system. Proposed Change Order No. 2, in the amount
of$302,011.00 will increase the amended contract amount from$2,441,011.00 to$2,743,022.00.
Upon approval of this Mayor and Council Communication, appropriations for the Water and Sewer Alert Notification
System will consist of the following:

Construction is scheduled to begin in September 2015 with project completion by April 2016. Upon completion of this
capital project, there will be no annual operating impact to the Water Department's operating budget.
M/WBE OFFICE-Schneider Electric is in compliance with the City's M/WBE Ordinance by committing to an overall 42
percent M/WBE participation on this contract inclusive of this Change Order No. 2.
This project is located in COUNCIL DISTRICT 7.
FISCAL INFORMATION/CERTIFICATION:
The Financial Management Services Director certifies that funds are available, as appropriated in the Water Capital
Projects Fund as shown above,to fund Change Order No. 2 with Schneider Electric for security improvements at the
Lake Worth Dam.

Video Surveillance System

Scope of Work
Schneider Electric is pleased to offer the following proposal for the"Security System"work
associated with the referenced Ft.Worth Water Dept project as described below. Pricing is based
upon the scope discussed on the site walk conducted on 11/11/14 as well as the services
detailed below. Pricing includes all associated material, labor, commissioning, and warranty for a
turnkey project.
ITEM SERVICES
1 Submittal package including installation drawings, data sheets, ands stem architecture
2 Provide and install a new Puretech front end at the Lake Worth facility including
associated software licensing and hardware components to integrate the new and
existing cameras into the overall Puretech CCTV system already deployed at other Ft.
Worth facilities.
3 Provide and install a new Dell CCTV server for video storage. The new hard drives will
provide approximately 30 days of storage. A new network switch will be installed in the
existing rack to support the new video servers and analog encoders.
4 Provide and install (4) new Pelco Thermal fixed cameras to monitor the spillway area as
detailed on the camera layout drawing. Each thermal camera will receive an analytic from
the Puretech system for detection. The existing PTZ camera at the end of the levee will
be programmed to slew&cue when an alarm is triggered b one of the thermal cameras.
5 Provide and install a new LRAD unit including spot light and camera to monitor the
spillway area as detailed on the camera layout drawing. The LRAD will be integrated with
the thermal cameras for detection. The camera on the LRAD will be used for auto-follow
once an intrusion is detected.
6 Provide and install a new 10' pole at the end of the spillway. The pole will be attached to
the existing concrete ledge as shown in detail 602F. The new LRAD will be mounted on
the to of the pole.
7 Provide and install a replacement 15' pole at the end of the spillway on the existing
concrete pad to replace the existing pole. The existing PTZ and enclosure will be re-
installed on the new pole. The new thermal fixed cameras will also be mounted on the
to of the pole.
8 Provide and install a new panel rack with canopy at the end of the spillway as shown on
detail 604. A new NEMA 4x enclosure will be mounted on the pole to house a new
network switch, encoders, fiber breakout, and power supplies.

9 Provide and install a new concrete pull box/hand hole at the end of the levee to support
the existin cable connection back to the electrical building.
10 Provide and install a new 6 strand multi-mode fiber connection between the new pole
base and the electrical building. The fiber will be installed in the existing underground
conduit raceway.
11 Provide a new Puretech software analytic for the existing fixed camera at the entrance
ate to the
facility for intrusion detection.
12 Integrate the existing PTZ camera in the middle of the levee into the new Puretech front
end for viewing and control. This camera will not have any analytic functionality.
13 120V power will be tapped into from the existing source at the camera pole at the end of
the levee to support the new CCTV equipment.
14 Commissioning and check-out of field devices for proper functionality.
15 Programming/integration of the video surveillance system. The cameras at Lake Worth
will be viewed and controlled remotely from the other Ft. Worth facilities on the Puretech
system.
16 Warranty Services—2 year parts and labor on all new equipment provided by Schneider
as part of this project
17 Software Maintenance—Pricing includes 2 years of software maintenance of the
Puretech system at the Lake Worth Dam.
