HomeMy WebLinkAboutOrdinance 16576-09-2005Ordinance No /(PS7(o~O9-~ AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $468,573 SUBJECT TO RECEIPT OF THE COMPREHENSIVE SELECTIVE TRAFFIC ENFORCEMENT PROGRAM (STEP) GRANT FROM THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THE PURPOSE OF FUNDING A CONTRACT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR COMPREHENSIVE STEP MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2005-2006 and in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $468 573 subject to receipt of the Comprehensive Selective Traffic Enforcement Program (STEP) grant from the Texas Department of Transportation, for the purpose of funding a contract with the Texas Department of Transportation for Comprehensive STEP Implementation. SECTION 2 That should any portion section or part of a section of this ordinance be declared invalid inoperative or void for any reason by a court of competent jurisdiction such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be incorporated into the ordinance of the municipal government of the City of Fort Worth for the ensuing Fiscal Year beginning October 1 2005 and ending September 30 2006 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect upon adoption APPROVED AS TO FORM AND LEGALITY A istant City Attorney ADOPTED AND EFFECTIVE. Authorize the City Manager to enter into a contract with the Texas Department of Transportation for Comprehensive STEP implementation during Fiscal Year 2006 contingent upon appropriation of matching funds, 3 Authorize the transfer of $52,293 00 from the State Awarded Assets Fund to the Grants Fund for the FY 06 city match, contingent upon the receipt of adequate funding in the FY06 State Awarded Assets fund 4 Adopt an appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $468 573 00• and 5 Authorize anon-interest bearing inter-fund loan from the General Fund to the Grants Fund in the amount of $117 000 00 for interim financing of the FY 06 grant project pending contract execution DISCUSSION Each year the Texas Department of Transportation accepts proposals for projects that are aimed at reducing the number of motor vehicle crashes, injuries and fatalities. The Police Department submitted a proposal to implement increased enforcement of traffic safety-related laws and increased public education about traffic safety issues. Proposed activities include speed enforcement, seatbelt enforcement, DWI enforcement and intersection traffic control enforcement.
