HomeMy WebLinkAboutOrdinance 331 5. r Ordinance No � An ordinance providing for the levy and collection of an annual, direct, ad valorem tax on all property, real, personal and mixed, situated within the territorial limits of the City of Fort Worth, and all personal property owned in said City of Fort Worth, except such property as may be exempt from taxation, and providing penalties for the non payment of taxes prescribed by law, and granting certain rebates for the payment of taxes prior to the maturity thereof. BE IT ORDAINED BY THE BOARD OF COWUSSIONERS OF THE CITY OF FORT WORTH, TEXAS: Section 1: That there is hereby levied and shall be col- lected as provided by law an annual, direct, special ad valorgm tax for the year 1912 for the improvement of streets and therotgh- farea of the city of Fort, north of JZ" kdenits on every $100.00 valuation on all property real, personai personaand mixed, situated in and all personal property owned in the said city of Fart Worth on the f irst day of Janurary, A. D. 1912j­71fsble under the law to taxation and not exempt therefrom by the constitution or laws of the state of Texas. Section 2: Upon the requisition of the Board of School Trustees of the independent school district of the city of Fort North, and in conformity with said Board's certificate to that effect, that th4re is also hereby levied and there shall be collected as provided by law an annual, direct special ad valordm tax for the year 1912 for public school purposes of 45 cents on every 1100.00 valuation on all property real, personal andmixed sititated in, and all personal property owned in, the city of Fort 'North on the first day of Janurary A. D. 19121-P able under the law to taxation and not exempt therefrom by the constitution or laws of the state of Texas. .Section 3: That there is also hereby levied and there shall be collected as provided by-law- an annual direct, special ad valorem tax for the year 1`912 for the support and mahtainence of a free public library in the city of Fort Worth of two-cents on every $100.00 valuation on all property, real personal and mixed, situated in, and all personal property owned in, the City of Fort Worth on the first day of Janurary A. D. 1912, liable under the law to taxation and not exempt therefrom by the con- stitution or laws of the state of Texas. Section 4: That there is also hereby levied and there shall be collected as provided by law an annual direct, special ad valor4m ta% f6r-th- year 1912 for the use and benefit of the park fund of the city of Fort Worth of ten cents on every $100.00 valuation on all property, real, personal and mixed, situated in, and all personal property owned in the city of Fort Worth on the first day of Janurary A. D. 1912, liable under the law to taxation and not exempt therefrom by the constitution or laws of the state of Texas. Section 5: That there is also hereby levied and there shall be collected as provided by law an annual direct, special ad- valor8m tax for the year'1912 for interest and sinking fund upon t fisting bonded indebtedness of said city of Fart forth of _ ,V cents on every $100.00 valuation on all property real, personal and mixed situated in, and all Wm=Vzmft personal property owned in the city of Fort Worth on the first day of Janurary A. D. 1912, liable under the law to taxation and not exempt therefrom by the constitution or laws of the state of Texas. w 8 M r P Section 6: That there is also hereby levied and there shall be eolleoted_as provided by law an annual, direct, special ad valorem tax for the year 1912 for the purpose of discharging in part the Judgement claim and debt now held by Daniel W. Mead against said city of Fort Worth of.VIA. cents on every $100.00 valuation on all property, real, personal and mixed, eitauated in and all personal property owned in said City of Fort Worth on the first day of Janurary A. D. 1912, liable under the law to taxation and not exempt therefrom by the constitution or laws of the state of Texas . Section 7: That there is also hereby levied and there shall be collected as provide by law an annual, direct, speciald- valorQm tau for the year 1912 for all such other purposes (be- sides those hereinbefore enumerated) as are authoi d by law and by the charter of said city of Fort Worth of 4,; cents on every $100.00 valuation on all.property, real, personal and mixed situated in, and all personal property owned in, said city of Fort Worth, on the first day of Janurary A. D. 1912, liable under the law to taxation and not exempt therefrom by the constitution or laws of the state of Texas. That there is hereby appropriated out of the levy made under this section and is hereby set aside so much of the proceeds of the levy herein made as may be necessary and requisite to pay the interest on and provide a sinking fund of two per-centum ofthose obligations of said city of Fort Worth other than bonds, upon and concerning which said city of Fort Worth has agreed to levy a tax in payment of such interest and to make provision for a sinking fund thereon. Section 8: That those special tax levies which are herein- before made to provide for the payment of interest and to create a sinking fund or to discharge and pay the principal and interest of any obligation due or owing by said city of Fort north are not to be taken as in addition to ;.evies for the same purposes made in the respective ordinances authorizing and creating such obligations, but the levies hereinbefore made are made purusant to and for the purpose of carrying out and complying with the provisions of said prior ordinances, and all ad valorem taxes herein are levied upon all the taxable property, real, personal and mixed, situated in and all personal property owned in the City of Fort Worth as aseesed, valued and described in the asses- ment, tax-rolls and tax-books of said city of Fort Worth for the year 1912 as the same have been presented to the Board of Com- missioners of said city of Fort Worth by the Assesor and Collector of Taxes of said city. Section 9: That the taxes herein levied and authorized and required to be collected shall be and become due andpayable on September let 1912, but the sane shall not be construed to be delinquent so as to incur penalty thereon until Februrary let, 1913, on which said date and thereafter, in the event df default in payment said penalty',as hereinafter set out, Lhall accrue and be attached to, and become a part of the total amount to be paid by defaulting and delinquent tax-payers. Section 10: That the 31st day of Janurary A. D. 191$ is hereby fixed as the final day upon which tax if }�;,pe paid to the city of Fort Worth without the impositio % t is further provided that each and every person, firm, aation or cor- poration paying and discharging in full his, their, or it's city taxes, as .hereby fixed and levied, on or before September 15th, 1912, shall be allowed a rebate or discount of three per-cent of the full amount thereof, and by paying the same as aforesaid after September Inituh 15th, 1912, and before October let, 1912, shall be allowed a rebate of 2 1-2 per cent thereof, as afore- said, and by paying the same on qr after October let, 1912, and on or before October 15th, 1912, shell be allowed a rebate of 2 per cent thereof, and by paying same after October 15th, 1912 _ and .before November let, 1912, 'shall be allowed a rebate of 1 and 1-2 per cent thereof, and by paying same on or after November let, 1912, and before December let, 1912-] shall be allowed a rebate of one per cent thereof. Section 11: That on and after Februrary let, 1913, all such taxes hereinbefore levied, as remain unpaid, as required herein to be paid on or before Janurary 31st, 1913 shall be deemed delinquent and there shall be added thereto a penalty of one per cent per month, or part of month, upon the full amount of such unpaid taxes for the time the same shall remain unpaid. Said penalty of one per cent per month a all be added to said taxes upon the lot day of Februrary 19131-hnd upon the first day of each and every month thereafter until said taxes shall have been paid, which penalty shall be and become a part of said taxes and be payable as such; and provided further that in the event of pub- lication of delinquent tax lists, or if suit be brought, to re- cober such taxes and penalty the delincuent tax-payer shall be and become liable therefor and the property of such tax-payer shall be subject to the payment of said taxes, penalties and costs, and the same shall be and become a lien upon the property of such tax-payer, as prescribed by law.
