HomeMy WebLinkAboutOrdinance 16579-09-2005Ordinance No.~,~g~q AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $1,600,000, SUBJECT TO RECEIPT OF THE GRANT FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS, FOR THE PURPOSE OF FUNDING THE COMPREHENSIVE ENERGY ASSISTANCE PROGRAM; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF .FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2005-2006 and in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $1,600,000, subject to receipt of the grant from the Texas Department of Housing and Community Affairs, for the purpose of funding the Comprehensive Energy Assistance program SECTION 2. That should any portion, section or part of a section of this ordinance be deUared invalids inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shalt be incorporated into the ordinance of the municipal government of the City of Fort Worth for the ensuing Fiscal Year beginning October 1 2005, and ending September 30, 2006 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. City of Fort Worth, Texas Mayor and Council Communication COUNCIL ACTION Approved on 9/13/2005 Ordinance No. 16579-09-2005 DATE Tuesday September 13 2005 LOG NAME 80CEAP06 REFERENCE NO *C-20991 SUBJECT Authorize Acceptance Grant and Execution of a Contract with the Texas Department of Housing and Community Affairs for the Fiscal Year 2006 Comprehensive Energy Assistance Program through December 31 2006 Authorization of Interfund Loan and Adopt Appropriation Ordinance RECOMMENDATION It is recommended that the City Council. 1 Authorize the City Manager to accept a grant and execute a contract with the Texas Department of Housing and Community Affairs (TDHCA) in an amount not to exceed $1,600 000 00 for the Fiscal Year 2006 Comprehensive Emergency Assistance program 2 Authorize anon-interest bearing interfund loan from the General Fund to the Grants Fund in the amount of $320 000 00 for interim financing of this grant project pending contract execution, 3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $1 600 000 00' and 4 Apply indirect costs at the rate of 24 68% which is the most recently approved rate for this department, and apply the new approved rate when available DISCUSSION For the past several years TDHCA has notified the City to use the prior year's contract amount as a planning figure for the Comprehensive Energy Assistance Program (CEAP) pending execution of the contract. The total 2005 contract amount was $1 522 912 00 City staff estimates that it will expend approximately $1,600 000 00 for this program in 2006 The CEAP contract for 2006 has six components. 1 Energy Crisis 2. Elderly/Disabled Assistance 3 Co-Payment Assistance 4 Heating and Cooling Systems 5 Direct Service Support 6 Case Management Logname: 80CEAP06 Page 1 of 2 All households at or below 125% of the Federal Poverty Level will be afforded access to the program Applicant households will be determined eligible according to income guidelines and program procedures The benefit determinations include the household's income the household size the energy consumption and/or the vulnerability of the household and the availability of funds The Parks and Community Services Department will review applications at the nine City-operated Community Action Partners facilities Payments will be made for eligible clients directly to the utility vendors and heating and cooling systems repair companies of Tarrant County The administrative cost for FY2006 is restricted to a rate of 5% Case Management to a rate of 6% and Direct Services Support to a rate of 5% The remaining funds wilt be used for Energy Crisis, Elderly/Disabled Assistance Co-Payment Assistance and Heating and Cooling Systems for the duration of the contract. Interim financing is requested in order to provide for a smooth transition from one grant funding program to the next.
