HomeMy WebLinkAboutOrdinance 21960-11-2015 ORDINANCE NO.21960-11-2015 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIAL DONATIONS CAPITAL PROJECTS FUND IN THE AMOUNT OF $23,000, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING PARK EVIPROVEMENTS AT RIDGLEA HILLS PARK AND RIVER PARK; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2015-2016 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Special Donations Capital Projects Fund in the amount of$23,000, from available funds, for the purpose of funding park improvements at Ridglea Hills Park and River Park. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 21873-09-2015 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize the acceptance of a monetary donation from the Ridglea Hills Neighborhood Association in the amount of$13,000.00 and the River Park Place Homeowner's Association, Inc., in the amount of $10,000.00 for park improvements at Ridglea Hills Park and River Park, respectively; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Special Donations Capital Projects Fund in the amount of$23,000.00 for the purpose of funding park improvements at Ridglea Hills Park and River Park. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to authorize the City Manager to accept $23,000.00 in monetary donations for park improvements at Ridglea Hills Park and River Park, and adopt the attached appropriation ordinance. On May 1, 2012 (M&C G-17586), the City Council approved the Park and Recreation Department (PARD), formerly known as the Parks and Community Services Department's Fiscal Year 2012 Gas Related Revenue Project Expenditure Plan. As part of that plan, $18,814.46 was identified for the design and installation of park improvements at Ridglea Hills Park. The appropriated funds were derived from the mineral lease bonus for Ridglea Hills Park. PARD Staff contacted the Ridglea Hills Neighborhood Association (RHNA) in September of 2014 to initiate discussions for some desired park improvements. At that time, there were many differing opinions regarding desired park amenities, so the RHNA requested more time to deliberate the options amongst the neighborhood association membership. Staff continued to provide all necessary information regarding costs and timelines for development to the RHNA and, on June 23, 2015, the following improvements were approved by the association: 1) Installation of approximately 650 linear feet of a six foot sidewalk, to include two park benches at vista points within the park; 2) Installation of a drinking fountain; Logname: 80PARK DONATIONS Page 1 of 2 3) Resurfacing of the tennis courts; and 4) Parking lot striping. The estimated cost of these improvements totaled $32,000.00, revealing a project shortfall of approximately $13,000.00, which the RHNA graciously agreed to donate to fully fund the project. On September 23, 2015, the Parks and Community Services Advisory Board (PACSAB) voted to endorse acceptance of the donation. In June 2015, Staff was contacted by the community management company for the River Park Place Homeowner's Association, Inc. (RPPHA), regarding a community desire for a concrete walk joining their neighborhood to River Park and the Trinity River Trail System. Along the north side of River Park, several multi-family units have direct access to the park and the trail system. However, the single family development off Bryant Irvin Road has no paved walk from their community to the trails. Staff met with a community representative on site and informed them that funds were not currently available for this request and that this project would be added to the department's unfunded capital list for future consideration. The RPPHA representative informed Staff that she would go back to her board and request funding for the project. In July 2015, the RPPHA board approved a donation in the amount of$10,000.00 to the City for installation of a concrete connection walk from its gate to the existing trail system within River Park. On September 23, 2015, the PACSAB voted to endorse acceptance of the donation. This property is located in COUNCIL DISTRICT 3.
