O.--71✓LAN ORDINANCE APPROVING AND ADOPTING ESTIMATES OF THE COST OF IMPROVE-
MENTS AND OF AMOUNTS TO BE ASSESSED FOR IMPROVEMENTS ON A PORTION OF
ALLEN AVENUE
AND PORTIONS OF SUNDRY OTHER STREETS, AVENUES AND PUBLIC PLACES IN THE
CITY OF FORT WORTH, TEXAS; FIXING TIME AND PLACE FOR HEARING TO THE
OWNERS OF ABUTTING PROPERTY AND TO ALL OTHERS INTERESTED; DIRECTING
THE CITY SECRETARY TO GIVE NOTICE OF SUCH HEARING; AND DIRECTING THE
CITY SECRETARY TO ENGROSS AND ENROLL THIS ORDINANCE BY COPYING THE
CAPTION OF SAME IN THE MINUTE BOOK OF THE CITY COUNCIL AND BY FILLING
THE COMPLETE ORDINANCE IN THE APPROPRIATE ORDINANCE RECORDS OF THE
CITY; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Fort Worth, Texas, has heretofore ordered that each of the
hereinafter described portions of streets, avenues and public places in the City of Fort Worth, Texas, be im-
proved by raising, grading and filling same and by constructing thereon the following, to-wit:
UNIT 1: ALLEN AVENUE From St. Louis Avenue to the east property line of Lot 3,
Block 3, St. Helena Addition, and from the west property
line of Lot 1., Block 19, Lawn Terrace Addition, to Louis-
iana Avenue, known and designated as Project No. 104-
22000-143, Unit 1, a seven-inch thick reinforced concrete
pavement on a six-inch thick lime stabilized subgrade wit
seven-inch high superimposed concrete curb on a forty-fou
to sixty foot roadway. Six-inch thick concrete driveways
and four-foot wide concrete sidewalk will be constructed
where specified.
UNIT 2: ALLEN AVENUE OVERPASS From the east property line of Lot 3, Block 3, St. Helena
Addition to the west property line of Lot 1, Block 19,
Lawn Terrace Addition, known and designated as Project No
104-22000-143, Unit 2, a forty-eight foot wide prestresse
concrete beam structure over the combined tracks of the
A.T. & S.F., M.K. & T., and S.P. Railroad tracks. Five-
foot wide concrete sidewalk will be constructed on either
side,
UNIT 3A: ARIZONA AVENUE From Maddox Avenue to approximately 250' south known and
designated as Project No. 104-22000-143, Unit 3A, a six-
inch thick hot-mix asphaltic concrete pavement on a six-
inch thick lime stabilized subgrade with seven-inch high
concrete curb and eighteen-inch wide concrete gutter on a
thirty foot roadway ending in an eighty foot cul-de-sac.
Six-inch thick concrete driveways and four-foot wide con-
crete sidewalk will be constructed where specified.
IV.
The City Secretary is hereby directed to engross and enroll this ordinance
by copying the caption of same in the Minute Book of the City Council and by
filing the complete ordinance in the appropriate Ordinance Records of this City.
V.
This ordinance shall take effect and be in full force and effect from and
after the date of its passage.

a six-inch thick lime stabilized subgrade with seven-inch
high concrete curb and eighteen-inch wide concrete gutter
on a thirty foot roadway ending in an eighty foot cul-de-
sac. Six-inch thick concrete driveways will be construct
ed where specified.
UNIT 4: SOUTH MAIN STREET From Jefferson Avenue to 150' north of E. Allen Avenue,
known and designated as Project No. 104-22000-143, Unit
4, a two-inch thick hot-mix asphaltic surface course on
existing concrete base and increasing the width of the
street four feet on each side with six-inch thick rein-
forced concrete base on a four-inch thick lime stabilized
subgrade, with seven-inch high concrete curb and eighteen
inch wide concrete gutter so that the finished street
will be forty to forty-eight feet wide.
UNIT 5 & 5A: JEFFERSON-BRYAN From South Main Street east and north approximately 450',
known and designated as Project No. 104-22000-143, Unit
5 & 5A, a six-inch thick hot-mix asphaltic concrete pave-
ment on a six-inch thick lime stabilized subgrade with
seven-inch high concrete curb and eighteen-inch wide con-
crete gutter on a thirty foot roadway. Bryan Avenue will
end in an eighty foot cul-de-sac. Six-inch thick concret
driveways will be constructed where specified.
UNIT 6: ELMWOOD AVENUE From Epps Street to Louisiana Avenue, know and design-
ated as Project No. 104-22000-143, Unit 6, a six-inch
thick hot-mix asphaltic concrete pavement on a six-inch
thick lime stabilized subgrade with seven-inch high con-
crete curb and eighteen-inch wide concrete gutter on a
thirty-six foot roadway. Six-inch thick concrete drive-
ways will be constructed where specified.
UNIT 7: MADDOX AVENUE From Epps Street to Louisiana Avenue, known and design-
ated as Project No. 104-22000-143, Unit 7, a six-inch
thick hot-mix asphaltic concrete pavement on a six-inch
thick lime stabilized subgrade with seven-inch high con-
crete curb and eighteen-inch wide concrete gutter on a
thirty-six foot roadway.
UNIT 8: EAST ALLEN AVENUE From Bryan Street to 150' east, known and designated as
Project No. 104-22000-143, Unit 8, a six-inch thick hot-
mix asphaltic concrete pavement on a six-inch thick lime
stabilized subgrade with seven-inch high concrete curb
and eighteen-inch wide concrete gutter on a thirty foot
roadway.
UNIT 9: EPPS STREET From Elmwood Avenue to Maddox Avenue, known and designat-
ed as Project No. 104-22000-143, Unit 9, a six-inch thick
hot-mix asphaltic concrete pavement on a six-inch thick

Initiation of Project
The 1973-75 Capital Improvement Program provides for the improvements to Allen
Avenue from South Main to IH-35 (page A-23 and 24) as approved in the 1970 bond
election.
Arizona Avenue was initiated by a paving petition from the abutting property
owners, whereas the remaining streets are City initiated in order to provide
traffic circulation for the existing businesses and residences.
Improvements
The improvements consist of the realignment and widening of Allen Avenue to a
44 to 60-foot width by construction of industrial/major thoroughfare grade con-
crete pavement with superimposed concrete curb, concrete driveway approaches

Improvements
sidewalks. Included is the removal of the existing Allen Avenue
Overpass and construction of a new 48-foot wide, prestressed concrete beam
structure over the coulbined tracks of the A.T. & S.F. , M.K. & T. , and S.P.
Railroad tracks. South Main Street will be widened and improved on each side
of Allen Avenue to a 48-foot width to include left-turn lanes by construction
of the added width of reinforced concrete base and an overlay of hot-mix
asphaltic concrete surface course over the entire width. The remaining streets
will be improved by construction of six-inch hot-mix asphaltic concrete pave-
ment with concrete curb, gutter and driveway approaches. Included on all units
are required drainage facilities and appurtenances.
Railroad Agreements
It will be necessary for the City to enter into an agreement with the Atchison,
Topeka and Santa Fe; the Missouri-Kansas and Texas; and the Southern Pacific
Railroad Companies, in order to remove the old overpass and construct the new
structure over the railroad right-of-way. It is proposed that the railroad
companies will reserve the right to construct, operate, rearrange and maintain
their tracks and other facilities under the new structure, and that the rail-
road companies communication, signal and electrical transmission lines may be
constructed either over or underneath the new structure, provided, however,
that the making of such additions or alterations shall not in any wise affect
the use or safety of the new overpass.
We have received the agreement and estimates from the Atchison, Topeka & Santa
Fe Railway Company. It is necessary for the railroad to adjust their communica-
tion line and signal facilities at an estimated cost of $27,100, with the
actual cost to be paid by the City.
The other two railroad agreements will be submitted for Council approval when
such agreements have been prepared and cost estimates received from the rail-
roads.
Texas Pipe Line Company Agreement
It will also be necessary for the City to enter into an agreement with the Texas
Pipe Line Company (TEXACO) in order for the company to adjust its communication
pole line. The adjustment consists of replacing the pole line with underground
conduit. The Pipe Line Company will furnish all labor and material to make
the adjustment at an estimated cost of $1,226.00, with the actual cost to be
reimbursed to the Pipe Line Company by the City upon completion.

Proposed Assessments and Enhancements
Adjacent to this project are several unusual conditions as related to assess-
ment cost to adjacent benefitted property; the zoning and use of property is
mixed, plus the traffic channelization lanes and grade differential of the
proposed Allen Avenue relative to the adjacent property. Consequently, an
independent land appraiser has been retained to appraise the adjacent proper-
ties as to enhancement resulting from the proposed street improvements.
Results of the appraisal will be presented at the Benefit Hearing.
Project Cost and Financing
Based on the low bid and standard policy, approximately $34,125.55 is proposed
to be assessed against abutting property owners, which will be provided for by
a bond fund transfer from the Revolving Fund Unspecified. The cost to the
City for construction, engineering, administration and miscellaneous expenses
is estimated to be approximately $1,520,625 plus approximately $200,000 for
right-of-way and $1,229 for the Pipe Line Company agreement, for a total
estimated project cost not including railroad agreements is $1,721,854 for whic
sufficient funds are available in Project Account No. 104-22000-143, Allen
Avenue.
Recommendations
It is recommended that:
1) The City Manager be authorized to execute the proposed agree-
ment with the Atchison, Topeka and Santa Fe Railroad Co. ,
and the proposed agreement with the Texas Pipe Line Co. (TEXACO);

2) The following bond fund transfer be approved:

ALLEN AVENUE OVERPASS AND REIATED STREET IMPROVEMENTS - PROJECT NO. 104-22000-143
On Monday, February 3, 1975, a Neighborhood Meeting was scheduled by
the Engineering Division of the Public Works Department in the Council
Chamber, for the Assessment Paving on Allen Avenue and Related Streets,
Project No. 104-22000-143.
Odell Schmidt explained procedures concerning the proposed improvements,
owner participation in costs, and methods of payment, to the nine pro-
perty owners present.
After this explanation the meeting was opened for discussion.
Mr. L. C. Naham, owner of Fort Worth Drug & Notion Company, said that he
was being hemmed in as a result of the street widening on South Main.
Mr. Schmidt explained to him that with the proposed realignment of Allen
Avenue and the widening of South Main Street, both with left-turn lanes
will actually make access to his property easier than it is now with all
the uncontrolled and congested traffic conditions. By looking at the
display of the project, Mr. Naham agreed.
After a short general discussion, the meeting was adjourned.
