AMENDMENT NO. 5 STATE OF TEXAS § CITY SECRETARY CONTRACT NO.Z(pQ-5-1 (No M&C Needed) COUNTY OF TARRANT § WHEREAS, the City of Fort Worth (City) and AB&A, Inc. (formerly Poe Engineers) (Engineer) made and entered into City Secretary Contract No. 20986. (the Contract)which was authorized by the City Council by M&C C-14781 on the 18th day of April, 1995; and amended by the City Council on March 13, 1997, by M&C C-15937 (Amendment No. 1) and then by Amendment No. 2 for $4,234.02 by Administrative Order and then by Amendment No. 3 by the City Council on November 3, 1998, by M&C C-17094 and then Amendment No. 4 for$2,741.12 by Administrative Order, and WHEREAS, the Contract involves engineering services for the following project: Engineering Contract for the design of airport facilities for Taxiway Alpha (A) WHEREAS, it has become necessary to amend said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement which amends the Contract: 1. Article 1, Section 1 of the Contract is amended to include the additional engineering services specified in a proposal letter dated June 20, 2000, a copy of which is attached hereto and incorporated herein. The cost to City for the additional services to be performed by Engineer total $7,261.61. 2. Article III of the Contract is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum of$558,997.78. 3. Mr. Fridberg visited the airport lighting control vault Monday,June 19, 2000. He has provided his manhours and hourly rates to design an air conditioning system for the airport lighting control vault. He will size and design a through the wall system to lower the ambient temperature 25 degrees when the lighting is off and 15 degrees when the lighting is energized. ZRHD will add the necessary circuitry for power to the air conditioning. AB&A will write specifications to install a telephone line in the vault, add an automatic gate operator at the Ross Street entrance to the airport,insulate the vault and make the modifications to the vault to install the air conditioning system to the contract documents for the subject project. AB&A and their subproviders will need five (5) working days following written receipt of acceptance of these manhours and rates to complete the work. Manhour estimate attached. MEMORANDUM Date: June 21, 2000 To: Gopal Sahu, P.E. City of Fort Worth, DOE From: Weldon D. Jarratt, P.E. Mr. Sahu: I offer the following to explain the cost of the additional services to the Taxiway "Alpha" Phase III Construction Plans and Contract Documents. Our original contract included no provisions for modification of building or fences at Meacham International Airport. After a complete review of the PS&E for Phase III Construction (February 1999—September 1999) airport staff added to the original concept, with the following. 1. Added automatic gate operator to project. 2. Added telephone modem, laptop computer and telephone lines to monitor lighting systems. 3. Added modifications of airport lighting control vault by adding a door, closing ventilation system, adding air conditioning and insulation to the building. This will require considerable time and effort to add these items to the PS&E for the project. 1. AB&A must, using notes from Jim Ferrell, write a specification for the gate operator, add a bid item to the existing proposal, type both, add them to the contract documents and reproduce those contract documents. AB&A will have to locate a power source, add that information as well as information about the gate and gate operator to the existing plans. 2. Specifications must be written and typed to add a laptop computer, proper software, a telephone modem and a telephone line in the airport lighting control vault to the contract documents. The engineers opinion as to the probable cost will increase and it will be necessary to confirm the W/MBE percentage for the contract after the modifications are added. 3. The Title Sheet for Phase III construction has been signed by City officials, to avoid modifying this sheet, modification to and addition of air conditioning to the airport control vault will be handled by specifications and 11" x 17" drawing d to the proposal. The engineers opinion of probable cost will increas 7 o n�'!`.i�ifyv 1� Friberg and Associates will visit the site, measure the current loss in each of the 13 regulators, and calculate the heat produced by this current loss. That heat generated, along with an analysis of the building will then be used to calculate the cooling capacity of the proposed system. ZRHD will provide an electronic file of the vault layout for Friberg to use for their drawings. Once the HVAC equipment is sized ZRHD will be notified of the load, they will design and detail an additional circuit to provide power to the HVAC equipment. These modification to the existing PS&E will be time consuming because coordination will have to be maintained between three consultants, ZRHD will supply the base drawing and the electrical configuration.
