HomeMy WebLinkAboutOrdinance 16682-11-2005T ORDINANCE NO (prla-I)-~Ur' AN ORDINANCE ADJUSTING THE TOTAL NUMBER OF AUTHORIZED CIVIL SERVICE POSITIONS AT EACH CLASSIFICATION (RANK) IN THE FIRE DEPARTMENT FOR FISCAL YEAR 2005-2006 PROVIDING FOR THE CREATION OF ONE ADDITIONAL CAPTAIN POSITION TWO ADDITIONAL LIEUTENANT POSITIONS THREE ADDITIONAL ENGINEER POSITIONS EIGHT ADDITIONAL FIREFIGHTER, PROVIDING A STATEMENT OF PURPOSE AND INTENT PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE, PROVIDING A SEVERABILITY CLAUSE AND PROVIDING AN EFFECTIVE DATE WHEREAS the City's Ordinance No 16582-09-2005 the most recent o'rdinance' concerning the authorized and budgeted positions for the Fire Department, adjustei the Department's civil service staffing as follows Deputy Chiefs 3 Battalion Chiefs 24 Captains 79 Lieutenants 112 Engineers 182 Firefighters ~ TOTAL 803 WHEREAS the Fire Chief now requests that the Council readjust. the' total authorized number of Fire Department civil service positions at the classifications (ra'nks). listed below for the remainder of the 2005-2006 Fiscal Year in conformity- with .the changes set forth below and WHEREAS pursuant to Chapter 143 021(a) Texas Local Government Code the City Council may prescribe and/or adjust the authorized number of positions in each classification (rank) by ordinance F; NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH TEXAS SECTION 1 That, effective immediately upon the adoption of this ordinance the following positions shall be the only civil service positions in each classification (rank) authorized iri ~~ Cs~ the City of Fort Worth Fire Department for the remainder of the Fiscal Year 2005-2006 'or until modified by subsequent ordinance Deputy Chiefs Battalion Chiefs Captains Lieutenants Engineers Firefighters TOTAL 3 24 80 increase of one 114 increase of two 185 increase of three 411 increase of eight 817 SECTION 2 It is hereby declared to be the intention of the City Council that the :phrases clauses sentences paragraphs or sections of this ordinance are severable and if,:~;any: phrase clause sentence paragraph or section of this ordinance shall bep'declared'- unconstitutional by the valid judgment or decree of any court of competent jurisdcf'ion°; ; such unconstitutionality shall not affect any of the remaining phrases clauses sentences!` paragraphs and sections of this ordinance since the same would have been enacted_by the City Council without the incorporation in this ordinance of any such uncorstitutioral ~~ phrase clause sentence paragraph or section SECTION 3 This ordinance shall take effect upon adoption AP ROVED AS TO FORM AND LEGALITY City Attorney Date ...~~'/I~. c~, .~ ADOPTED AND EFFECTIVE 1~ ~S City of Fort Worth, Texas Mayor and Council Communication COUNCIL ACTION Approved on 11/1/2005 Ordinance No. 16682 11 2005 DATE Tuesday November 01 2005 LOG NAME. 36STAFFINGORD REFERENCE NO G-14990 SUBJECT Adopt an Ordinance Adjusting the Authorized Civil Service Staffing in the Fire Department for Temporary Fire Station 41 RECOMMENDATION It is recommended that the City Council adopt the attached ordinance specifying the number of authorized positions in the Fire Department, thereby effectively increasing the number of authorized fire captain positions by one fire lieutenant positions by two fire engineer positions by three and firefighter positions by eight. DISCUSSION Adoption of the attached ordinance will provide staffing for temporary Fire Station 41 834 Blue Mound West, which will become operational in November 2005 Promotions will be made into the officer and engineer ranks and the resulting firefighter vacancies will be filled from the next graduating recruit class The Local Government Code does not require the City Council to authorize and promote for the temporary fire station at this time. However from an operational standpoint, promoting at this time will increase the effectiveness of the station Promoting firefighters into permanent positions at the time the station opens. Eliminates rotating overtime personnel through the station each day• Allows personnel to become familiar with the response territory thus improving response times Provides continuity of fire crews working at the station and Reduces the amount of acting pay at higher ranks. The promotions will be backfilled using overtime until the next recruit class is graduated Personnel expenditures related to the promotions and the required overtime were authorized by the City Council and budgeted in the Fire Department's 2005-2006 operating budget.
