HomeMy WebLinkAboutResolution 4539-11-2015 A Resolution NO. 453941-2015 NOMINATING A DESIGNATED AREA OFT E STOCKYARDS AS A HISTORIC AND CULTURAL LANDMARKS DISTRICT; DIRECTING THE HISTORIC PRESERVATION OFFICER TO SUBMIT SUCH NOMINATION TOT HISTORIC AND CULTURAL LANDMARKS COMMISSION(HCLC) FOR CONSIDERATION; AND CLARIFYING THE HCLC'S JURISDICTION OVER ALL BUILDINGS WITHIN, OR PARTIALLY WITHIN, SAID DISTRICT WHEREAS, the origins of Fort Worth's Stockyards ("Stockyards") date back to 1887, when the plans for the Stockyards were created, and 1889,when it went into operation; WHEREAS, the Stockyards provided the major impetus for the growth and early development of Fort Worth, and showcases its western heritage, WHEREAS,the Stockyards is one of the most significant sites in Texas, representing the importance of the cattle and livestock industry to the state; WHEREAS,the establishment of the Stockyards coincides with the beginnings of the cattle and livestock industries in the southwestern LJnited States, making it a unique and important national destination; WHEREAS, on June 29, 1976, a designated area of the Stockyards received national recognition and attention as a historic resource worthy of preservation through its listing on the National Register of Historic Places, which is a national program to coordinate and support public and private efforts to protect America's historic resources, WHEREAS, the area within the Stockyards that is listed on the National Register is named the "Fort Worth Stockyards Historic District", the boundaries of which are set forth in Attachment A, which is attached hereto and incoij.)or►ted herein by reference-, WHEREAS, the Fort Worth City Council ("City Council") recognizes the historical significance of tile Stockyards and the positive economic, cultural, educatri()nal, social, and ethnic impacts that it has not only within the City of Fort Worth,but the nation as whole, as signified by the National Register; WHEREAS, while the City Council acknowledges the original boundaries of the Fort Worth Stockyards Historic District, it also recognizes that the majority of the existing historic buildings and resources are now concentrated along FXchange Avenue and North Main Street between Stockyards Boulevard and 23d Street; y I WHEREAS,the City Council desires to nominate the area within the Stockyards set forth in Exhibit A as a Historic and Cultural 1,andmarks District ("Stockyards HC District") to effectuate the protections necessary to fulfill the purpose and intent of the Zoning Ordinance, including, but not limited to, the long-ten preservation of the Stockyards as a valuable and irreplaceable historic asset to the City of Fort Worth and the nation, as a whole; RTY WHEREAS, as part of the desig ,nation process,, the Zoning Ordinance institutes certain interim controls to protect the properties in the nominated historic district from alteration, dernolition, relocation, restoration, rehabilitation, additions, and the like-, WHEREAS, during the interim control period, and until such time as the City Council may adopt the proposed Stockyards HC District, the City Council desires to clarify its intent that the Historic and Cultural 1,andniarks Commission's ("I-0,C"),jurisdiction extends to all buildings, new and existing, within, or partially within,the proposed Stockyards HC District, WHEREAS, the City Council desires to fornially nominate the Stt-.)ekyards HC District as new district for designation as a HC District-, and NOW,THEREFORE,BE IT RESOLVED BY THE FORT WORTH CITY COUNCIL: That the City Council hereby: I Nominates the Stockyards HC District for designation as a Historic and Cultural Landmarks District, as depicted in Attachment A; 2. Adopt the attached resolution nominating the Stockyards Historic District for Historic and Cultural Landmark designation, establishing interim controls on demolition and improvements until the City Council approves or denies the historic district designation and clarifying that the Historic and Cultural Landmarks Commission will have purview over buildings, new and existing), within and partially within the historic district; 2. Authorize the City Manager to issue a Request for Qualifications for a consultant team to create a Stockyards form-based code district and prepare the standards and guidelines fort the historic district in consultation with property owners and other stakeholders; and 3. Waive the newspaper notice fees for site plan cases within the PD/MU-2 (PD 1017) zoning district to allow the cases to be heard at the next available City Council hearing after the Zoning Commission hearing. 1.­­1111­111 . .1.1..1.1.... .......1111.. . _.. _ ..... ......... DISCUSSION: On October 13„ 2015, the City Council informally requested that the City Manager proceed with the creation of form-based district and a local historic district designation for the Stockyards. Adoption of the attached resolution will nominate a designated area of the Stockyards (Attachment A) as a Historic and Cultural Landmark (HC) District, In accordance with Section 4.401 D of the Zoning Ordinance. Nomination of n HC district and notice thereof to affected property owners effectuates interim controls that prohibits the alteration, demolition, or relocations of properties within the proposed district for a period of 135 days or until the City Council denies the proposed) designation. During the interim period and until such irn as the Stockyards HC District standards and guidelines are adopted by the City Council, the proposed' Stockyards HC District will be subject to the Secretary of the Interior's Standards. The Stockyards HC District standards and guidelines will be prepared in conjunction with the form-based code district standards and guidelines. Approval of the attached resolution also provides that the Historic and Cultural Landmarks Commission shall have purview over buildings, new and existing, within and partially within the Stockyards HC district PD site plans would still be required for new buildings within the Stockyards HC district and within the PD/MU-2 zoning district (PD 1017) and would be reviewed by the Historic and Cultural Landmarks Commission„ Zoning Commission and City Council, The City Council finds that in order to improve administrative efficiency and reduce the time between applications and hearings the newspaper notice fees for the Zoning Commission and City Council meetings are waived to allow the cases to be heard at e next available City Council hearing after the Zoning Commission hearing. On October 27, 2015, the City Council approved M&C PZ-0001 requesting the City Manager to identify funds for the City to hire a consultant team to create a Stockyards form-based code district and the historic district's standards and guidelines, in consultation with property owners and other stakeholders„ in an amount not to exceed $300,000.00. Staff estimates that a consultant would cost up to $300,000.00 to create both a form-based district and prepare the standards and guidelines fort the proposed Stockyards HC District with a robust public involvement process. Given Staff cuts and the creation of additional design districts and historic districts since Fiscal Year 2005, Planning and Development will reallocate existing resources by reclassifying an existing vacant position to a Senior Planner in order to administer the consultant contract, Stockyards design and historic districts and to address the pending design districts„ form-based code districts and the historic districts across Fort Worth, With approval of this Mayor and Council Communication, Staff will issue a Request for Qualifications (RFO) for professional services to create a form-based code district and prepare the standards and guidelines for the Stockyards HC District. Staff anticipates selecting a consultant team and negotiating a contract for consideration by the City Council by February 2016, The subject property is located in COUNCIL DISTRICT 2.
