ITEM PREFERRED TO:
1) Council Approval to Reschedule or Cancel January 1,
.1985 City Council Meeting Due to Holiday
Alexander: Presented options for cancelling or rescheduling Council
meeting.
Council opted to reschedule Pre-Council and City Council
meeting for Thursday,January 3, 1985. An evening Council
meeting will be scheduled.
2) Pilot Program - Police Officers Elementary School
Program (CP-116)
Wetherby: Briefed Council on status of program. One police officer
will work full-time with children at six elementary schools.
Four of these schools are located in target areas; the other
two are located in non-target areas. If the program is
successful this year, three officers will work with all 52
elementary schools next year.
Zapata: Commented that this program will help the police force's
image among children.
3) Procedure for Review of Bids on Collection of Delinquent
Taxes
McKinney: Briefed Council on status of bid review. The City has
received proposals from three law firms, which are being
compared and reviewed '�y Tax, Legal and Data Processing.
On December 7, 1984, from 9 a.m. - 12 p.m. ,the firms
will make presentations and will be available for
questions. Assistance and participation of Council at
this meeting wail requested.
Bolen: Commented that school district needs to be involved also.
Suggested that at least one School Board member and two
Councilmembers attend the meeting.

4) Request for Application and Acceptance of Amendment for
Federal Aviation Administration (FAA) Grant - South
Fort Worth Airport (M&C G-6176)
Thompson: Stated that current grant funding is being reprogrammed from
construction to land acquisition.
5) Designation of UDAG Pockets of Poverty (M&C G-6178)
Toal: Stated that while the City as a whole has lost its
eligibility for UDAGs,' certain areas can be designated
as "pockets of poverty" and, as such, would be eligible
to receive UDAG funds. Planning staff has determined
the maximum amount of area eligible for the Pockets of
Poverty program.
Calderon: Presented a map of the eligible area, and described the
conditions that must be met. Also explained that Pocket of
Poverty designation made area eligible for Neighborhood
Demonstration Project.
Lancaster: Stated that if the downtown area couldn't meet the criteria
for pocket of poverty designation by itself, it shouldn't
be included.
Toal: Explained that it is to the City's benefit to designate
the downtown area as eligible.
Bolen: Requested information about how Pocket of Poverty Program
will affect enterprise zones. BT
6) Authorizing and Approving an Amendment to the Articles
of Incorporation, Bylaws and Bond Procedures of Fort Worth
Airport Improvement Authority, Inc. , Changing the name of
such Corporation to Lone Star Airport .Improvement Authority,
Inc. and Issuance of Multiple Mode Demand Revenue Bonds
(American Airlines, Inc. Project) Issue of 1984-A
and Issue of 1984-B and Authorizing the Execution and
Delivery of an Indenture of Trust and a Loan Agreement
Relating to Each of Said Issues. of Bonds and Approving
Said Authority's Resolution Authorizing the Execution
and Delivery of an Official Statement and a Contract
of Purchase

Councilman Lancaster opposed both resolutions concerning the Lone Star
Airport Improvement Authority "because of inherent inequities."
Councilman Lancaster requested that the City Manager increase under-
cover surveillance in known high crime areas because this time of year
experiences increased crime. VS
Councilman Lancaster also requested that City Manager Initiate pro-
gram to bring police force up to full strength. VS
Y Mayor Bolen requested report from Mr. Sturns concerning status of
police force situation. VS
Councilman Williams requested information added to that report con-
cerning whether regular officers were being assigned to meter
checking duty. VS
4) Citizen Presentations --
Mr. 'Ellis H. Rice requested a waiver of zoning fee. DAI
Mayor instructed DAI and other staff to look into situation,
make a recommendation and bring to Council next week. RA
Ms. Barbara Brown read an Amnesty International proclamation con-
cerning "Stop Torture Week"
