TO ALLOW THE MAYOR AND COUNCIL MEMBERS TO DISCUSS INFORMALLY ITEMS ON THE AGENDA AND
TO SECURE INFORMATION FROM THE CITY MANAGER AND THE STAFF. ALTHOUGH THE MEETING IS
OPEN TO THE PUBLIC, CITIZENS ARE REQUESTED TO RESERVE COMMENTS AND QUESTIONS FOR T
SUBSEQUENT COUNCIL MEETING SO THEY WILL BE A PART OF THE PUBLIC RECORD. ,,,,

ITEMS:
1. Proposal Regarding Fire Department Staffing - Councilmember Louis Zapata
Councilmember Zapata advised Council that the promotion list for the Fire
Department is expiring. A great deal of overtime is being paid and a number of
officers are being required to fill positions on a temporary basis. Mr.
Zapata stated that there is a need to increase the number of minorities in
higher positions.
He asked that this issue be Dlaced on next week's agenda.
2. Introduction of Emplovee Assistance Program - Charlie Shapard, Personnel
Director and Harriet Harral, Personnel Administrator
David Murphv was introduced as the new head of the Emplovee Assistance Program.
3. Jail Update - Bob Terrell, Assistant City Manager
Commissioner J. D. Johnson's recommendation to use the Muller Building as a
temporary jail site was not approved by the other Commissioners.
The situation has reached crisis proportions at this point. Officers are being
pulled from street duty in order to perform guard duty. In the previous
weekend, S5500 was spent in overtime. A total of S59,000 was spent last month
due to the crisis.
Councilmember Lancaster called a special meeting of the Court Committee
immediately following the February 21, 1989 Council meeting.
Council directed Wade Adkins and the Law Department to begin immediate
proceedings against the County_ in a lawsuit which will determine the City's
right to jail space.
Douglas Harman stated that a draft of a letter has been written which will be
sent to the governor requesting that TDC be forced to take the prisoners for
which it is responsible.
4. Adoption of 1989 Legislative Policy Proposals No. 26, 27, and 28 (MSC G-7924)

Mr. Boswell informed Council that 4 more items are being added to the City's
legislative package. He distributed materials which explained these new items.
Councilmember Gilley asked that Council loin him in supporting Speaker Gib
Lewis's Anti-Crime Program.
5. Renewal of Fire Protection Contract with Westover Hills (M&C C-11459) - Bob
Terrell, Assistant City Manager
No update at this time.
6. Contract for the Installation of Community Facilities - Scenic Village
Addition, Block 5-R, Lots 1-37 (M&C C-11449 continued from February 7, 1989) -

Director
Mr. Adkins stated that although there is no written policy regarding the levying
of a 3% charge for inspections, historically this has been done with other
private communities.
The issue of public money_ being spent for the operation of street lights on a
private street hinges on whether or not the public benefits from the lighting.
Mr. Adkins advised Council to proceed cautiously_ because the action thev take
could also apply to apartment complexes.
Councilmember Gilley stated that he had raised this issue 4 years ago and so far
no action has been taken. Mr. Harman stated that the item will be put on the
March 7, 1989 workshop so that the entire range of issues can be discussed.
7. Accept Grant for Fort Worth Water Gardens (M&C G-7920) and Grant for Fort
Worth Water Gardens Information Services Personnel (M&C G-7922) - Ralph Emerson,
Park and Recreation Director
Item was not discussed.

The revised I. R. is consistent with the Committee's recommendation.
10. East First Street Landfill Extension (I.R. No. 7354) - Ramon Guaiardo,
Assistant Citv Manager
On February 28, 1989 the original extension of the landfill operation will
expire. There will be an M&C which will be considered on this date as well as a
public hearing on the proposed three veer extension.
Counilmember Lancaster asked that Staff be directed to put aside funds for the
repair and reconstruction of Oakland Street at the end of the extension.
