APPOINTING AN ANIMAL SHELTER TASK FORCE
WHEREAS the City's Code Compliance Department ("'the Department") operates
the Chuck Silcox Animal Care and Control Center ("'the An.imal Shelter") at 4900 Martin
Street; and
WHEREAS the City Council has recently received a large volume of citizen
comments, both positive and negative, about the Departnient's performance in operating
the Animal Shelter; and
WHEREAS the City Council wishes to appoint an independent task force that
would investigate these cornments and advise the City Council and City Manager about
any operational changes that might be Avarranted.;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY C'OUNCIL OF THE CITY OF
FORT WORTH, TEXAS:
1. An Animal Shelter Task Force is hereby established consisting of five members as f6llows;
Place 1: Charles ]Xm.iels, former Assistant City Manager (I ask- Force Chair);
Place 2: Max Dow, DV M, M1.1111, Director, Region 3, 1°exars Animal Health Commission;
Place 3: James Bias, :Pr.esidmit, SPCA. of Texas (Society for the Prevention of Cruelty to
Animals);
Place 4: Dustin Deel., Director, Weatherford - Parker County Anirrial Shelter; and
Place 5: Patrice Randle, City Auditor (non-voting member).
2. The Animal Shelter Task Force is charged with the fiollowing tasks:
(a) Collecting and analyzing information about the Animal Shelter by touring the fiacility
and observing operations; reviewing budgets, btisiness p1mis, state inspection reports,
and.other pertinent documents; interviewijig staff and selected stakeholders; and
conducting one or more public hearings;
(b) Formulating conclusions about the Departy.nent's perforinance with respect to generally
accepted veterinary medical practices and state standards for the operation of aninial
shelters; and
(c) Making recommendations to the City COL11161 and City Manager about any operational
changes that might be Warranted,,
® The scope of the Ami-nal Shelter Task Force's investigation shall be limited to the
Depaillnent's performance with respect to generally accepted veterinary medical practices
and state standards for the operation of animal shelters. The scope shall specifically
exclude any personnel issties that fall within the purview of the City Manager and any

unless or until replaced by the City Council, and shall Inc sub,jecl to rules applicable to other
City task J.'orces, The Animal Shelter,rask Force shall cease to exist upon accomplishnient
of the purliose Ior which it was created uriless earlier abolisiied by inaJority vote of the City
Couricil.
