The Meeting ends at 9:55 a.m. To add or make revisions, please call the City Manager's Office, 870-6140, before 3:00 P.M. , Monday, August 15, 1988 The purpose of the Pre-Council Conference held prior to a regular City Council Meeting is to allow the Mayor and Councilmembers to discuss infor- mally items on the agenda and to secure information from the City Manager and the staff. TEMS:1. Completion of the 1987-88 Street Maintenance Program by Contract (M&C C-11138 - Gary Santerre, Director. Transportation/Public Works Nancv Amos, Assistant Director of Transportation/Public Works, explained that the need for an intertund transfer to complete scheduled street maintanence projects comes trom a S75U,000 short-tall due to increases in costs of materials. 2. Golt Fees and Golt course Management Proposals (M&C G-7687) - Ramon Guajardo, Assistant Citv Manager Mr. Guajardo briefed the Council concerning the recommendations by staff for the golf program. Statt recommended that Council approve the tee structure and the tee per round as outlined in the M&C and that the Citv Manager be authorized to solicit proposals from the private sector to evaluate the advantages and disadvantages of private contracting. Council Member Garev Gillev stated that the surcharge per round would serve to penalize the frequent golfer over those who rarely play. He voiced his objection to this given the tact that it is the frequent player who supports the course the most. Mr. Gillev also stated that he telt that private golf carts should be permitted. Mr. Guajardo explained that carts were prohibited to all but elderly and handicapped because there is no wav for the citv to monitor them and that they cause the greatest amount of damage to the courses. 3. No. 731U) - Dallas Williams, Deputv Director, Transportation/Public Works Did not attend 5.Report on Financial Svstem Recommendations - A. Judson Bailitt , Finance Director - Judson Bailitt presented the new accounting system to the Council. The request for the new system, Management Accounting Reporting Svstem (MARS) , will be presented in an M&C in the two weeks. Mr. Bailitt also stated that the total system will be unique to Fort Worth because no other citv has the same needs. The hope is that Fort Worth will have the best system in the countrv.
