ITEMS:
1. PAYS Presentation - Douglas Harman. Citv Manager
Charles Boswell. Director of Management Services introduced the PAYS
winners.
2. Alliance Airport and North Fort Worth Update - David Ivorv, Senior
Assistant Citv Manager
Mr. Ivory presented a report which outlined the various Community
Facilities Agreements which are connected with the Alliance Airport.
Mr. Ivory stated that the Citv of Fort Worth is approximately at the
expenditure level that was expected at this time. Councilmember Gilley
stated that a great deal of the monev expended by the Citv_ will be
recouped when development begins.
The airport is expected to open in December of 1989.
3. Jail Status Reort - Bob Terrell, Assistant Citv Manager
Mr. Terrell reported that the Citv has experienced S32,000 in additional
costs because of the fail situation.
4. Street Maintenance Efforts - Gary Santerre, Transportation/Public
Works Director
Mr. Santerre stated that during the weekend ice storm. T/PW used a total
of 670 tons of sand in an effort to make the streets Dassable. He also
said that it will take approximately 6-8 weeks in order to clean up the
sand.
According to a recent survev. 47% of city streets were rated in fair or
better condition. T/PW will re-do each street every 12 years, with the
first priority being major arterial and collector streets.
5. Financial Forecast - Charles Boswell, Director, Office of Management
Services
Mr. Boswell stated that the Citv will realize 52.3 million savings
rather than the originally anticipated S1 million. This is due both to
increased sales tax revenue and to a reduction of spending.
The Citv will, however, experience a S14 million shortfall next vear.
6. Private Street Issues - David Ivory, Senior Assistant City Manager
and Wade Adkins. Citv Attornev

7. Committee to Review No Smoking Ordinance Revisions - Ramon Guajardo,
Assistant City Manager
Council authorized the formation of a committee which will investigate
needed revisions to the policy.
8. Review of EDA Application Process - Bob Terrell, Assistant City
Manager
An I.R. dated Mav 1988 stated that 58.5 million had been approved for
infrastructure improvements in the Stockyards area. Mr. Terrell stated
that anv projects which do not deal with infrastructures are not likely_
to be approved.

Mr. Boswell distributed a list of bills which the City_ is opposing and
supporting.
10. Update on Sludge Fire at Old Riverside Sewage Treatment Plant -
Larry McMillen. Fire Chief
Postponed until a later date.
11. Tree Maintenance Program - Ralph Emerson, Park and Recreation
Director
David Niven of the Forestry Division of Park and Recreation reviewed the
policv concerning the removal of trees. He stated that no trees will be
removed unless thev are dead or are causing a visual hazard.
12. Impact of Underground Storage Tank Regulations (Revised I.R. No.
7358) - Tom Davis, City Services Director
Mr. Davis stated that there are 275 25,000 gallon tank which will need
to be removed. He also stated that there will be an emormous cost to
the City if additional soil testing is also needed.
13. Air Oualitv Update - Rick Hav, Assistant to the Citv Manager
Mr. Hav reported that the EPA has deferred sanctions to the Fort
Worth/Dallas area because of great cooperation, however, Texas has a
long wav to go before compliance is met.
14. Update on Code Enforcement Activities in Rosemont - Tom Davis, City
Services Director
Working from a list received from the Rosemont Neighborhood Association.
Code Enforcement officers, during a saturation effort, made 900
inspections. Approximatelv 500 resulted in violations, 280 of which
have been abated.
15. The "Texas First" Plan - Bill Serrault. General Manager,
Southwestern Bell Telephone Companv
Mr. Serrault reviewed a new pian by Southwestern Bell which would freeze
rates for the next 5 vears.
Southwestern Bell is asking Council's endorsement of the Plan's concept
not approval of the rate freeze which will go before the Public Utilitv
Commission.
16. Ouestions/Answers Concerding Current Agenda Items - Douglas Harman,
Citv Manager

17. Selection of Architect for Preparation of Contract Documents for the
Animal Control Center (M&C C-11490) - Dr. Nick Currv, Acting Health
Director
550,000 will be transfered from Capital Projects Reserve Fund 10 to the
Speciallv Funded Capital Project Fund 35 to provide funds for
Architectural and Engineering services and miscellaneous costs.
A contract with Wadkins Associates will be executed to provide
professional service for plans, specifications and other contract
documents for the Animal Control Center for a lump sum fee of S45,600.
