THE PURPOSE OF A PRE-COUNCIL MEETING HELD PRIOR TO A REGULAR CITY COUNCIL MEETING IS
TO ALLOW THE MAYOR AND COUNCIL MEMBERS TO DISCUSS INFORMALLY ITEMS ON THE AGENDA AND
TO SECURE INFORMATION FROM THE CITY MANAGER AND THE STAFF. ALTHOUGH THE MEETING IS
OPEN TO THE PUBLIC, CITIZENS ARE REQUESTED TO RESERVE COMMENTS AND QUESTIONS FOR THE
SUBSEQUENT COUNCIL MEETING SO THEY WILL BE A PART OF THE PUBLIC RECORIS.

ITEMS:
1. Status Report on Le¢islative Issues - Charles Boswell. Director.
Office of Management Services
Mr. Boswell informed Council that the Citv of Fort Worth will officiallu
be on record in support of the three issues of Speaker Gib Lewis's crime
Dackaee.
Mr. Boswell also distributed material which outlined the progress of
each bill in the Citv's package.
2. Proposed Criteria and Guidelines for Tax Abatement to Oualifying
Downtown Residential Projects (I.R. No. 7357) - Ann Long Diveley.
Assistant Director, Economic Development
Council was briefed on the guidelines which Staff is recommending for a
possible tax abatement policy. The guidelines give Council the
flexibility to adjust the rent level for the housing project and the
number of veers abatement will be allowed.
Councilmember Gilley asked that Staff develop a forecast of what the
projected impact of the Bass project would be. He asked that Staff make
a determination as to how much tax revenue would be lost if the project
is developed and the abatement is given, and how much in taxes would be
paid if no development is made.
3. East First Landfill Extension - Ramon Guajardo, Assistant Citv_
Manager
The contract with Waste Management was extended for thirty_ days past the
original ending date. Mr. Guajardo stated that Waste Management is
requesting a thirtv day delay.
An M&C will follow next week which will set aside funds for the
reconstruction of Oakland Blvd.
Waste Management has proposed that they be allowed to pav the S750,000
owed the Citv in two installments. One installment to be made at the
end of the second veer of S250,000 and the remainder at the end of the
third year. This proposal would affect the rate of return which the
City could expect.
4. Citv Council Retreat - Douglas Harman, Citv Manager
The Council retreat will be held on February 24 and 25, 1989 at the
Botanic Gardens Conservatorv.
5. Financial Forecast - Charles Boswell, Director, Office of Management
Services
This item was rescheduled for a later date.
6. Ordinance Revising Boundaries of Single Member City Council District
Nos. 2, 3, 4, 6, and 7 Resulting from Annexations and Disannexation (M&C
G-7933) - Bill Wood, Assistant Citv Attornev
Mr. Wood stated that a report explaining and summarizing Fort Worth's
annexation policy and procedures has been forwarded to the Justice
Department.
7. Resolution Grantina Consent to the Creation of Tarrant Countv Fresh
Water Supplv District No. 1 - Councilmember Garey Gilley
Councilmember Gilley stated that this resolution will affect the
Smallwood Addition. The Citv has no legal right to provide water to the
addition and therefore, has no objection to the creation of the
district.
8. Questions/Answers Concerning Current Agenda Items - Douglas Harman,
City Manager
1. MSC FP-2535 - Second Partial Release of Retainage for the Will Rogers
Complex - Building B
This is a partial, rather than a final, payment.
2. MSC G-7927 - Authorization to Desien Street Imnrovements for
Lancaster Avenue
Mr. Harman stated that due to the fact that the Transportation and
Public Works Department has done so much work on this project, staff is
recommending that they finish the project rather than bidding it out of
house.

WANTS TO CONSIDER A PERIOD OF SHORTER THAN 10 YEARS. WANTS THIS IN THE
ORDINANCE. GILLEY - WANTS THE 10 YEAR FINANCIAL PROJECT WHICH WOULD PICKUP
SALES TAX SALES. NEW CONSTRUCTION AND WHEN THE INCOME COMES FORWARD. BUILT VS
NOT BUILT ALTERNATIVES. NEW CONSTRUCTION - WANTS TO RESTRICT ANY OFFICE SPACE.
LANCASTER WANTS TO LOOK AT ANY CITY COSTS. ( CAN THE DEVELOPMENT MODEL BE USED
