The Meeting ends at 6:55 p.m. To add or make revisions , please call the City Manager's Office, 870-6140, before 3:00 P.M. , Monday, October 3, 1988 The purpose of the Pre-Council Conference held prior to a regular City Council Meeting is to allow the Mayor and Councilmembers to discuss infor- mally items on the agenda and to secure information from the City Manager and the staff. ITEMS: 1. Ouestions/Answers Concerninc Current Azenda Items - Doup_las Harman. Citv Manager 11 Purchase of Goods. Materials. and Services M&C P-2983 - Purchase Crawler Tractor W/Dozer for the Water Department Judson Bailitt. Director of Finance, explained why staff is recommending that Darr Equipment be awarded the contract on a dozer for the Water Department even though their bid is not the lowest one received. According to Finance, AIS Equipment did not meet all the specifications outlined in the reauest for the bid. All companies were asked to submit bids which included a list of all options with dollar amounts which could be deducted. Mr. Bailiff advised Council that Darr Eauipment had done this. however. AIS did not. 2. Introduction of Mavor Helmut Schoer, Trier, West Germanv - Mavor Bob Bolen Mavor Bolen introduced Mavor Schoer from Trier. West Germanv to the Council. Mavor Schoer presented gifts from Trier to the Council. He also informed Council that KTCU Radio, Fort Worth. has agreed to broadcast a one hour tape each week which will tell listeners about what is happening in Trier, West Germany. 3. Update on Drug Enforcement Ettorts - Chiet Thomas Windham, Police Department Deputv Chiet David Dees presented information to Council regarding "Crack Houses" and the problems they are causing in certain neighborhoods. The majority of these houses have been condemned by Code Entorcement and are awaiting demolition. :Mavor Bolen assured Deputv Chiet Dees that the Council was prepared to approve anv action the police department needed and would push through the demolition of these houses. Councilmember Gillev questioned the whereabouts of the owners of these houses and what their responsibility is in this matter. Highland Hills Recreation Center ( I. R. No. 7323) - Ralph Emerson. Park and Recreation Director Mr. Emerson gave Council an update on the progress of the project. He reported that the proiect was still within the budget. 5. Verification of Construction Funds and Establishment of an Endowment for Zoo Exhibits ( I.R. No. 7324) - Ramon Guaiardo, Assistant City Manager Mr. Guaiardo stated that a procedure has been established to ensure that agreement can be reached on the actual amount of funds raised for zoo exhibits by the Zoo Association. He also distributed material which outlined three ways to veritv the availability of tunds for the operation and maintenance of the exhibit.
