CITY OF FORT WORTH AMBULANCE RATE/SUBSIDY OPTION ( I .R. No. 7397 ) - BOB TERRELL, ASSISTANT CITY MANAGER Mr. Terrell reviewed the current ambulance rate/subsidy system. Currently , the city's entire subsidy goes to cover Medicare costs and the reduced subscription program for individuals over the age of 60 . Approximately 2 ,800 households took advantage of the reduced subscription option. Under this system, the city has written off approximately $1 . 1 million. This write off occurs because of the difference between the total bill and what is recoverable from Medicare. The proposed change would take the city back to the old subsidy plan which was changed in November , 1988 . The senior citizen subscription would rise from the current $20 level to $49, the amount everyone else currently pays . The city would no longer be responsible for billing Medicare. Finally, the average ambulance call charge will drop from $387 to $312 . Council members were assured that no one will be denied service because of an inability to pay. 2 . DEAD ANIMAL PICK-UP - TOM DAVIS, CITY SERVICES DIRECTOR Mr. Davis reported that the current dead animal program has the Solid Waste Division being notified by Animal Control when a complaint is made. He stated that pick-up should take no more than 1 day following the complaint . Solid Waste is responsible for pick-up Monday-Friday 8 :00 A.M. to 5 :00 P.M. . The Public Health Department covers weekends . 3 . HEALTH DEPARTMENT PARKING GARAGE - RAMON GUAJARDO, ASSISTANT CITY MANAGER Mr. Guajardo notified Council that officials at John Peter Smith hospital need an answer from the city by the end of September. He presented proposed financing options for the garage. These options are based upon 800 parking spaces , 200 for Public Health Department employees , 250 for John Peter Smith employees , and the remaining 350 for the public. The financing options proposed show the garage being able to pay for itself over a 8-10 year debt period. The city has purchase options on two parcels of land at the site. Possible problems with the proposed options are that Council will be required to set rates, a political problem, and the fact that the public is now able to park for free at the current Public Health facility. Councilman Murrin expressed his view that the city may want to build the garage so it will have some control over its management and use. 4. UNDERGROUND STORAGE TANK UPDATE - RICHARD HAY, ASSISTANT TO THE CITY MANAGER Mr. Hay reported that there were 8 responses to the city's RFP for management of the underground storage tank program. Extensive review of these proposals resulted in the selection of Brown and Caldwell . Negotiations with Brown and Caldwell have been completed, and Council will be asked to vote on the contract next week. The proposed plan consists of five steps : 1 . An inventory and review of all existing tanks; 2 . A corrosion evaluation to identify those tanks requiring attention; 3. the creation of a compliance schedule; 4. the creation of contract documents and specifications for the removal of the tanks , and; 5. the actual construction services . Brown and Caldwell will not be involved in the actual construction phase. 5. PROPOSED GOALS FOR EAST FORT WORTH PROGRAM (M&C C-11781) - BRUCE McCLENDON, PLANNING DIRECTOR Mr. McClendon reviewed the proposed program. It involves a $20 ,000 contract with Goals for East Fort Worth, Inc. to utilize citizen participation in creating a plan of action for East Fort Worth. This may serve as a prototype for a future city-wide program. There was some concern among Council members about the boundaries of "East Fort Worth" . 6. PURCHASE OF TRI-COUNTY WATER SYSTEM - RICHARD SAWEY, WATER DIRECTOR Mr. Sawey reported that there will be a hearing in Austin on August 18th to seek a certification of convenience and necessity for the purchase of the system. The proposed system is in north Fort Worth, and consists of 1 street and 27 customers . The expected purchase price is less than $30 ,000 . 7 . CONTRACT WITH FREILICH, LEITNER, CARLISLE AND SHORTLIDGE, A PARTNERSHIP FOR IMPACT FEE STUDY Mr. Sawey reported that the city has been waiting since 1987 to observe any changes in state laws concerning impact fees. There is now a June, 1990 deadline to comply with state laws . The proposed study will review all city development policies to make sure they comply with state laws . Councilman Gilley noted that any outside consultant fees can be recovered through the impact fees . 8. ALLIANCE AIRPORT M&C' s AND RELATED DOCUMENTS (M&C G-8156 , M&C G-8159, M&C C-11798 , M&C C-11799, M&C C-11800 , M&C C-11801 , M&C C-11802 AND M&C C-11803) - DAVID IVORY, SENIOR ASSISTANT CITY MANAGER Mr. Ivory reviewed the substance of each M&C, with Council holding comments until the scheduled executive session. 9.
