1. Resolution Appointing Presiding Judges and Alternate Presiding Judges for
Special City Council Elections on July 12, 1986, and Fixing Compensation -
Delayed 1 week
2. Adoption of Ordinance on First Reading Annexing 1,216.5 Acres in Richardson
Ranch Addition
Councilwoman Wetherby: Doesn't it have to lie in one district? (Bilardi: The
annexation adjoins 2 council districts.)(Adkins: Prior to the election, the
Council would be -asked to adopt an ordinance to determine which district to put
it in.)
MSC G-6696 - Establishment of Economic Development Office - Councilman Lancaster
voted "no."
MSC G-6697 - Declaring Sufficiency of Fort Worth Improvement District No. 1
Petitions, Appointing Advisory Body and Directing City Manager to Prepare
Various Items
Mr. Lloyd Miles spoke against the action.
Mr. Miles: As I understand it, this is a 5-year agreement. (Adkins: A service
plan for 5 years must be adopted, but the self-destruct plan would allow the
contract to terminate in 3 years.)
Mr. Miles: I would have no objections to this if the City were in control of
this. (Adkins: There are 2 ways the services can be provided--through city
forces or through a contract on which Fort Worth, Inc. could be a bidder.)
Councilman Zapata voted no for this item.
MSC C-9684 - Contract for the Installation of Community Facilities for Randol
Mill Road - Test of Woodhaven Boulevard to I-820
Mr. Van Chandler spoke in opposition to any assessment. He stated that the City
had an opportunity to assess the developer and did not.
Councilman Lancaster: I don't have any letter indicating there would be an
assessment, is there? (Santerre: this project will probably have some
assessment. State law requires any assessment be placed on any propert
receiving enhancement. I can't say that those properties in questioa #a%`ncRFZT."Awl
have any assessment, I don't think there will be.) Lancaster: If you`°d�3
receive an actual assessment letter that would be the proper time to ` �e Ct !

Mr. George Carroll voiced his opposition to any assessment based on his
perception of Randol Mill Road as a city thoroughfare as opposed to a
neighborhood road.
Mr. Bill Long said he thought any improvements should be financed through bonds.
Z-86-76 - delayed until next scheduled zoning meeting
Z-86-68 - continued for 2 months until district is represented (August 5, 1986)
