The purpose of the Pre-Council Conference held prior to a
regular City Council Meeting is to allow the Mayor and
Councilmembers to discuss informally items on the agenda
secure information from the City Manager and the staff. DFF�C RECORD
Although the meeting is open to the public, citizens are
requested to reserve comments and questions for the subseq SECRETARY

1. CONFERENCE ON NEIGHBORHOODS - "NEIGHBORHOODS, FORT WORTH: PARTN
PROGRESS" (I.R. NO 7127) AND SOLICITATION OF FUNDS FOR NEIGHBORHOOD CONFERENCE
AND RETREAT (MSC G-6701)
Ramon gave a brief history of the organization and how the idea of the
conference came into existence.
Mr. Calderone spoke briefly and pointed out that although objectives of the
organization are to educate and inform the citizenry, skills development is also
important. As a result two major components of the conference will deal with
skills development and networking.
Dr. Crow commented on the importance of tying the City, League of Neighborhoods,
and the neighborhood council together.
2. RESPONSE TO THE DRAFT REGIONAL ENVIRONMENTAL IMPACT STATEMENT TRINITY RIVER
AND TRIBUTARIES (MSC G-6706)
Gary Santerre briefly explained that this item responded to the Council's
request on information brought to their attention 2 weeks ago
3. REQUESTED ACTION CONCERNING APPOINTMENT OF ADVISORY BOARD AND SETTING PUBLIC
HEARING ON PROPOSED FORT WORTH IMPROVEMENT DISTRICT NO. 1 (MSC G-6707)
Wade explained what the action taken today meant and the reason why it needed to
be taken. He explained that the 23 names of property owners who were identified
to be on the board were suggested by Downtown Fort Worth, Inc. Ten additional
members are to be appointed with 9 of them being Council recommendations and 1
staff person from the Manager's office. David and Ruth Ann were mentioned as
the staff people involved. Wade recommended that the 23 identified members be
acted on today, and that action on the other 9 be continued until a later date.
Bolen: Wade, has your office reviewed the numbers to make sure they conform?
Adkins: Yes sir.)

we? (Adkins: There would be a public hearing July 9, there would be ��;;,
notice published in the paper, and letters would be mailed to property 'rs�� ���
After the public hearing, you would have 6 months to decide on whether tEJJTe0WM
the district or not. Action on this MSC would not approve the distric
would appoint the advisory board. (Bolen: One of the things we do is affoiyffigg,
the advisory board to help us decide what to do, but right now we don' My'
anything to vote on.) (Williams: One of the problems I have with this is we are
stacking the deck that the district will be set up. Where are the citizens?
When do we find out if they want us to spend $85,000 of their money on this?
Adkins: You've already taken action saying an advisory board would be
appointed. By state statute you don't have to do that though.
Bagsby: Do the other 16 people belong to Downtown Fort Worth, Inc.? (McKinney:
Some of them do. We've been working to identify some other people downtown.
We're trying to find some minority business leaders.) (Bagsby: Is there some
way we could change the percentages?) (Adkins: More than 50% of owners of
record or more than 50% of the land owners plus 50% of the owners of the
appraised value are the state statute requirements that have to be satisfied.)
(Bagsby: I was wondering if we could structure the board some other way. With
23 members from Fort Worth, Inc. an independent voice still would not be heard.)
(Adkins: You could increase the number of people on the board, but the
composition of the board has to comply with state statutes.) (Bagsby: I'd like
to see staff come up with some equation to give the independent voice a little
more influence.)
Devero: We felt it is proper that the 23 members be there because these people
make up 78% of the value and 57% of the taxable land area. If you get much more
than 33 people, you get a little unworkable. We think that the proportion
should remain the same; however, we'll do whatever the council suggests.
Adkins: If you decide you want to carry over the M&C , we would probably have
to change the date of the public hearing. The disadvantage of carrying the
advisory board would be they wouldn't have much time to look into this before
the public hearing. (Bagsby: We could make this a temporary board, but I'd
still like to see a permanent advisory board that gives the minority voice a
say. It's not my idea to vote against this. This train is running and I don't
want to get run over.)
Wetherby: 'Jim brought up a good point, I think there should be a city staff and
council member on the board.
4. ORDINANCE AMENDING ORDINANCE NO. 9633, COMBINING THE POLLING PLACES FOR
PRECINCT NOS. 1237, 1251 AND 1300 WITH THE POLLING PLACE FOR PRECINCT NO. 1150
AND COMBINING THE POLLING PLACES FOR PRECINCT NOS. 4274 AND 4341 WITH THE
POLLING PLACE FOR PRECINCT NO. 4120 (M&C G-6710)
Ruth Howard gave an overview of what the two council agenda items involved.
Williams: Mr. Newkirk and others who have represented Como have been responsive
to the groups in that area. They are a strong cohesive voting block.
Bolen: What about this 3,000 magic number, what does that mean? (Adkins: It
involves voting precincts, not polling places.) Bolen: Do you have time to
amend these and get it to the justice dept. in time for the election? (Wood:
We would be combining 3 precincts into 1 polling place which we did in the bond
election. I understand that will have a positive effect on their acceptance of
this.)
Bolen: Are we doing this on this election only? (Howard: I had an1 i

5. FORT WORTH 150 QUARTERLY REPORT
Jane Schlansker updated the Council on Sesquicentinnial activities and the wagon
train that will be coming to town. The train will arrive at Gateway Park at
2:00 p.m. on July 2, and there will be a dinner at 5:30 p.m. It will leave on
July 3, at 10:00 a.m. , arrive downtown around 11 :00 a.m. , and arrive at the
reviewing stands at 12:00 p.m.
6. PROPOSED CODE ENFORCEMENT ORDINANCE (I.R. 7128)
Herman Stute spoke briefly on the ordinance and Uly Ford also commented. Uly
pointed out some major changes and/or improvements to the ordinance:
-provides enforcement for non-enclosed swimming pools
-eliminates storage on front porch or hanging clothes in front yard
-code enforcement inspectors would be able to deal with junked vehicles on
public right-of-way as well as private right-of ways
7. PRELIMINARY SALARY ISSUES FOR FY 86-87 (I.R. NO. 7129)
Charlie Shapard pointed out some of the highlights of the proposal.
