The purpose of the Pre-Council Conference held prior to a regular City
Council Meeting is to 'allow the Mayor and Councilmembers to discuss infor-
mally .items on the agenda and to secure information from the City Manager
and the staff. Although the meeting is open to the public, citizens are
requested to reserve comments and questions for the subsequent Council
meeting so they will be a part of the public record.

1 . PRELIMINARY SALARY ISSUES FOR FY 86-87 (I .R. NO. 7129) - CHARLIE SHAPARD,
PERSONNEL DIRECTOR
Charlie Shapard gave a presentation on Preliminary salary issues for 1986-87.
A brief discussion on salary trends was presented. Along with turnover data.
Preliminary staff considerations and recommendations were presented. Mr.
Shapard noted that there would not be enough funds available to grant any
across-the-board increases. Therefore, no across-the-board increases are being
considered.
Councilman Garrison questioned whether employees have been approached about the
"Additional Step Increase" procedure. There was concern of this procedure and
its potential problems. Mayor Bolen was concerned with ,the transition of step
increases and block ins.
Councilman Williams questioned the rate of inflation for this budget (86-87).
There was difficulty in this area due to the fact that different ranges are
used to measure different budget areas.
Primarily the Council were concerned with the total dollar amount that will be
used including across-the-board cuts.
2. BRIEFING ON STREET CONDITIONS - GARY L. SNATERRE
Slides were presented by Mr. Santerre. The presentation consisted of street
conditions throughout the City. Primarily streets with potholes and water
problems were shown. Additionally slides were shown "after" work was
implemented on streets.
Mayor Bolen questioned whether seal coating streets was a new product. Mr.
Santerre said that it was .
General questions were asked about the seal coat procedure. Concerns of
whether a City crew or Contractors is used for this procedure. Gary indicated
this procedure is done by a Contractor.
Gary passed out two handouts: "Status of Street Maintenance Activities by
Contract" and "Street Maintenance Accomplishments in Lane Miles". Both
provided statistical information.
Mayor Bolen asked whether resurface recycling could be reduced and trarrsfellcu

3. STORM REFUSE COLLECTION UPDATE CITY SECRETARY
Mr. Ford presented an update of current conditions throughout the Cig WMA TEX.
total there have been 14 days of overtime used and possibly mo
needed. $123,500 has been used in overtime cost.
Trash Collection has been projected to be back on schedule by July 21 (assuming
all goes well ) .
Councilman Lancaster was concerned with the City Services Survey response on
garage collection. He wanted to know who was responsible for the positive work
done.
4. AMBULANCE UPDATE - COUNCILMAN WILLIAM N. GARRISON
Tom Morgan provided update in difficulty finding a consenting insurance company
(malpractice, general liability, auto) .
Otherwise, the City has not been able to locate an Insurance Company, and lacks
coverage.
5. RESIDENTIAL HOMESTEAD TAX EXEMPTION (M&C G-6699 and I .R. NO. 7132) - A.
JUDSON BAILIFF, FINANCE DIRECTOR
A 20 percent RHTE would amount to about $1 .3 million.
Mayor Bolen asked if the gap between residential and commercial is closing.
Is the City at a comfortable level?
Thus far, his office received many calls. He cannot answer what the problem is
to the public, because he is unclear.
Wetherby: What does it do to the 8%? Support 20% RHTE. Protest has been very
mild.
6. FORT WORTH IMPROVEMENT ASSESSMENT DISTRICT NO. 1 ADVISORY BOARD - WADE
ADKINS, CITY ATTORNEY
Ruth Ann McKinney presented a list of additional appointments for the Board, at
least one for each district.
There will be a meeting before the public meeting.
The Mayor expressed concern about both David and Ruth Ann on the Committee.
One appointment will be reserved for the new District 7 Councilmember.
Appointments need to be made today.
