AN ORDINANCE AMENDING SECTION 1601 (a) OF CHAPTER
16 OF ORDINANCE NO, 4155 OF THE BUILDING CODE OF
THE CITY OF FORT WORTH, TEXAS, WHICH SECTION
ESTABLISHED A FIRE DISTRICT AND DIVIDED SUCH
FIRE DISTRICT INTO FIRE ZONES ONE, TWO AND THREE;
BY REDEFINING THE TERRITORY OF THE CITY OF FORT
WORTH INCLUDED WITHIN AND DESIGNATED IN SUCH
FIRE ZONES; ATTACHING A MAP OF SUCH REDEFINED
FIRE ZONES; PROVIDING A SEVERABILITY CLAUSE; RE-
PEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
NAMING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION 1,
That Section 1601 (a) of Chapter 16 of Ordinance No, 4155,
the Building Code of the City of Fort Worth, defining and de-
scribing fire zones be and the same is hereby amendedso that
the same shall hereafter be and read as follows:
"Sec. 1601, (a) Fire Zones Defined..
"For the purpose of this Code, the entire City is
hereby declared to be and is hereby established a
Fire District and. said Fire District shall be di-
vided. into Fire Zones One, Two and. Three and each
shall include such territory or portions of said
City as designated herein.
"Fire Zone One is an area known as the Central
Business District of City as shown on the attached.
'Map Showing Fire Zones ' and being more particular-
ly described as follows:
BEGINNING at the intersection of the cen-
ter line of Florence Street and West Belk-
nap;
THENCE in a northeasterly direction along
the center line of West Belknap to its
intersection with the center line of Pecan
Street;
THENCE in a southeasterly direction along
the center line of Pecan Street to its
intersection with East Fourth Street;
THENCE in a southwesterly direction along
the center line of East Fourth Street to
its intersection with the center line of
Jones Street;
THENCE in a southeasterly direction along
the center line of Jones Street to its
intersection with the center line of the
East-West Freeway;
THENCE in a westerly direction along the
center line of the East-West Freeway to
its intersection with the center line of
West Lancaster;
THENCE in a northwesterly direction along
the center line of West Lancaster to its
intersection with the center line of
Florence Street;
THENCE in a northerly direction along the
center line of Florence Street to its in-
tersection with the center line of West
Fifth Street;
THENCE in a westerly direction along the
center line of West Fifth Street to its
intersection with the center line of
Florence Street;
THENCE in a northerly direction along the
center line of Florence Street to a point;
THENCE in a northwesterly direction along
the center line of Florence Street to its
intersection with the center line of West
Belknap and the point of beginning.
"Fire Zone Two is an area on the periphery of the
Central Business District of said City as shown on
the attached 'Map Showing Fire Zones ' and being more
particularly described as follows:
BEGINNING at the intersection of the center
lines of West Belknap and Henderson Street;
THENCE in a southeasterly direction along
the center line of Henderson Street to its
intersection with the center line of West
Fifth;
THENCE in a southerly direction along the
center line of Henderson Street to a point,
said point being on the center line of the
Texas and Pacific Railroad tracks;
THENCE in a northeasterly direction along
the center line of the Texas and. Pacific
Railroad tracks to a point, said point be-
ing approximately 600 feet south of the
center line of the East-West Freeway;
THENCE in an easterly direction along the

center line of the Texas and Pacific Rail-
road tracks, andparallel to the East-West
Freeway, to its intersection with the cen-
ter line of the Santa Fe Railroad. tracks;
THENCE in a northwesterly direction along
the center line of the Santa Fe Railroad
tracks to a point, said point being on the
center line of Ninth Street;
THENCE in a northerly direction along the
center line of the Santa Fe Railroad. tracks
to its intersection with the center line of
Bluff Street;
THENCE in a southwesterly direction along
the center line of Bluff Street to its in-
tersection with the center line of Taylor
Street;
THENCE in a southeasterly direction along
the center line of Taylor Street to its
intersection with the center line of West
Belknap;
THENCE in a northeasterly direction along
the center line of West Belknap to its in-
tersection with the center line of Pecan
Street;
THENCE in a southeasterly direction along
the center line of Pecan Street to its in-
tersection with East Fourth Street;
THENCE in a southwesterly direction along
the center line of East Fourth Street to
its intersection with the center line of
Jones Street;
THENCE in a southeasterly direction along
the center line of Jones Street to its in-
tersection with the center line of the
East-West Freeway;
THENCE in a westerly direction along the
center line of the East-West Freeway to
its intersection with the center line of
West Lancaster;
THENCE in a northwesterly direction along
the center line of West Lancaster to its
intersection with the center line of
Florence Street;
THENCE in a northerly direction along the
center line of Florence Street to its in-
tersection with the center line of West
Fifth Street;
THENCE in a westerly direction along the
center line of West Fifth Street to its
intersection with the center line of
Florence Street;
THENCE in a northerly direction along the
center line of Florence Street to a point;

THENCE in a northwesterly direction along
the center line of Florence Street to its
intersection with the center line of West
Belknap;
THENCE in a southwesterly direction along
the center line of West Belknap to its in-
tersection with the center line of Henderson
Street and. the point of beginning.
"Fire Zone Three consists of all areas within the
City Limits of said City which are not in Fire Zone
One or Two, "
Whenever in this Code reference is made to any fire zone
it shall be construed to mean one of the fire zones established.
and determined by this ordinance. Attached hereto is the "Map
Showing Fire Zones" which is expressly incorporated herein and.
made a part of this Code.
SECTION 2.
Should. any section, clause or provision of this ordinance
be declared by any court of competent jurisdiction to be un-
constitutional, such decision shall not affect any other por-
tions of this ordinance other than the section, clause or pro-
vision so declared to be unconstitutional.
SECTION 3,
That all ordinances and parts of ordinances in conflict
herewith shall hereafter and are hereby repealed and of no
further force and effect.
SECTION 4,
That this ordinance shall become effective and be in full
force and effect from and after the date of its passage and. it
is so ordained.

The Fort Worth Building Code divides the City into fire zones to provide special
fire protection requirements for high value and densely built up areas.

The construction material requirements are based primarily on the type occupancy,
height and area of the buildings, but the following generalities may be made;
in general, office buildings of four stories or greater in height must be con-
structed of masonry or fire protected steel in every section of the city.
In Fire Zone 1, which is the high value downtown area, all structures regardless
of height must be constructed of masonry or fire protected steel. This includes
all interior as well as exterior walls.
Fire Zone 2 is a ring around Fire Zone 1 and has slightly less stringent require-
ments. Structures erected in Fire Zone 2 are required to have masonry or fire
protected steel in the exterior walls only.
The rest of the city not included in Fire Zones 1 and 2 is defined as being
Fire Zone 3.
Original Fire Zone Limits
On February 28, 1928, an ordinance was passed adopting fire zone limits which
have remained essentially the same for over 40 years (See Exhibit "A" (1928)
and Exhibit "B" (Current) . Fire Zone 1 was confined to the Central Business
District, and Fire Zone 2 covered the balance of the commercial areas within
the city that were rapidly expanding at that time. Fire Zone 2 included four (4)
finger-like projections extending from the Central Business District out (1)
North Main Street, (2) West Seventh Street, (3) South Main and Magnolia Streets
and (4) East Lancaster Street. The purpose of these fingers was to provide
fire breaks within the residentially developed areas of the city to prevent a
sweeping conflagration from spreading throughout the residential areas of the
city. The placing of special construction requirements on these finger-like
areas outside of the Central Business District has resulted in reduced develop-
ment and redevelopment activity in these areas. The greater fire restrictions
have spurred the development of properties adjacent to the zoned areas due to
the more economical construction requirements. An example of this is Magnolia
Street. This area has had little redevelopment, while the adjacent area,
Rosedale Street, has flourished. Another example is the development outside
of the limits on both sides of North Main Street.
Primary Purpose of Fire Zones
It is now generally accepted that the primary purpose of fire zones is to pro-
tect high-value, densely-developed, commercial areas from a sweeping conflagra-
tion. Modern building codes and construction methods afford the same degree
of protection in Fire Zone 3 as was earlier provided by Fire Zone 2 require-
ments . Because the areas surrounding the fingers of the existing Fire Zone 2
have redeveloped into commercial and industrial areas with buildings constructed
of non-combustible or fire-rated materials, these finger zones no longer serve

their intended purpose. The Building and Fire Code Review Committee has
recommended that these finger zones be deleted.
Proposed Limits of Fire Zone 1
The Building and Fire Code Review Committee has further recommended that Fire
Zone 1, which requires semi-fireproof construction, be expanded to cover the
Central Business District as outlined on the proposed fire zone map labeled
"Exhibit 'C". The proposed limits for Fire Zone 1 are the East-West
Freeway on the south (a natural barrier) , Jones and Pecan Streets on the east,
Belknap Street on the north, and Florence on the west.
Proposed Limits of Fire Zone 2
The Building and Fire Code Review Committee has recommended that the area
covered by Fire Zone 2 be reduced to cover only the following areas: the
area between Florence and Henderson Streets on the west, the area between
the East-West Freeway and the Texas and Pacific Railroad on the south, the
area bounded by Pecan and Jones Streets and the Santa Fe Railroad on the
east, and the area between Bluff Street and Belknap on the north as shown
on the proposed Fire Zone Map.
Recommendation
It is recommended that the attached ordinance revising the fire zone limits
be adopted.
