AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $1,030,473.00 SUBJECT TO RECEIPT OF
GRANTS FROM THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS, FOR
THE PURPOSE OF FUNDING PROJECTS IN THE ENVIRONMENTAL MANAGEMENT
DEPARTMENT; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2003-2004 and
in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $1,030,473.00, subject to receipt of grants from the North Central Texas
Council of Governments, for the purpose of funding projects in the Environmental Management Department.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 15636 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorization for Grant Applications to North .Central Texas Council of Governments for
Environmental Projects
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to submit the following grant applications to the North Central Texas
Council of Governments (NCTCOG) for the purpose of funding projects in the Environmental
Management Department in the following amounts:
a) Environmental Collection Center (ECC) Disposal and Supply Deferment - $165,000;
b) "Recycling Right" Education program - $52,000;
c) Illegal Dumping Community Cleanup - $12,500;
d) Master Composter Training Program - $9,950;
e) Handheld Ticket System for Code Officers - $27,495;
f) Reduce Illegal Dumping - $11,017;
g) Illegal Dumping Surveillance - $19,819;
h) Labor Detail Transportation - $41,982;
i) Drop-Off Station Equipment and Promotion - $236,420;
j) Refrigerant (Freon) Extraction Units - $10,338;
k) Self Injector Needle Disposal and Education Outreach Program - $7,500;
I) Multi-Family and Commercial Sector Solid Waste Management and Action Plan - $132,559;
m) Solid Waste Violation Deferred Adjudication program - $26,400; and
n) Bottle Bounty Program - $233,793..
2. Authorize the City Manager to accept and execute the NCTCOG grant contracts, if awarded; and
3. Authorize the use of $20,964, $19,504 and $3,232 in cash and in-kind personnel services,
respectively, from the Environmental Management, Solid Waste and General Funds as matching
funds for these grants; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations up to
$1,030,473 in the Grants Fund subject to receipt of the funds.
DISCUSSION:
The Environmental Management Department is applying for the following grants for program enhancements
at the Environmental Collection Center and for the Education and Solid Waste Divisions:
Environmental Collection Center Disposal and Supply Deferment Grant
The Environmental Collection Center is requesting $135,000 in funding to help offset the cost of disposal for

almost 2 million pounds of hazardous waste per year. $30,000 in funds will also be requested to reduce the
cost of approximately 1,500 drums and 250 cubic yard boxes utilized per year. Staff will provide in-kind
services in the amount of $20,000 for consolidation and packaging of waste prior to disposal.
"Recycle Right" .Education Program
$52,000 in funds are being requested for the City's Environmental Management "Recycle Right" education
program which is designed to educate citizens young and old how to recycle, reuse and reduce; facilitate
changes in attitudes about recycling; promote waste minimization; and promote public awareness of the
benefits of recycling. To facilitate the "Recycle Right" education program, four full time temporary positions
are needed for six months to conduct door-to-door education for 158,000 households within the city limits of
Fort Worth. The estimated cost is $52,000. Staff time for supervision will be used as an in-kind match in
the amount of $4,501.
Illegal Dumping Community Cleanup
To reduce littering and illegal dumping, the Environmental staff will organize a citywide cleanup in the Fall
that focuses on illegal dump sites. Volunteers from neighborhood associations, Citizens on Patrol groups,
and businesses in the identified areas of each Council District will be solicited to participate in this cleanup
effort. Funding of $12,500 is needed for promotion materials, cleanup supplies, trash disposal and volunteer
appreciation items. The in-kind match amount for the grant is $1,323.
Master Composter Training Program
The City will use this grant to establish a Master Composter certification program to educate the public
about the financial and environmental benefits of composting at home. The Texas Commission on
Environmental Quality created this "train the trainer" style program to spread the compost message
exponentially. An initial group attends the formal training, and then must spend 20 hours of volunteer time
teaching others about composting in order to receive their certification from the state. A free compost bin is
offered as an additional incentive upon completion. $9,950 is being requested to fund supplies for two
courses for a total of 80 people including an instructor, books, compost bins, composting worms, compost
thermometers, t-shirts, door prizes, information "wheels", and the training room. The in-kind match amount
is $1,685.
Handheld Ticket System for Code Officers
Purchase of six Mobil Cite units to be used by Solid Waste code compliance officers in the field to quickly
and accurately issue any type of citation to violators, including multiple violations on a single citation and
printing out the citation on site. Funds requested for six units total $27,495.
Reduce Illegal Dumping
Reduce the chronic illegal dumping on 20 City-owned vacant lots by installing a chain link fence in front of
the access point to these vacant lots. Posting two NO DUMPING signs in front of each property, thereby
encouraging the community to report any illegal dumping activities. Grant funds in the amount of $11,017
will be requested to purchase and install the fence and signs at 20 sites.
Illegal Dumping Surveillance
The overall goal is to identify and prosecute illegal dumping offenders using two surveillance video cameras
as a tool for Solid Waste Code Enforcement officers to present to the courts. The purchase of two
CamoCam III Surveillance Systems. will cost an estimated $19,819.
Labor Detail Transportation
Grant funds will provide transportation for~personnel provided by the Tarrant County Sheriffs Office to clean
up litter along the roadside in both urban and rural areas. The cost to purchase a 21-passenger bus is
estimated at $41,137, plus an additional $845 to place public information messages about littering, illegal
dumping, recycling, etc. orn-the sides of the bus.
Drop-Off Station Equipment and Promotion
The grant request is for funding of $236,420 to purchase equipment and promotional materials for the four

drop-off stations to be constructed during calendar year 2004. Each of the drop-off stations will need ten
each open-top 40-cubic and roll-off boxes for bulky materials, and one stationary compactor unit per site for
garbage. The estimated cost is $119,800 for the roll-off boxes and $70,620 for the compactors. $46,000 in
funding is being requested for newspaper ads (English and Spanish), a direct mail brochure, and water bill
insert that will be utilized to create public awareness and promote the drop-off stations. Personnel services
in the amount of $732 are associated with this grant.
Refrigerant (Freon) Extraction Units
The ,purchase of two Freon extraction units and refrigerant identifier units will provide amuch-needed
service at the future drop-off stations and the Environmental Collections Center (ECC). As citizens drop off
items that contain refrigerants, a trained member of the Environmental Management Department will extract
the refrigerant, making the old appliance safe for either disposal or recycling for scrap metal. The estimated
amount requested is $10,338.
Self Injector Needle Disposal Education and Outreach Program
This program will test a sharps disposal by mail program and determine its effectiveness in reducing the
occurence of improperly disposed sharps. $7,500 in funds will be requested for the purchase of the sharps
containers, disposal cost, and a statistical analysis of use and results.
Multi-Familyand Commercial Sector Solid Waste Management and Action Plan
The next step in modernizing the solid waste management actions of the City is. to affect the multi-family
and commercial waste streams. In order to effectively examine and implement a program, a plan defining
the waste stream and identifying operational options will need to be prepared. The .identified funding
needed ($132,559) is for the development of amulti-family and commercial sector solid waste managment
and action plan and for the salary of a commercial recycling coordinator. The coordinator will support the
development of the plan, and work with apartment complexes and businesses to implement the plan.
Solid Waste Violation Deferred Adjudication Program
In an effort to increase education, create goodwill in the community, and help alleviate a potential burden on
the Municipal Court system, we propose to create a deferred adjudication for solid waste violations. Similar
to defensive driving school, this course would require violators to attend a 4-hour class session where solid
waste programs, concepts, and rules are covered, and also perform 8 hours of community service in the
solid waste field. An estimated $26,400 in funding for this project covers the creation of a classroom video,
teacher's manual, and a supply of student handbooks. Video production oversight and teacher time will be
provided as an in-kind match by the City in the amount of $2,956, and community service supervision will
be a cash match of $9,846 from the Solid Waste Fund.
Bottle Bounty Program
The City, in partnership with the Presbyterian Night ,Shelter and other community partners, is planning to
build on~the success of the pilot program by recycling the glass collected and expanding to neighborhoods
thoroughout the City. The expanded program would supplement "paid for" bottles with "free" bottles from
bars, which would divert them from the landfill, save the businesses on waste disposal costs, and allow the
program to become less dependent on outside funding. The grant request is for $233,793 to lease a
vehicle and trailer and provide staffing, including paying the homeless -the piece rate of .03 cents a
bottle. In-kind match will be personnel services for program oversight in the amount of $2,657 from the
General Fund.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the. above recommendations, adoption of the attached
appropriation ordinance, and receipt of the grant, funds will be available in the current operating budget, as
appropriated, of the Grants Fund.
