AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $11 638.66
FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING THE
PURCHASE OF BULLETPROOF VESTS FOR LAW ENFORECMENT
OFFICERS; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2003-
2004 and in the Budget of the City Manager there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $11 638.66 from available funds for the purpose
of funding the purchase of bulletproof vests for law enforcement officers.
SECTION 2
That should any portion, section or part of a section of this ordinance be declared invalid
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 15636 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed

Acceptance of Grant Under the Bulletproof Vest Partnership Grant Act of 1998
RECOMMENDATION
It is recommended that the City Council:
1 Authorize the City Manager to accept a grant from the U S Department of Justice in the amount of
$11 638 66 for funding under the Bulletproof Vest Partnership Grant Act of 1998 and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriation in the
Grants Fund by $11 638 66 from available funds
DISCUSSION
The Department of Justice Office of Justice Programs is providing funds to jurisdictions to purchase
bulletproof vests for law enforcement officers The program requires that each jurisdiction must provide at
least 50% of the cost of their vests. Only ballistic resistant vests certified by the National Institute of Justice
are eligible under this program
During the eligible application period from June 2003 through March 2004 the Police Department
purchased 161 qualifying bulletproof vests at a cost of $111 532. The vests were purchased for new police
officers graduating from the academy under the Crime Control and Prevention District (CCPD) Fund and
replacement vests for active police officers were purchased from the General Fund The grant allows for
50% funding however limited federal funds will provide only a reimbursement of $11 638 66 Since the
vests were purchased with CCPD and General Fund dollars expenditures will be moved from these funds
to the Grants Fund
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance funds will be available in the current operating budget, as appropriated in
the Grants Fund The Police Department will be responsible for the collection and deposit of revenues due
to the City under this agreement.
