HomeMy WebLinkAboutOrdinance 15919ri :~. /5~l Ordinance No AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $130,370.00 SUBJECT TO RECEIPT OF THE GRANT FROM THE CRIMINAL JUSTICE DIVISION OF THE OFFICE OF THE GOVERNOR OF TEXAS FOR THE PURPOSE OF FUNDING THE DIAMOND HILL CONNECTION AFTER-SCHOOL PROGRAM; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2003-2004 and in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $130,370.00 subject to receipt of the grant from the Criminal Justice Division of the Office of the Governor of Texas, for the purpose of funding the Diamond Hill Connection After-School Program SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and' remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 15636 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption ROVED AS TO FORM AND LEGALITY rim' ~-~_ Assistant C y Attorney ADOPTED AND EFFECTIVE. ~ ~~ (~~ City of Fort Worth, Texas Mayor and Council Communication COUNCIL ACTION Approved on 3/23/2004 Ordinance No 15919 DATE Tuesday March 23 2004 LOG NAME 80DIAMOND REFERENCE NO *G-14308 SUBJECT Authorization to Apply for and Accept a Grant from the Criminal Justice Division of the Office of the Govenor of Texas to Operate the Diamond Hill Connection After-School Program Adoption of Associated Appropriation Ordinance and Authorization to Execute Contracts with the YMCA Of Metropolitan Fort Worth and Camp Fire USA First Texas Council RECOMMENDATION It is recommended that the City Council: 1 Authorize the City Manager to apply for and accept, if awarded a grant from the Criminal Justice Division of the Office of the Governor of Texas in the amount of $130 370 to operate the Diamond Hill Connection After-School Program from September 1 2004 to August 31 2005 and 2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $130 370 from available funds, subject to receipt of the grant; and 3 Authorize the City Manager to designate an Assistant City Manager as the authorized official for the Diamond Connection After-School Program to accept, reject, or after this grant, if awarded and 4 Authorize the City Manager contingent upon receipt of the grant award to execute contracts with the YMCA of Metropolitan Fort Worth in an amount not to exceed $86 707 and Camp Fire USA First Texas Council in an amount not to exceed $43 663 to conduct the Diamond Hill Connection After-School Program. DISCUSSION On August 28 2001 (M&C G-13358) the City Council authorized acceptance of a grant in the amount of $130 371 from the Criminal Justice Division of the Office of the Governor of Texas The Parks and Community Services Department submitted the proposal for the Diamond Hill Connection After-School Program in collaboration with the YMCA and Camp Fire USA First Texas Council. That grant was funded for a total of three years and will end on August 31 2004 This grant will be for the new program year which will run September 1 2004 through August 31 2005 The Diamond Hill Connection After-School Program has provided supervised after-school educational cultural and recreational activities for middle and high school age youth and is designed to promote school attendance discipline and learning With this new grant, the program will service youth ages ten through seventeen A major function of the program is to provide participants with the skills needed to improve their academic competency in reading writing and mathematics with the goal of increasing their scores on the Texas Assessment of Academic Skills (TARS) test, and the new Texas Assessment of Knowledge and Skills (YAKS) test. Passing these tests is a necessary requirement for graduation Many students become Logname 80DIAMOND Page 1 of 2 frustrated because they cannot pass the tests and subsequently drop out of school This portion of the program is designed to increase the passing rate for the participants thus increasing their graduation rate On March 25 2003 The Texas Administrative Code approved Section 3.2021 Resolutions (3) requires that a designation of the title of an authorized official who is given the power to apply for accept, reject, alter or terminate a grant be stipulated The person designated is the Assistant City Manager who oversees the Parks and Community Services Department.
