AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE CAPITAL PROJECTS RESERVE FUND IN THE
AMOUNT OF $164,984 00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF
FUNDING THE CITY'S MATCHING PORTION OF A GRANT FROM THE TEXAS
PARKS AND WILDLIFE DEPARTMENT FOR THE DEVELOPMENT OF
RECREATIONAL FACILITIES AND ECOSYSTEM RESTORATION IN THE AREA
OF THE GATEWAY PARK TRINITY RIVER OXBOW MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH
TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2003-
2004 in the Budget of the City Manager there shall also be increased estimated receipts and
appropriations in the Capital Projects Reserve Fund in the amount of $164,984 00 from available
funds for the purpose of funding the City's matching portion of a grant from the Texas Parks and
Wildlife Department for the development of recreational facilities and ecosystem restoration in the
area of the Gateway Park Trinity River Oxbow
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 15636 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed

This ordinance shall take effect upon adoption

Adoption of Appropriation Ordinances and Interlocal Agreement Authorizing Resubmission and
Acceptance of an Application fora 2004 Texas Parks and Wildlife Regional Park Grant, Accept
Funds from Streams and Valleys Inc. and the Tarrant Regional Water District, and Execute an
Interlocal Agreement with Tarrant County for Construction of Park Road and Parking Lots
RECOMMENDATION
It is recommended that the City Council-
1 Authorize the City Manager to apply for and accept, if awarded up to $2,000 000 from the Texas Parks
and Wildlife Department for the development of recreational facilities and ecosystem restoration in the area
of the Trinity River Oxbow at Gateway Park; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Capital Projects Reserve Fund by $164 984 and
3 Approve the transfer of $818 725 from the Park and Recreation Improvements Projects Fund $253 791
from the Community Development Block Grant Fund and $164 984 from the Capital Projects Reserve Fund
as the City's matching portion of this grant; .and
4 Authorize the City Manager to accept $25 000 from Streams and Valleys, Inc. as part of the local
private sector participation in the match and
5 Authorize the City Manager to accept $1 237 500 from the Tarrant Regional Water District as part of
the matching funds for this project; and
6 Authorize the City Manager to enter into an Interlocal Agreement with Tarrant County for construction
of a park road and parking lots in the Oxbow area, and
7 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by up to $4 500 000 from available funds, contingent upon receipt of the grant; and
8. Approve the attached resolution authorizing the resubmittal of the grant application for the Texas
Recreation and Parks Account Regional Park Grants Program.
DISCUSSION
On May 14 2002 (M&C G-13624) the City Council adopted the updated Gateway Park Master Plan. The
Master Plan included the potential joint venture to develop recreational and ecosystem restoration facilities
in the area of the Trinity River Oxbow at Gateway Park.

The Texas Parks and Wildlife Recreation Grants Branch administers the Regional Grants Program under
the Texas Recreation and Parks Account (TRPA) to assist with the acquisition and development of multi-
jurisdictional public recreation areas and facilities serving metropolitan communities throughout the State of
Texas The program provides 50% matching funds as reimbursement grants to eligible local governments
for both active recreation and conservation opportunities The Parks and Wildlife Commission awards
grants yearly when funds are available
Grant applications and resubmittals are due to the Texas Parks and Wildlife Department by January 31
2004 with project selection slated to occur in August 2004
The remaining portion of the City's match includes $818 725 from the Park and Recreation Improvement
Funds, and $253 791 from Community Development Block Grant funds (both were previously appropriated
for Gateway Park) and $164 984 from the Capital Projects Reserve Fund
Approval of this Mayor and Council Communication will authorize staff to resubmit a grant application in the
amount of $4 500 000 ($2,000 000 in grant funds and $2,500 000 in local matching funds) to fund land
acquisition recreational facilities, and ecosystem restoration in the area of the Trinity River Oxbow at
Gateway Park.
On December 17 2002, the Parks and Community Services Advisory Board endorsed the staffs
recommendation that the City Council authorize the City Manager to apply for $5 000 000 in Texas Parks
and Wildlife Regional Grant funding for Gateway Park. On December 16 2003 the Board endorsed
resumittal of the grant application
On January 31 2003 the Parks and Community Services Department (PACSD) submitted a TRPA regional
grant application requesting $2,500 000 in matching funds
On August 28 2003 in its public hearing the Texas Parks and Wildlife Commission considered the
application for grant assistance. Due to funding limitations, a number of projects could not be supported in
this review The Fort Worth application was among those which were not approved Even though not
selected the City's grant application received the second highest score In consultation with Texas Parks
and Wildlife representatives, PACSD has modified the grant application slightly in order to increase its
score Staff remains confidant that the application will compete favorably with the other submissions
Gateway Park is located in COUNCIL DISTRICT 4
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations receipt of the grant, and
adoption of the attached appropriation ordinances funds will be available in the current operating budget,.
as appropriated of the Grants Fund After this transfer the cash balance in the Capital Projects Reserve
Fund will be $2,464 304 00
