FUND IN THE AMOUNT OF $100,000.00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING A CONTRACT WITH THE FORT WORTH HOUSING AUTHORITY FOR THE HOUSING CHOICE VOUCHER PROGRAM; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2003- 2004 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the. amount of $100,000.00 from available funds for the purpose of funding a contract with the Fort Worth Housing Authority for the Housing Choice Voucher Program. SECTION 2. That should any portion, section or -part of , a-`section of this ordinance be declared invalid, inoperative or void for any reason by a, court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining• portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 15636 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. Authorize the City Manager to accept a grant of $100,000 from the Fort Worth Housing Authority. (FWHA) for providing counseling/homeownership training, and related services to eligible participants in FWHA's Section 8 Housing Choice Voucher Program; and 2. Authorize the City Manager to execute a contract with the FWHA to amend, extend, oc renew this contract in accordance.with City policies and regulations upon mutual agreement with the FWHA; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $100,000 from available funds. DISCUSSION: The FWHA is required by the U.S. Department of Housing and Urban Development (HUD) to implement Section 555 of the Quality Housing and Work- Responsibility Act (QHWRA), to create a viable homeownership option for Section 8 recipients. Under this program, Section 8 housing vouchers are used to help first-time homebuyers meet monthly mortgage, related housing payments and utility expenses. Critical elements of the Section 8 Housing Choice Voucher. Program .are. housing, counseling and homeownership training. The City's Housing Department is aHUD-certified counseling agency and has received other housing counseling grants from HUD in the last four years. This year, the City received a $150,000 HUD counseling grant. The City's goa{ this year is to provide counseling services, and/or homeownership training to 1,250 clients, of -which 175 are expected to become new homeowners. The Housing Department also operates a homebuyers' assistance program that provides financial assistance in the form of closing cost/down payment assistance, and/or deferred payment loans to eligible first-time homebuyers. These two programs compliment FWHA's Section 8 Housing Choice Program, and will help the City meet its housing counseling and homebuyers' assistance program goals, set forth in the City's Consolidated and .Comprehensive Plans. The proposal is for the City and FWHA to enter into a one year contract for the City's Housing Department to provide the required counseling/homeownership training, and related services, to Section 8 clients determined to be eligible by FWHA, to participate in the program..ln consideration for providing these services, FWHA wilt compensate the City in an amount of $100,000 for the term of this contract. The contract may be amended, renewed or extended upon mutual written agreement of both the City and FWHA.
