HomeMy WebLinkAboutOrdinance 16129Ordinance No. 1 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN AN AMOUNT UP TO $900 000 SUBJECT TO RECEIPT OF THE GRANT FROM THE FEDERAL EMERGENCY MANAGEMENT AGENCY DEPARTMENT OF HOMELAND SECURITY FOR THE PURPOSE OF FUNDING THE METROPOLITAN MEDICAL RESPONSE SYSTEM PROGRAM; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS• SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2004-2005 and in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Grants Fund in an amount up to $900 000 subject to receipt of the grant from the Federal Emergency Management Agency Department of Homeland Security for the purpose of funding the Metropolitan Medical Response System program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be incorporated into the ordinance effecting the budget of the municipal government of the City of Fort Worth for the ensuing Fiscal Year beginning October 1 2004 and ending September 30, 2005 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations. are hereby expressly repealed. SECTION 4 This ordinance shall take effect upon adoption. Tuesday September 21 2004 LOG NAME. 3604MMRS REFERENCE NO *G-14501 SUBJECT FY 2004 Metropolitan Medical Response System Program Grant RECOMMENDATION It is recommended that the City Council: 1 Authorize the City Manager to apply for and accept, if offered an eighteen (18) month grant from the Department of Homeland Security/Federal Emergency Management Agency in the estimated amount of $900 000 00 for the FY2004 Metropolitan Medical Response System (MMRS) Program, and 2. Adopt the attached appropriations ordinance increasing estimated receipts and appropriations in the Grants Fund by up to $900 000 00 DISCUSSION Since the inception of the Metropolitan Medical Response System (MMRS) program its role has been to provide funding and support directly to jurisdictions to develop plans, conduct training exercises and acquire pharmaceuticals and equipment, in order to achieve and maintain the enhanced capability necessary to respond to a mass casualty event, whether caused by Weapons of Mass Destruction attack, epidemic/pandemic disease outbreak, large scale HAZMAT incident, radiological or natural disaster The MMRS program enhances a local jurisdiction's preparedness efforts to respond to those events using its own resources during the vital period when lifesaving and population protection are most effective from incident occurrence until significant. external resources arrive. The core requirement of the MMRS program is the integration of first responder medical treatment, public health and emergency management components into an integrated system. The City's Emergency Management Office will coordinate with multiple City Departments in the formation of the requirements of the grant.
