AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SEWER CAPITAL PROJECT FUND IN THE
AMOUNT OF $46,437.57 FROM AVAILABLE FUNDS FOR THE PURPOSE OF
FUNDING CHANGE ORDER NO 3 TO CITY SECRETARY CONTRACT NO
28681 WITH SRO GENERAL CONTRACTING INC FOR STREET
RECONSTRUCTION AND WATER AND SANITARY SEWER MAIN
REPLACEMENTS FOR GRACE STREET NORTH CHANDLER DRIVE,
COLONIAL AVENUE, AND RACE STREET MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS'
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2003-
2004 in the Budget of the City Manager there shall also be increased estimated receipts and
appropriations in the Sewer Capital Project Fund in the amount of $46,437.57 from available funds
for the purpose of funding Change Order No. 3 to City Secretary Contract No 28681 with SRO
General Contracting, Inc. for street reconstruction and water and sanitary sewer main replacements
for Grace Street, North Chandler Drive, Colonial Avenue, and Race Street.
SECTION 2
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 15636 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect upon adoption

for Street Reconstruction and Water and Sanitary Sewer Main. Replacements for Grace Street,
North Chandler Drive Colonial Avenue and Race Street
RECOMMENDATION
It is recommended that the City Council•
1 Authorize the transfer of $46 437 57 from the Water and Sewer Operating Fund to the Sewer Capital
Project Fund and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Sewer Capital Project Fund in the amount of $46 437 57 from available funds and
3 Authorize the City Manager to execute Change Order No 3 to City Secretary Contract No 28681 with
SRO General Contracting Inc. in the amount of $46 437 57 for additional and increased pay item
quantities thereby increasing the contract amount to $1 870 679 37
DISCUSSION
On May 13 2003 (M8~C C-19580) the City Council authorized the City Manager to execute a contract with
SRO General Contracting Inc. in the amount of $1 787,205 80 for the street reconstruction and water and
sanitary sewer main replacements for the following streets:

The contract was subsequently revised by two change orders totaling $37 036 00 and are further
described as follows
Change Order No 1 in the amount of $28 100 00 compensated the contractor for the following
additional expenses incurred while waiting for Oncor Gas to relocate gas lines that were in direct conflict
with project water mains Provision of additional temporary water service additional barricade maintenance
and demobilization/mobilization to and from the job site
Change Order No 2 in the amount of $8 936 00 provided for additional concrete sidewalk/handicap
ramps combination sidewalk/retaining and fence replacement that -was necessary to match existing field

conditions
Change Order No 3 will provide increased pay item quantities for the reconstruction of a deteriorated
sanitary sewer line located on N Chandler Drive prior to reconstructing the street. The poor condition of
the sewer main was unknown prior to beginning construction of this project.
Staff considers the proposed change order amount to be fair and reasonable and recommends approval.
This project is located in COUNCIL DISTRICTS 2 and 4 Mapsco 63 Q and R.
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance funds will be available in the current capital budget, as appropriated of
the Sewer Capital Project Fund.
