AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $50,000 00 SUBJECT TO RECEIPT OF THE
ASSISTANCE TO FIREFIGHTERS" GRANT FROM THE U S. DEPARTMENT OF
HOMELAND SECURITY OFFICE FOR DOMESTIC PREPAREDNESS, FOR THE
PURPOSE OF FUNDING NEW SCBA VOICE AMPLIFIERS FOR THE FIRE
DEPARTMENT MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2003-2004 and
in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $50 000 00 subject to receipt of the Assistance to Firefighters" grant from
the U S. Department of Homeland Security Office for Domestic Preparedness, for the purpose of funding
new SCBA voice amplifiers for the Fire Department.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 15636 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect upon adoption

Authorization to Accept a Grant, if Awarded from the U S Department of Homeland Security
Assistance to Firefighters Grant Program and Adoption of Appropriation Ordinance
RECOMMENDATION
It is recommended that the City Council.
1 Authorize the City Manager to apply for and accept, if offered a one-year grant in a total amount of
$35 000 from the U S Department of Homeland Security Office for Domestic Preparedness
2. Authorize the transfer of $15 000 as required for the 30% match from the General Fund to the Grants
Fund and
3 Adopt the attached appropriation ordinance increasing estimated receipts, and appropriations in the
Grants Fund by $50 000 subject to the receipt of the funds.
DISCUSSION
The U S Department of Homeland Security's Office for Domestic Preparedness annually provides funding
to fire departments, in order to help them protect the safety of the public and their personnel when faced
with fire and public health hazards. The City of Fort Worth Fire Department wishes to take advantage of the
Office for Domestic Preparedness Assistance to Firefighters Grant, and if awarded purchase approximately
208 new voice amplifiers that would improve firefighter effectiveness and safety at fire calls.
The Self Contained Breathing Apparatus facepiece mounted voice amplifiers would increase
communication ability in low/zero visibility conditions caused by smoke by both boosting the volume and
reducing distortion of speech through the facepiece The National Fire Protection Association compliant
amplifiers are powered by rechargeable batteries with a 20-hour life between charges and can easily be
attached to the Department's current facepieces.
The Fort Worth Fire Department would use $15 000 from minor equipment savings in Operations Battalions
to meet the 30°lo match requirement. The amount from the Department of Homeland Security will be
$35 000 and the total grant appropriation will be $50 000
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon reward and receipt of the grant. approval of the above
recommendations, and adoption of the attached appropriation ordinance, funds will be available in the
current operating budget, as appropriated of the Grants Fund
