AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $125,712,
SUBJECT TO RECEIPT OF THE FUNDS FROM AN INTERLOCAL AGREEMENT
WITH THE FORT WORTH INDEPENDENT SCHOOL DISTRICT FOR THE
PURPOSE OF FUNDING THE 21ST CENTURY COMMUNITY LEARNING
CENTER PROGRAM AT ROSEMONT AND DAGGETT ELEMENTARY
SCHOOLS; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2003-
2004 and in the Budget of the City Manager there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $125,712, subject to receipt of the funds from an
Interlocal Agreement with Fort Worth Independent School District, for the purpose of funding the
21 ~ Century Community Learning Center program at Rosemont and Daggett Elementary Schools.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 15636 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect upon adoption.

Authorization to Enter into an Agreement with the Fort Worth Independent School. District for the
21st Century Community Learning Center Program at Rosemont and Daggett Middle Schools
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to enter into an Interlocal Agreement with Fort Worth Independent School
District (FWISD) for the 21st Century Community Learning Center Program at Rosemont and Daggett
Middle Schools.
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
amount of $125 712.00 in the Grants Fund
DISCUSSION
FWISD has applied for and received funding from the Texas Education Agency (TEA) to provide academic
and cultural enrichment -programs outside the school day at designated schools through its 21st Century
Community Learning Center Program (CLC) In addition to providing academic enrichment programs,
students are offered a broad array of additional services programs and activities that are designed to
reinforce and complement the regular academic program of participating students Families of students
served by the CLC are also provided opportunities for literacy and related educational development.
As a result of the excellent programs offered. through a similar program funded through a TEA grant this
past summer FWISD has designated the City through its Parks and Community Services Department, to
provide the Community Learning Center Program at Rosemont and Daggett Middle Schools.
The term of the Agreement, subject to grant funding is for a period of one year ending on June 30 2005
with five one-year renewals. The grant funding is on a reimbursable basis and based on actual
expenditures, not budgeted amounts Funds will be used to provide staffing educational materials training,
tutors, adult literacy activities, 'family fun academic nights snacks and related operating supplies and
materials.

FISCAL INFORMATION/CERTIFICATION.
The Finance Director certifies that upon approval of the above recommendation and adoption of the
attached appropriation ordinance funds will be available in the current operating budget, as appropriated in
the Grants Fund The Parks and Community Services Department is responsible for the collection and
deposit of funds from this agreement.
